HomeMy WebLinkAbout10-28-46 Council Meeting MinutesOCTOBER 28th. 1946 Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session, in the Council Chambers, City Hall, October 28th, 1946, at 7 :50 P.M., with all members present except Councilman Hull. President Korpal presided. The reading of the Minutes of the previous meeting was waived. PETITION To the Honorable Board of'Public Works and Safety October 7th, 1946. of the City of South Bend, Indiana. Gentlemen: We, the undersigned property owners, petition your honorable body to improve Dunham & Harris Streets, by the construction of a Street Light. Yours respectfully, (72 Signers) Councilman Mirocha made a motion that the petition be referred to the Board of Public Works and Safety. Councilman Brannan seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE MHOLE TO THE COMMON COUNCIL OF THE CITY OF SOUTH BEND: October 28, 1946. Your Committee of The Whole, to whom was referred an Ordinance amending Ordinance No. 2331 (As Amended) of the Ordinances of the -City of South Bend, Indiana.(On both sides of Fisher Street from Harris Street West to the First Alley). _ Respectfully report that they have examined the matter and that in their opinion the Ordinance shall go to the..,Council_ as favorable. OF THE WHOLE TO THE COTWN COUNCIL OF THE CITY OF SOUTH BEND: October 28th, 1946. Your Committee of The Whole, to whom was referred an Ordinance appropriating the amount of $675.00 from the Pane =Maintenance Fund of the Department'of Public Parks of the Civil City of South bend, Indiana, for the uses and purposes of Budgetary Account No. 251 (Services Contractual) for repairs of buildings and structures. Respectfully report that they have examined the matter and that in their opinion the Ordinance shall go to the Council as favorable. SUM J. TO THE COMMON COUNCIL OF THE CITY OF SOUTH BEND: Your Comanittee of'The Whole, to whom was referred an Ordinance reducing Budgetary Account No. 11 -- Services Personal., Regular (Supervisors Salary For South Fend Public Natatorium) in the amount of- $675.00 as provided in the 1946 Budget of the Department of Public Parks for the Civil City of South bend, Indiana. Respectfully report that they have examined the matter and that in their opinion the Ordinance shall be reported tp the Council as favorable. IM J. RICHARDSON, Chairman Councilman McCarthy made a motion that the report be accepted. Motion carried. REPORT OF THE CITY PLAN COMMISSION To The Comanon Councilof the City of South bend, Indiana. Councilman Bishop seconded the motion. October 19th, 1946. Gentlemen: The Petition of Robert Gratzol, et. al., for change of zoning classification of Lots 37, 38 and 39, in Oakland Park Addition, from its present classification of "B" Use and "A" Height and area district to "D" Light Industrial and "E "'Height and Area District, was considered by the City Plan Commission, at a Special Meeting, October 9th;.1946. These lots are at Emerson St., and North Side Blvd., The City Plan Comnnission recommends this change as petitioned for. D. MOOMAW, Secretary. Councilman Richardson made a motion that the Council concurs with the action of the City Plan Commission. Councilman. Bishop seconded the motion. Motion carried. Motion carried. REPORT OF GRIEVANCE COMMITTEE To The Common Council of the City of South `Oend: Councilman Richardson seconded the motion. October 28, 1946. Your Grievance 'Comnittee to whom was reffirred an Ordinance Amending an Ordianee Numbered 3146 and Entitled "An Ordinance Regulating Traffic upon the Public Streets of the City of South Bend, Indiana, and Repealing all other Ordinances and Sections of Ordinances in Conflict herewith "'finds :the Ordinance favorable and asks the Council to approve it. Councilman McCarthy made a motion that the report be accepted. Councilman Bishop seconed the motion. Motion carried. REPORT OF THE BOARD OF PUBLIC YORKS AND SUM: Members of*the Common Council, South "end, Indiana. October 28, 1946. Gentlemenr Attached please find copies of recommendations made by Mr.'Qualls for street lights at the intersection of Parkview and Oakwood and on North Side Blvd at 34th Street. The Board ordered these lights installed. Petitions for street lights at Calvert and Jackson Streets, Calvert and Pulaski Streets, Calvert and Nash Streets and Vassar and Sherman Avenues, were referred to Mr. Qualls for investigation and report. Motion carried. Councilman Niezgodski made a motion that the Board of Public Works-end Safety be asked to look up the petitions for street lights at Elwood & Johnson and Donald & Scott, and at 24th & Hastings, and make a report at the next Regular_ Meeting of the Council. Zouncilman Brannan seconed the motion. Motion carried. Councilman Bishop seconded the motion. Motion carried. VDINANCE NO. 3580 AN ORDINANCE AUTHORIZING THE SOUTH BEND WATER NORK S TRUSTEES M ENTER INTO A CONTACT WITH 78E LAYNE- NORTHERN OOMPANY FOR THE SM AND INSTALLITION OF M ME[,LS AND TWO PUMPS The Ordinance was given first and second reading. Councilman McCarthy made a motion forsuspension of rules. Councilman Heideman seconded the motion. Motion carried by a roll call vote of 8 Ayes- O Nays - 1 Absent (Hull) The Ordinance was given Third reading and passed by a roll call vote of 8 Ayes - 0 Nays - 1..Absent (Hull) Councilman Brannan spoke to the Council in behalf of the World War Mothers Number Two. He stated that a Committee from this organization had appeared before the Board of Public Works and Safety on two occasions and asked permission from the Board to sell flowers on the Streets of South Bend, on December Tth,$1946: The Board refused to grant them permission. Mrs. Lawrence Bell, a representative of this Group also appeared before the Council, and informed them as to the many services they.performc,. for the disabled veterans in the Veterans Hospital, at Indianapolis. Councilman McCarthy made a motion that the Clerk be authorized to notify the Board of Public Works and Safety, that it is the wishes of the Council that an exception be made for this particular groupp and that the Board take action on this matter'at their meeting on Monday, November 4th, 1946.
