HomeMy WebLinkAbout07-08-46 Council Meeting Minutest • I I REGULAR MEETING JULY 8th, 1946 Be it remembered that the Common Council of the City of "South "Bend, Indiana, met in regular session in the Council Chambers, City Hall, on Monday, July 8th, 1946, at 7.40 P.M., with all members present. The reading of the Minutes of the previous meeting was waived. President uorpal presided. A communication was read from Crumpacker, May, Carlisle and Beamer, dated July 3rd, 1946, stating they had forwarded copies of our letter of July 2nd; concerning the repair of grade crossings within the City to the Grand Trunk and to the Pennsylvania, the two roads that they represent. Councilman Bishop made a motion that this communication be accepted and placed on file. Councilman Mirocha seconded the motion. Motion carried. A copy of a letter sent by -T. A. Hynes, Viee- president of the New Jersey, Indiana and Illinois RR Co., to E. L. Hickman, Asst. Supt., dated July 3rd, 1946, was read, concerning the repair of grade crossing within the City of South Bend. Councilman Bishop made a motion that this communication be accepted and placed on file. Councilman Mirocha seconded the motion. Motion carried. PETITION: -To The Common Council,- The City of South Bend, Indiana. June 22, 1946 The undersigned, Northzrn Indiana Transit, Inc., is the ov-mer of certain lands in the City of South Fend, fronting on the St. Joseph River and extending from Twyckenham Drive Easterly fora distance of approxi- mately 1800 feet. A map is attached hereto showing the location of this property, together with a con- tour map showing that the greater portion of the property is only a few feet above the level of the St. Joseph River. The property is directly across the river from Payland Park. The attention of the Common C "uncil is called to the fact that the property lying North of and adjacent to said tract and East of Grrenlawn Avenue Aas been zoned light industrial for many years, while property covered by this petition is zoned as Residential. The property covered by this petition is only a few feet above the level of the St. Joseph River and is not suitable for residential purposes, as it would be Impracticable to excavate for any basement and it would be impossible to connect with any existing sewers. There have been several opportunities to make use of this property for the purpose of establishing light industrial plants, but it has been impossible to do..so because it is zoned for residential purposes only. There is a scarcity of available sites in South Bend for the establishment of light industries which are essential for tine growth of the City. Attention dT the Common Council is also called to the fact that property farther Test fronting on the River near the Sample Street bridge is zoned as light industrial.. Your petitioner, therefore respectfully petitions that the zoning of the property in question bq changed from Residential to Light Industrial. Respectfully submitted, NORTHERN INDIANA TRANSIT, INC. REPORT OF THE BOARD OF PUBLIC MARKS AND SAFETY Members of the Common Council, July 5, 1946 City Hall, South Bend, ,Indiana. Gentlemen: The petition referred to the Board of Works by your Honorable Body asking for street lights at the Railroad Crossing on Huron Street from Harris Street to Kosciuszko Street has been referred to Mr. Qualls for investigation and report. The communication relative to the iron stumps on Miami Stree=t was refrred to the City Engineer, who submitted the following report: "I made a trip of inspection with the Street Commissioner and we decided to get someone to give us the e xaxt locations of the most troublesome stumps, for the manpower shortage prohibits assigning a man or two to the job of finding these stumps." We suggest, therefore, that Councilman Heideman and the other Councilman who have been receiving complaints, get the location of t he'stumps and give the information to the Board. Motion carried. 439 REGULAR MEETING JULY 8th, 1946 -Contd REPORT OF THE BOARD OF PUBLIC IORKS AND SAFETY To The Honorable Common Council: The enclosed reports for street lights were recommended by the Electrical Engineer and were ordered in by the Board of Public Works and Safety.. A 4000 lumen light, overhead construction, be installed at the intersection of Francis and Howard Streetst A 4000 " it at Parkview and Woodlawn. a 4000 It " , overhead construction, be installed at the intersection of Huey and Vassar. Councilman Mirocha made a motion that the report be accepted. Seconded by Councilman Bishop. Motion carried. ORDINANCE AN ORDINANCE CREATING A POSITION OF ASSISTANT PLUMBING INSPECTOR , APPROPRIATE FUNDS FOR THE SALARY OF AN ASSISTANT PLUMBING INSPECTOR DURING THE BALANCE OF THE BUDGETARY YEAR OF 1946: DECLARING AN EMERGENCY The Ordinance was given first and second reading. Councilman Bishop made a motion that it be set for Public Hearing on July Und, 1946. Councilman Brannan seconded the motion. Motion carried. ORDINANCE NO. 3563 AN ORDINANCE APPROVING A CONTRACT MADE AND ENTERED INTO BY AND BETWEEN THE CITY OF SOUTH BEND, INDIANA, ACTING BY AND THROUGH ITS BOARD OF PUBLIC WORKS AND SAFETY, AND SOLLITT CONSTRUCTION COMPANY, INC. FOR WORK IN REPAIR AND RENOVATION OF PORTIONS OF CENTRAL FIRE STATION, STATION RTO. 7 AND STATION NO. 10. The Ordinanee was given first and second reading. Councilman Richardson made a motion for suspension of rules. Councilman McCarthy seconded the motion. Motion carried by a roll call vote of 9 ayes - 0 nays. The Ordinance was given third reading and passed by a roll call vote of 9 ayes - 0 nays. Councilman Mirocha made a m tin hat the Superintendent of the Park Board be notified to repair that part of the River Road) hic nno s gravel and that a report as to the action taken be given to the Council at their next meting.
