City Plall, on I:_onday, January 14th, 1946, ay 7 :35 P.M., with all members present except Councilman_ 1116.cCarthy. The reading of the Minutes of the previous meeting was waived. President Korpal presided. COI.1IdIUNICATIONS: n letter from Irene Trim, Sec'y, the John F. Nuner P. T. A., with regard to the lack of adequate lighting around the John F. Nuner School, t-.,as read. Councilman Bishop made a motion that the communication be referred to the Board of Public corks and Safety. Councilman Brannan seconded the motion. Motion carried. A letter from Raymond E. 1°rillis, United States Senator, acknowledging receipt of a copy of the resolution passed,by the Common Council of the City of South Bend, on Lecember 28th, 1945, in reference to the House Bill TS -1592, was read. Councilman Niezgodski made a motion that the communication be placed on file. Councilman Heideman seconded the motion. Motion carried. PETITION: South BendCity Council, Sciuth ,Bend, Ind. Gentlemen: There is before-your board for passage an ordinance enabling the South amend Board of Public 1^aorks and Safety to establish one way streets in South Bend. We are not against the favorable passage of this bill. However, if the ordinance is passed, there is contained therein your authority to designate certain streets that may not be established as one -way streets. Attached herewith is a petition directed to your board requesting that South Carroll Street be NOT established as a one -way street south from Lincoln 'Tay East to 17ayne Street. The petition is signed in good faith by business and property oroAaers and it is requested that you give the matter thorough consideration. (12 signers) Councilman Bishop made a motion that the petition be referred to the Board of Public Works "and Safety. Councilman Mirocha seconded t'r!e motion. Motion carried. PETITION: CITY COUNCIL: December 21, 1945. ",'e, the undersigned employees of Tucker Freight'Lines, Incorporated, National Carloading Company, C. &. E. Trucking Company and the Rainbo Express Company, Incorporated, located at 1415 South Olive Street, South Bend, Indiana., request the extension of the Rum Village Bus from -?ash Street to Olive Street. There are approximately 'fifty people employed at -these terminals without means of transportation at the present time. We feel that.such an extension besides being a convenience to us would be profitable to ±.he bus lines as there are several small industries, as well as private residence in this area without transportation. (59 Signers) Councilman Niezgodski made a motion that the petition be referred to the Transportation Committee. Councilman Hull seconded the motion. Motion carried. PETITION: TO YHOIv! IT CONCERNS: We, the undersigned agree to keep our cars parked in the parking bays at all times in order to keep the streets clear for bus traffic. We then hope to have a complete bus route on Langley Drive. (114 Signers) Councilman Brannan made a motion that the pe=tition be placed on file. Councilman Bishop seconded the motion. Motion carried. PETITION: 14ith reference to making Olive Street from 17estern Avenue to Sample Street, a boulevard. Councilman Bishop made a motion to refer the petition to the Committee of the 10,7hole,.until the Council can get an understanding of the matter. Councilman Hull seconded the motion. Councilman Hull withdrew his second and Councilman Bishop -v,,,ithdrew his motion. Councilman Iyirocha, made a motion that Attorney Pawlowski, the Park Board, City Attorney, Mr. Mloomaw, and himself representing the Council, have a meeting to discuss this matter and have an ordinance drawn. up, if necessary and present it to the Council. Councilman Niezgodski seconded the motiori,and also made an amendment to the effect that Councilman Mirocha be the chairman. Motion carried. 14th. 1946- Contd RF20RT OF THE CITY CLERK OF THE CITY OF SOUTH BEND, INDIANA, FOR TIE YEAR 1945. The reading of the report of the City Clerk for the year 1245, was waived. Councilman dull made a motion that the report be accepted. Councilman Bishop seconded the motion. Motion carried. REPORT OF THE STREET AND SEWER DEPARTMENTS FOR THE YEAR 1945 The reading of the report of the Street and Sewer Departments, was waived. Councilman Bull made a motion that the report be accepted. Councilman Bishop seconded the motion. Motion carried. ORDINANCE NO. 3550 AN ORDINANCE :MENDING AN ORDINANCE ENTITLE1 " AN ORDINANCE TO REGULATE AND RESTRICT THE LOCATION OF TRADES, CALLINGS, INDUSTRIES, COMMERCIAL ENTER4, PRISES AND THE LOCATION OF BUILDINGS DESIGNED FOR SPECIFIC USES: TO REGULATE AND LIMIT THE HEIGHT OF BUILDINGS HEREAFTER laE;CTED OR ALTERED: TO REGULATE AND DETERMINE THE AREA OF YARDS AND OTHER OPEN SPACES ABOUT BUILDINGS: TO REGULATE AND DETERMINE THE DENSITY OF USE OF LAND AND LOT AREAS, AND FOR SAID PURPOSES TO DIVIDE THE CITY INTO DISTRICTS AND PRESCRIBE PENALTIES FOR THE VIOLATION OF ITS PROVISIONS, AND TO PROVIDE FOR ITS ENFORCEMENT AND A BOARD OF ZONING APPEALS " BYnCHANGING THE ZONING CLASSIFICATION OF CERTAIN DESCRIBED REAL ESTATE. SUN The ordinance was given third reading and was passed by a roll call vote" of 7 ayes - 1 nay (Heideman) 1 absent (McCarthy) Mayor Dempsey, gave an oral report on a meeting which he attended in Chicago recently, relative to the Veterans housing Project. Councilman Heideman made a motion that the City Attorney draw up a resolution to the effect that the Council endorses a Veterans Clinic in South Bend. Councilman Richardson seconded the motion. Notion carried. RESOLUTIO1: A RESOLUTION ` -ITH REGARD TO THE HOUSING AUTHORITY OF SOUTH BEND, BEIYG APPOINTED AGENTS FOR SAID COMMON COUNCIL `'1'0 SECURE SUCH TEMPORARY HOUSING UNDER PROVISIONS OF SENATE JOINT RESOLUTION NO. 122 9NACTED BY THE 79th CONGRESS ALSO SOMETIMLS REFERRED TO AS THE :MEAD BILL. Councilman Niezgodski made a motion that the Resolution be kept in the Council, Councilman Mirocha seconded the motion. Motion carried. I?ESOLU TION : A RESOLUTION WITH REGARD TO THE HOUSING PROJECTS LOCATED IN THE CITY OF SOUTH BEND, INDIANA, KNOWN AS THE SOUTHMORE HEIGHTS, BEACON HEIGHTS, PRAIRIE HOMES AND B. G. SMITH HOMES, WHICH PROJECTS WERE CONSTRUCTED BY THE FEDERAL GOVERNMENT UNDER THE PROVISIONS OF THE LANHK ACT IN ORDER TO,PROVIDE HOUSING FOR PERSONS ENGAGED IN NATIONAL DEFENSE .ACTIVITIES. Councilman Niezgodski made a motion that the Resolution be kept in the Council. Councilman Mirocha seconded the motion. Motion carried.
