Home My WebLink About06-23-47 Council Meeting MinutesJUNE 23rd. 1947 Be it remembered that the Common Council of the City of South Dend, Indiana, met in Regular Session, in the Council Chambers, City Hall, June 23rd, 1947, at 7:40 P.M., with all members present except Councilmen Hull and Brannan. The reading of the Minutes of the previous meeting was waived. Councilman Richardson presided in the absence of the President Brannan. COMMUNICATION Members of,the Common Council, South Bend, Indiana. Gentlemen: South Bend, Indiana. June 23, 1947. This will acknowledge the receipt of the copy of your resolution of the last Council meeting requesting a conference on the subject of the temporary housing project erected and maintained by the Federal Housing in this City. I have deferred this meeting for the reason that both the City Attorney and I have been requested to attend a housing conference in Washington, D. C., on Wednesday of this week, June 25. I feel that such information as we can obtain at this meeting would be advantageous in our discussions. I shall be glad to confer with the Council shortly after my return. Very truly yours, F. COMMUNICATION City Council, City.Hall, South Bend, Indiana. Gentlemen: South Bend, Indiana. June 7, 1947. Since the Studebaker Local #5 sponsors a soft ball team, and our people are greatly interested in all ball games, we have a few suggestions we would like to make in concern of the city provision of places for ball games. First, there are not enough ball diamonds, especially in the North west part.of tam and there are not enough lighted fields. The fields are not kept in proper playing condition, no doubt due to lack of help. We feel that the City Council can alleviate this condition, especially by providing for such changes when setting up the new budget. This program will do much for the youngsters of our city as well as for the adults. And anything that can be done to help our youth is not too costly. Everyone will appreciate it. Councilman McCarthy seconded the motion. Motion carried. , PETITION To The Members of the Honorable Common Council of the City of South Bend, Indiana. We, the undersigned owners of the real estate described as follows to -wit: Lot numbered 25 in Leepers 2nd Addition to'the City of South Bend, Indiana, respectfully petition an amendment to Ordinance No. 2331 (as amended) being the zoning ordinance of the City of South Bend, Indiana, and thereby change and re -zone the above described real estate from "A" Residential District to "C" Commercial District. The petitioners further respectfully represent and show that the lot immediately west of this real estate is now zoned as "C" Commercial District; that said adjacent lot is known as lot number 26 in Leepers 2nd Addition to the City of South Bend, Indiana; that said petitioners are the owners of said adjacent lot; that these petitioners anticipate building a grocery and market on said real estate in.a style which will conform with the usual residential design; that said petitioners intend to provide a parking space for their customers and that said lot number 25 referred to above, would require considerable leveling before it would be usable; that it is the intention of said petitioners to erect their said building on said lot number 25 and use the adjacent property; being lot number,-"26, for parking facilities, and that said lot number 26 "would be most desirable as it is adjacent to ah existing alley way making for easy ingress and agress; that if said petition be granted, it would be of great benefit to the surrounding neighborhood by providing for a badly needed grocery and market. REPORT OF THE COMMITTEE OF THE VEOLE To the Common Council of the City of Sout h Bend; June 23rd, 1947. Your Committee of the Mhole to whom was referred an ordinance Amending Ordinance No. 2331 (As Amended) commonly known as the Zoning Ordinance of the City of South Bend, Indiana. Respectfully report that they have examined the matter and that inttheir opinion this Ordinance shall be reported to the Council as favorable. Wm J. REPORT.:OF THE 'COMMITTEE:OF THE WHOLE To The Common Council of the City of South Bend: Gentlemen: June 23rd, 1947 Your Committee of the Whole to whom was referred an Ordinance transferring money from the General Fund of the City of South Bend and appropriating said sum for the uses and purposes of the following budgetary item, to -wit: Te`P- 724, Motor Equipment, Police Department, 15,000.00 and declaring an emergency. Respectfully report that they have examined the matter and that in their opinion this Ordinance shall be reported to the Council as favorable. Councilman McCarthy made a motion that the report be accepted. Motion carried. REPORT OF THE BOARD OF PUBLIC MIMS AND SAFETY: Members of the Common Council, City Hall, South Bend, Indiana. Gentlemen: 1% J. Richardson, Chairman Councilman Mirocha seconded the motion. June 20, 1947. The petition for a street light at the intersection of-Meade and Napier Streets, handed to the Board by your Honorable Body, has been referred to Mr. Qualls for investigation and report. Mr. Qualls informed the Board that the light ordered in on Ironwood Drive at the entrance to the Ball park has been installed and is now in service. Upon`Mr.�.Qalls recommendation, the Board directed that a light be ordered in at the intersection of Victoria and St. Joseph Streets. Very truly yours, BOARD OF PUBLIC AURKS AND SAFETY James P. Councilman- Bishop made a motion that the Ordinance be referred to tae Committee of the Whole for Public Hearing on July 14th, 1947, at 7 :30 P.M. Councilman Mirocha seconded the motion. Motion carried. ORDINANCE AN ORDINANCE TRANSFERRING "MONIES FROM Q -11, SALARIES AND `KAGES, FIRE DEPARTMENT, TO Q -724, MOTOR EQUIPMENT, FIRE DEPARTMENT, $4,000.00, DECLARING AN EMERGENCY The Ordinance was given first and second reading. Counoilman'Bishop made a motion that the Ordinance be referred to the Committee of the 'Whole for Public Hearing on July 14th, 1947, at 7 :30 P.M. Councilman Korpal seconded the motion. Motion carried. 470 RESOLUTION WHEREAS, in the Budget of the City of South Bend, Indiana, for the year 1947, it was anticipated that the amount of Tw ty Thousand Dollars ($29;000.00) would be transferred from the City Water Works of said City to the General Fund of said City, and WHEREAS, in the Budget as finally passed and approved, such item was included and anticipated. NOW, THEREFORE, be it resolved by the Common Council of the City of South Bend, Indiana, that: 1. The proper officers of the City Water Works of South Bend, Indiana, be, and the same are hereby authorized and directed to transfer forthwith the sum of Twenty- Thousand Dollars ($20,000.00) from and out of the funds of said Water Works to the General Fund of the City of South Bend. 2. This Resolution shall be in full force and effect from and after its adoption by the Common Council and its approval by the Mayor. Wm J. Councilman Niezgodski made a motion that the Park Board allocate in their Budget just how much money they are going to spend on each park. Councilman Korpal seconded the motion. Councilma Niezgodski vrithdrew his motion and 'Councilman Korpal withdrew his second. Councilman "Niezgodski made a motion that the City Council in session requests that the Park Board increase the playground facilities especially in the residential areas where there are a number of children,and furthermore in making up their Budget that the Park Board show the appropriations and the amount of money they intend to spend on each park and what type of equipment they propose to install in each park.
