The reading of the Minutes of the previous meeting was waived. President Brannan presided. COMMUNICATION To The Common Council City of South Bend, Indiana. South Bend, Indiana, July 14th, 1947. The undersigned; owners of the property herein described respectfully petition your honorable body to amend Ordinance #2331, commonly known as the Zoning Ordinance of the City of South Bend, as it applies to lots 578 and 579 in the 3rd. Plat of Summit Place, changing the zoning classification from B Residence and A Height and area district to D light industrial and E Height and area district., Sincerely yours, SOUTH BEND ELEVATOR COMPANY R. K. Virgil, Owner Councilman Bishop made a motion that the communication be referred to the City Plan Commission, Councilman Korpal seconded the motion. Motion carried. COMMUNICATION Arcommunication from Mayor Dempsey, dated July 14th, 1947, addressed to the CommQQ�� ouncil,, concerning the proposed budget for 1948, was not read upon motion of Councilman Bishop to dispense reading of this letter, and that it pe placed on record and that a copy be given to the local newspaper. Councilman McCarthy seconded the motion. Motion carried. COMMUNICATION A communication from M. T. Cummings, City Controller, dated July 12th, 1947, addressed to the Hon. F. Kenneth Dempsey, Mayor of South Bend," was read by the Clerk.' This letter refers to a report that is attached, of the various estimated amounts required for each executive department together with an estimate of the necessary percentages of the taxes levied for the year, 1948. Councilman Richardsom made a motion that the report be adopted. Councilman Niezgodski seconded the motion. Councilman Richardson withdrew his motion and Councilman Niezgodski withdrew his second. PETITION June 27th, 1947. We the undersigned property owners, petition your honorable body to improve and install. a street light at the corner of Sunnyside and Sorin Streets. Yours respectfully, (6 Signers) Councilman Niezgodski made a motion that this petition-be referred to the Board of Public Works and Safety. Councilman Korpal seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To The Common Council of the City of South Bend. July 14th, 1947. Gentlemen: Your Committee of the Whole to whom was referred,an Ordinance transferring monies from the General Fund of the City of South Bend and appropriating said sums for'the uses and purposes of the following budgetary items, to -wit: To Q -38, General Supplies, Fire Department, $ 500.00;-To W:11,,Personal services and nurse hire, Health Department, $733.28; To H -251, Repair of Building, $3,000.00; To H -51, Insurance, $1,000.00; To K -31, Food, Dog Pound, $50 00, declaring'an emergency, Respectfully report that they have examined the matter and that in their opinion this Ordinance shall be reported to the Council as favorable., William J. Richardson, Chairman Councilman Bishop made a motion that the report be accepted. Councilman Korpal seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE VEOLE To The Common Council of the City of South Bend. July 14th, 1947. Gentlemen Your Committee of the 'Whole to whom was referred an Ordinance transferring monies from Q -11, Salaries and wages, Fire Department, to Q -724, Motor Equipment, Fire Department, $4,000.00, declaring an emergency. Respectfully rreport that they have examined the matter and that in their opinion this Ordinance shall be reported to the Council as favorable. William J. Richardson, Chairman Councilman McCarthy made a motion that the report be accepted. Councilman Bishop seconded the motion. Motion carried. REPORT OF THE CITY ELECTRICAL DEPARTMENT To The Honorable Board of Public 'Yorks and Safety. Gentlemen: July 14, 1947. Columbia Street at Milton Street is practically a 20 ft. alley, but there are homes facing on it North of Milton Street which are in complete darkness at night, and complaint is made of .prowlers. For the benefit of the people who live on Columbia Street, north of Milton Street, I recommend the installation of a 1000 lumen light, overhead construction, to be mounted on a pole now located at the intersection of Columbia & Milton Streets. The annual cost will be $19.20. Respectfully submitted, Ala F. Qualls, Supt. Councilman Bishop made a motion that the report be accepted and concurred with. Councilman Korpal seconded the motion. Motion carried. REPORT OF 1HE CITY ELECTRICAL DEPARTMENT To The Honorable Board of Public Works and SaNty. Gentlemen: July 14, 1947. 441 Talbot Street is one block long but it is an exceptionally long block. There is a-6000 lumen light at South Bend Avenue and Talbot Street, and a 1000 lumen light at Howard and Talbot Streets, but it is dark in the middle of the block because of dense foliage. This street is lined on both sides with large trees with inter- lacing foliage over the street, giving the street the appearance of a tunnel at night. The tee limbs are so low no light from existing facilities can penetrate to the middle of the block even with a 6000 lumen light at the north end. Trimming the trees so light can get through would be a big help to this block with present facilities, but if this cannot be done,'I will recommend that a 1000 lumen light, overhead construction, be installed about the middle of the block. This type of light will cost $19.20 per year. Respectfully submitted. 11M. F. QUALLS, Supt.
