HomeMy WebLinkAbout10-14-46 Council Meeting MinutesOCTOBER 14th, 1946 Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council Chembers, City Hall, October 14th, 1946, at 8 :50 P.M., with all members present. President Korpal presided. The reading of the Minutes of the previous meeting was waived. COMMUNICATIONS A.:..comaaun cation fronr?au1 Y ::LaMar, Secretary- Treasurer, of the South Bend- Mishawaka Association of Insurance Agents, dated October 12th, 1946, enclosing a resolution passed by the Association a:t their June meeting, supporting the Model'Fire Ordinance prepared I by the- Committee of the Association of Commerce and which proposed ordinance is now before the City Council, was read. Councilman Heideman made a motion that the letter be answered stating that the Council will give it their consideration. Councilman Bishop seconded themotion. Motion carried. PETS ITION We, the undersigned, hereby petition the Northern Indiana Transit Company for a more complete and extensive bus service in the west side district of the City of South Bend, on Koseiuszko Street and West Ford. (112 Signers) Council;m Brannan made a motion that the petition be referred to the Transportation Committee. Councilman Niezgodski seconded the motion. Motion carried, REPORT OF THE COMMITTEE OF THE WMLE TO THE COMMON COUNCIL OF THE CITY OF SOUTH BEND: October 14, 1946. Your Committee of the T&ole, to whom was referred an Ordinance amending Ordinance No. 2331 (Lots 184 and 185) Second Plat of Park Place Addition- S.E. Corner Eddy and Chalfant) Respectfully report that they have examined the matter and that in their opinion this Ordinance shall, be reported to the Council as favorable. Councilman Brannan made a motion that the report be accepted. Lotion carried. REPORT OF THE COMMITTEE OF THE 9EOLE ICY THE COMMON COUNCIL OF ME CITY OF SOUTEI BEND: W J. RICHARDSON, Chairman. Councilman Bishop seconded the motion. October 14, 1946. Your Committee of the Whole to whom was referred an Ordinance providing for the safety of persons and property and providing for the issuance of permits providing for inspection and for rules and regulations governing all places of assembly; providing penalties for violations; and repealing all ordinances in conflict herewith. Respectfully report that they have examined the matter and that in their opinion this Ordinance shall: be reported to'rthe Council-favorable as amended. Councilman Brannan made a motion that the report be accepted. Motion carried. REPORT OF THE CITY PLAN COMMISSION To The Common Council, City of South Bend, Indiana. Gentlemen: WM J. RICHARDSON, Chairman Councilman Bishop seconded the motion. 0 October 14th, 1946. Petition of Lottie Niedbalski, et al., for change of -zoning classification of property on Harris St., from B Residence District to' "C0 -Commerical district,was considered by the CitykPlan Commiaikon, at a Special meeting, October 9, 1946: This property is more accurately described as the property on both sides of Fisher St., from Harris St., West to the first alley. The City Plan Commission recommends this change and it further recommends that the Height and Area District be changed at the same time from "A" to "D" to conform with that of other property in the vicinity. D. MOOMAW, Seely Councilman Nieigndski made a motion that the report be accepted. Councilman Brannan seconded the motion. Motion carried. REPORT OF THE BOARD OF PUBLIC CORKS AND SAFETY Octpber 1, 1946. Members of the Common Council, City Hall, South Bend, Indian a. Gentlemen Attached hereto is a copy of a recommendation from Mr.-Qualls concerning the installation of a street light at the inerseetion of Ostemo Place and Iroquois Street, which the Board has approved and ordered installed. Also attached is a copy of a letter from Crumpacker, May, Carlisle and Beamer, which, we believe is self - explanatory. A petition was received with forty -eight signatures, asking for the instllation of street lights:on Meade Street from Western Avenue to Colfax Avenuef This was referred to Mr. Qualls for investigation and repor Very truly yours, BOARD OF PUBLIC MRKS AND SAFETY James P. REPORT OF THE BOARD OF PUBLIC WRKS AND SAFETY October 79 1946. Members of the Common Council, City Hall, South Bend, Indiana. i Gentlemen Enclosed please find a copy of the recommendation of Mr. Qualls for the installation of a street light at the I� intersection of Elwood Avenue and Kaley Stree-r. The above was approved by the Board of Public Works and Safety. I A petition asking for the installation bf a street light on South Blain Street between the 1600 and the 1700 block, was received by the Board and referred to Mr. Qualls for investigation and report. Councilman Brennan made a motion that the Board of Public Works and Safety be asked to look up the petitions for street lights at 24th & Hastings and 34th & North Shore Drive and turn them over to Mr. Qualls for investigation, and that a report be made to the Council at the next meeting. (AS AMENDED) AN ORDINANCE PROVIDING FOR THE SAFETY OF PERSONS AND PROPERTY AND PROVIDING FOR THE ISSUANCE OF PERMITS PROVIDING FOR INSPECTION AND FOR RULES AND REGULATIONS GOVERNING ALL PLACES OF ASSEMBLY; PROVIDING PENALTIES FOR VIOLATIONS; AND REPEALING ALL:ORDINANCES IN CONFLICT HEREWITH. The Ordinance was given first and second reading. Councilmal Hull made a motion that the Ordinance be set for Public Hearing on October 28th, 1946, at 7 :30 P.M. Councilman Niezgodski made a motion that the Ordinance be set for Public Hearing on October 28th, 1946, at 7:30 P.M. Councilman McCarthy seconded the motion, Motion carried.
