HomeMy WebLinkAbout04-29-46 Council Meeting Minutes425 Be it remembered that the Common Council of the City of South Bend, Indiana, inet in regular session in the Council Chambers, City Hall, on Monday, April 29th, 1946, at 7 :40 P.M., with all members present except Councilman Hull. The reading of the Minutes of the previous meeting was waived. President Korpal presided. PETITION: April 10th, 1946. We, the undersigned do hereby request the installation of one street light at the intersection of North Side Blvd and Thirty- fourth Street. (12 Signers) Councilman Bishop made a motion that the petition be referred to the Board of Public Works and Safety. Councilman Heideman seconded the motion. Motion carried. PETITION: To the Honorable Board of'Public Works and Safety of the City of South Bend, Indiana. Gentlemen: We, the undersigned property owners, petition your honorable body to install a fire alarm box and a street light in the vicinity of Huey and Linden Streets. There is no alarm box for many blocks and the Huey - Linden intersection is dangerously dark. (16 Signers) Councilman Niezgodski made a motion that the petition be referred to the Board of Public Works and Safety. Councilman Bishop seconded the motion. Motion carried. PETITION: South Bend, Indiana. To the Honorable Board of Public Works and Safety April 24, 1946. of the City of South fiend, Indiana. Gentlemen: We, the undersigned property owners, petition your honorable body to improve North Brookfield Street, by the construction of a street-light at the corner of Orange and Brookfield Streets. (24 signers) Councilman Niezgodski made a motion that the petition be referred to the Board of Public Works and Safety. Councilman Bishop seconded the motion. Gentlemen: We, the undersigned property owners, petition your honorable body to install a street light at Calhoun and North Kaley Streets. (15 Signers) Councilman Neizgodski made a motion that the petition be referred to the Board of Public Works and Safety. Councilman Bishop seconded the motion. Motion carried. PETITION: Clerk of the Common Council, City of South Bend, South Bend, Indiana. Gentlemen: South Bend, Indiana. April 23, 1946. I wish to request that Ordinance No. 2331, which is known as the "Zoning Ordinance of the City of'South °end ", be amended by changing the zoning classification of the following lots in the City of South -6end, described as follows, to -wit: Lots number (17) seventeen, that is 26 ft. east side- number (18) Eighteen and number (19) Nineteen as shown on the recorded plat-of Studebakers Leeper Avenue Addition to the City of South Bend, St. Joseph County, Indiana, from "A" Residential District to "B" Residential District, in order that I might construct a 4 family apartment building. G*1� REGULAR MEhTING- contd APRIL 29th, 1946 PETITION: PETITION FOR 7dE RECLASSIFICATION OF REAL ESTATE AND All AMENDMENT 10 THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND WHICH SAID ORDINANCE IS MORE PARTICULARLY KNOWN AS ORDINJN CE NO. 2351 TO THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIAldA: The undersigned being the owners of the following described real estate located in the city of South Bend, St. Joseph County, Indiana, respectfully petition that said property be rezoned as e.Class "C" Commercial Area so that said real estate shall be adapted for the uses permitted by and under said area classification and subject to the restrictions appertaining thereto. Said real estate is described as Lot numbered One Hundred Eighty -nine (189) as shown on the Original Plat of the Town now City of South Bend. It is the desire of the undersigned to utilize said property for purposes consistent with the classification herein petitioned for. Honorable Sirs: We, the undersigned Licensed Master Plumbers, wish to petition you for the appointment of an assistant Plumbing Inspector. In our opinion it is impossible for one man to adequately perform the duti6s,: of this office due to the increasing number of new residences being erected, as well as the increasing number of appliances, such as air- conditioning, cooling equipment, water softeners, dishwashers, garbage disposals, automatic washers, etc, that have water and sewer connections with the ever present danger of evoss connections causing contamination of the City water supply, with the attendant danger of disease epidemics. The cost of plumbing can very easily be adversly affected if -the plumber on the job has to wait for the plumbing inspector, who is possibly busy on a complaint call, or assisting at the examination of an applic ant for a license, running down ordinance violators, performing the necessary office work in connection wih his office or inspecting plumbing installations. The City of South Bend has been exceptionally free from epidemics caused by faulty plumbing, mainly due to the diligence of the Board of Health and the Plumbing inspector - with the co- operation of the plumbing profession. This most certainly will not continue if the installation of plumbing is not properly inspected and policed with adequate personnel. We believe that this request is urgent and ask you to give it your earliest attentioh. Councilman Heideman seconded the motion. Motion carried. PETITION: Mr, John Mirocha, Chairman, Transportation Committee, South 'end, Indiana. Dear Sir: South Bend, Indiana. March 30, 1946. Attached find copies of petitions submitted to the Northern Indiana Transit Co., stating that, "We, the undersigned, residents of the Belleville Gardens Area do hereby request that bus service be extended West on Sample Street to Mayflower Road on a regular schedule, for the service of the community." These petitions, signed by 246 adults, represent a total community of 455 men, women and children. Your immediate action and consideration to this petition will be approached. Any further information will be gladly furnished by the committee of the four streets in the subdivision of which the writer is temporary chairman. D.M. Councilman Brannan seconded the motion. Motion carried. Councilman2U ezgodski asked that the Clerk direct a letter to the Bus Company, giving them the reason for the meeting. REPORT OF THE COMMITTEE OF THE 'WHOLE TO THE COMMON COUNCIL OF THE CITY OF SOUTH BEND: Your Committee of the Whole to whom was referred an Ordinance amending Ordinance No. 2331, commonly known as the Zoning Ordinance of the City of South bend, Indiana (Bercliff Estate, Block "A") Respectfully report that the have examined the matter and that in their opinion this ordinance shall be reported favorably to the Council. Councilman Bishop made a motion that the report be accepted, Councilman Niezgodski seconded the motion. Motion carried.. REPORT OF THE COMMITTEE OF THE MOLE TO THE COMMON COUNCIL OF THE CITY OF SOUTH BEND: Your Committee of the R'hole to whom was referred an- Ordinance transferring $600.00 from the Street and Traffic fund of the City of South Send, Indiana, to an insur ance account in the budget of the Street Department of'said City, for the calendar year 1946 and appropriating said $600.00 for the use of said fund; declaring an emergency. Respectfully report that they have examined the matter and that in their opinion this Ordinance shall be reported to the Council favorably. Councilman Bishop made a motion that the report be accepted. Councilman McCarthy seconded the motion. Motion carried. Motion carried. Councilman Neizgodski made a motion that the City Attorney be instructed to draw up an ordinance in regard to not permitting; dogs to run at large. Councilman Richardson seconded the motion . Motion carried. Councilman Brannan made a motion that the Board of Public Works and Safety give a report baok to the Council on petitions for street lights as soon as they receive them and take action on them, and that they also notify the petitioners as to what ditposition was made of the petition.
