HomeMy WebLinkAbout06-24-46 Council Meeting Minutes436 REGULAR MEETING Be it remembered that the Common Council of the City of South Bend, Indiana, -met in regular session in the Council Chambers, City Hall, on Monday, June 24th, 1946, at 8 :30 P.M., with all members present except CouncilmsiHull. The reading of the Minutes of the previous meeting was waived. President Korpal presided. PETITION: To the Honorable Board of Public-Works and Safety of the City of South tend, Indiana, and Common Council. Gentlemen: South Bend, Indiana. June 17, 1946 We the undersigned property owners, petition your honorable body to improve the Railroad Crossing on Huron Street from Harris Street to Kosciuszko Street by the construction of a street light (4000), according to law. Yours respectfully, (signed) John J. Mirocha, Councilman 6th District Stanley C. Korpal, Councilman at Large. Councilman Niezgodski made a motion that the petition be referred to the Board of Public Works and Safety. Councilman Mirocha seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE 'MOLE TO THE COMMON COUNCIL OF THE CITY OF SOUTH BEND: Your Committee of the Mh6le to whom was referred an Ordinance providing for the licensing of all dogs within the corporate limits of the City of South Bend; prohibiting dogs from running at large within the corporate limits of South Bend during certain periods; authorizing the impounding and destruction of dogs; providing a penalty; and repealing all ordinances in conflict herewith. Respectfully report that they have examined the matter and that in their opinion this Ordinance should be reported to the Council favorable as amended. Councilman Richardson made a motion that the report be accepted. Motion carried. REPORT OF THE BOARD OF PUBLIC XORKS AND SAFETY Members of the Common Council, City Hall,'_ South Bend,'' Indiana. Gentlemen: Councilman Brannan seconded the motion. June 24, 1946 At a regular meeting of the Board of Public :'Forks and Safety held on Monday, June 24, JP46, Mr. Qualls, Electrical,.:Superintendent, informed the Board that streetlights which had been ordered in at the intersections_.of Dunham and Bendix Streets, Dunham and Meade Streets and Angella Boulevard and Otsego Street have`all been installed and ane now in operation. Yre are attaching hereto recommendations from fir. Qualls for street lights petitioned for at the inter- section of Kenwood and Fremont Streets and also at the intersection of Ewing Avenue and Glenn Street. The Board approved these installations and Mr. Qualls was directed to apply for their construction to the Indiana and Michigan Eleetric Company. ORDINANCE NO. 3562 AN ORDINANCE PROVIDING FOR THE LICENSING OF ALL DOGS WITHIN THE CORPORATE LIMITS OF THE CITY OF SOUTH BEND; PROHIBITING DOGS FROM RUNNING AT LARGE WITHIN THE CORPORATE LIMITS OF SOUTH BEND DURING CERTAIN PERIODS; AUTHORIZING.THE IMPOUNDING AND DESTRUCTION OF DOGS; PROVIDING A PENALTY; AND REPEALING ALL ORDII4ANCES IN CONFLICT HEREWITH. The Ordinance was given third reading and passed by a roll call vote of 8 ayes - 0':nays - 1 absent (Hull) ORDI N?ddCE AN ORDINANCE AMENDING ORDIN,.A110E NO. 2331 (730 and 732 W. Indiana Avenue) 24th. 1946 The Ordinance was given first and second reading. Councilman Bishop made a motion that the Ordinance be referred to the City Plan Commission. Councilman Niezgodski seconded the motion. Motion carried. Councilman Heideman, informed the Council that he has been receiving numerous complaints regarding iron stumps on Miami Street, from the old sawed off trolley poles, which project above the ground in various heights which are very dangerous. Councilman Richardson made a motion that the matter 6oncerning the stumps =on Miami Street as well as the stumps on all other streets throughout the City where the street cars formerly ran, be referred to the Board of Public Works and Safety, and that a report as to the action taken be given to the Council at the next meeting. Councilman Mirocha: seconded the motion. Motion carried. A group representing property owners in Bellevue Gardens appeared before the Council and stated that two streets of the four they had complained about needing repairs at the June 10th, meeting had been repaired, however, Garden Lane was still-in need of fixing. A lengthy discussion was held as to what procedure would be necessary in order to properly repair this street. The City Attorney informed these men that this matter should have been taken up with the Board of Public Works and Safety; to assure .prompt action. Councilman Mirocha made a motion that the Railroad Companies, including the South Shore, should be notified by letter to repair their grade crossings throughout the City. Councilman Bishop seconded the motion. Motion carried. There being no further business, Council adjourned at 9 :20 P.M. ATTEST: W, / - 437
