President Korpal presided. The reading of the Minutes of the previous meeting was waived. PETITION. South Bend, Indiana. to The Honorable Board of Public Works and Safety of the City of South Bend, Indiana. Gentlemen; We, the undersigned property owners, petition your honorable body to make Adams Street a Boulevard from Keller to Hamilton Street by the erection of signs designating it as suchq according to law. Yours respectfully, (55 Signers) Councilman Hull made a motion that the petition be referred to the Streets& Alleys Committee. Councilman Brannan seconded�.:the: motion. Motion carried. PETITION South Bend, Indiana. To The Honorable Board of Public Works and Safety November 11, 1946. of the City of South Bend, Indiana, Gentlemen: We, the undersigned property owners, petition your honorable body to improve Olive Blvd., from Poland Street to- Fisher Street, by the Construction'.of a Stre&Light on the corner of Olive and Dunham, according to law. REPORT OF THE BOARD OF NORKS AND SAFETY Members of the Common Council, City Hall, - South Lend, Indiana. Gentlemen: November 25, 1946. We have been informed by the Indiana and Michigan Electric Company that the following street lights ordered in by the Board of Public Works and Safety, have been installed and are now in service: North Side Boulevard at 34th Street Ironwood Drive and Donald Streets Woodlawn Street at Parkview Place Ostemo Street and Iroquois Dtive'. Elwood and Elliott Streets Sample Street at the jog near Columbia Street 0stemo and Marquette`Streets West Colfax Avenue between LaFayette & Williams Chapin and Donald Streets Northwood Drive opposite number 701 between Rockne & Calh6un and Kaley Streets Campeau Ewing Avenue and Glenn Street Eclipse Place and Humboldt street Elwood Avenue and Kaley Street (YOURS TRULY, BOARD OF PUBLIC MRK S AND SAFETY) Councilman Heideman made a motion that the report be accepted and placed on file. Councilman Bishop tbd6hd6d the motion. Motion carried. REPORT OF THE BOARD OF 7nM S AND SAFETY November 19th, 1946. Members of the Common Council, City Hall,_ South Bend, Indiana. Gentlemen Attached hereto is a copy of a report to the Board of Public Works and Safety recommending the installation of a street light on South Main Street. The Board approved this installation and ordered the light in. Also attached is a report from Mr. Qualls regarding the street lights that have been ordered in. A street light has been ordered_in for the intersection of 30th and Hastings Streets. Petitions for street lights at 24th and Hastings, Elwood and Johnson Streets and Donald and Scott Streets have been referred to Mr. Qualls for investigation and report. Mr. Qualls is out of the City at present, but as soon as he returns we will ask,him for his report on the above lights. We find no record of a petition for a street light at Colfax Avenue and Spruce Street. ORDINANCE AN_ORDINANCE AMENDING ORDINANCE NO. 2331 C0104ONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA. (Lots 370 38 and 39 in O'lakland Park Addition) The Ordinance was given first and second' reading. Councilman Bishop made a motion that the Ordinance be set for Public Hearing on L`ecember 9th, 1946, at 7 :30 P.M. Councilman Richardson seconded the motion. Motion carried. ORDINANCE AN ORDINANCE TO RESTRICT THE ISSUANCE OF BUILDING PERMITS TO CONSTRUCTION UNDERTAKEN PURSUANT TO THE VETERANS' EMERGENCY HOUSING ACT OF 1946 AND OTHER LAWS, :STD REGULATIONS AND ORDERS, RMATING TO THE VETERANS' EMIMaENCY HOUSING PROGRAM; DECLARING AN EMERGENCY. MEETING- comtinued The Ordinance was given first and second reading. Councilman Richardson made a motion that the Ordinance be set for Public Hearing on.December 9th, 1946, at 7 :30 P.M. Councilman Brannan seconded the motion. Motion carried. QRDINANCE AN ORDINANCE PROVIDING FOR THE REGULATION OF THE USE AND OPERATION OF STEAM BOILERS, STEAM OR INTERNAL COMBUSTION - ENGINES. TURBINES, COMPRESSORS, AND OTHER RELATED, UNFIRED, OR FIRED PRESSURE VESSMS OR EQUIPMENT; PROVIDING FOR THE LICENSING, CLASSIFICATION AND REGULATION OF THE OPERATORS THEREOF: PROVIDING FOR THE CREATION OF A BOARD OF EXAMINERS WITH UIE POWER AND DUTY TO EXAMINE APPLICANTS FOR LICENSES AND DEFINING THE QUALIFICATIONS, POKERS, DUTIES AND TERMS OF OFFICE OF THE MEMBERS OF SAID EXAMINING BOARD: PROVIDING FOR THE EXAMINATION OF APPLICANTS FOR LICENSE TO OPERATE EQUIPMENT MENTIONED ABOVE AND FIXING FEES FOR SUCH EXAM - INATION AND SUCH LICENSES; PROVIDING FOR'THE SUSPENSION, REVOCATION AND REINSTATEMENT OF LICENSES; PROVIDING FOR THE REGULATION OF THE OPERATION OF SUCH EQUIPMENT; AND PRO- VIDING PENALTIES FOR HHE VIOLATION HEREOF. The Ordinance was given first reading. Councilman Neizgodski made a motion that the Ordinance be referred to the Grievance Committee and that they meet with the City Attorney and representatives of the Ordinance, on Dece 5th, 1946. Councilman Richardson seconded the motion. Councilman Neizgodski withdrew his motion and Council Richardson withdrew his second. The Ordinance was given-second reading. Councilman Brannan made a motion that the Ordinance be set for Public Hearing on December 9th, 1946, at 7 :30 P.M. Councilman Heideman seconded the motion. Councilman Richardson made an amendment to the - motion that the Ordinance be referred to the Ordinance Committee and that they make a report'at the Public Hearing on December 9th, 1946. Motion carried. RESOLUTION November 25, 1946. RESOLVED. That all employees of the City of South Bend; be required to sign an affidavit, same as required of all Federal employees and required by ordinance in many cities of the United States, as follows: I . .... ............................... do hereby swear that I am not engaged in any strike against the City Government of the City of South Bend and that I will not so engage while an employee of that Government, that I am not a member of an organization of Government employees that asserts the right to strike against that Government., and that I will not while an employee of that Government become a member of such an organization. .. ...............................
