HomeMy WebLinkAbout07-31-45 Council Meeting MinutesSED MEETING JULY 61.1945 Be it remembered that the Common Council of the City of South Bend, Indiana, met in Recessed Session, in the Council Chambers, City hall,'on Tuesday, July 51st, 1945, at 7 :30 P.M.., with all members present except Councilman McCarthy and Brannan. President Mi.rocha presided.e I:Ir. Cummings, Chairman of the Finance Committee, made a report stating that the Finance Committee, had met and considered the Mayor's report concerning the Budget and Tax Levy for the year 1946, and had prepared Ordinances fixing the Tax Levy and the Budget for 1946. Councilman Niezgodski made a motion that the report be accepted. Councilman_ Bishop seconded the motion. Motion carried. ORDINANCE AN ORDINANCE APPROPRIATING MONEYS FOR THE PURPOSE OF ::EFRAYING THE EXPENSES OF ALL BUDGET- OPERATED DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR, BEGINNING JANUARY 1, 1946, AND ENDING DECEMBER 31, 1946, INCLUDING DEPARTMENTS, FUNDS AND COMMISSIONS FOR YJIICH MONEY IS APPROPRIATED, IN NHOLE OR IN PART, FROM FUNDS OTHER THAN THE GENERAL FUND OF THE SAID CITY, TO-WIT: STREET, TRAFFIC AND PARK DEPARTME3NTS, FIREMEN'S AND POLICD2iEVIS PE1ISION FUND, AND THE CITY PLAN COMMISSION: PROVIDING THAT SUCH APPROPRIATIONS SHALL INCLUDE ALL OUTSTANDING CLAIMS AND OBLIGATIONS: FIXING THE SALARIES OF ALL CITY OFFICIALS Ar1D EMPLOYEES: PROVIDING PAID VACATIONS FOR CERTAIN OFFICIALS AND EMPLOYEES: REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREI TH: PROVIDING A TIME EEN THE SAME SHALL TAKE EFFECT. The Ordinance was given first and second reading.' Ordinance for Public Bearing on August 27th, 1945, Motion carried. Councilman Richardson made a motion to set the at 7 :30 P.M. Councilman Hull seconded the motion. During the 'second reading of the Ordinance, the heads of the Departments were present and were questioned by some of the Councilmen regarding various items in their budgets. Discussions followed. Councilman Niezgodski made a motion that the salary of the Superintendent of the Street Department, be increased 10% of the 1940 salary, and that the Mayor be furnished with a copy of the motion. Councilman Richardson seconded the motion. Motion carried. ORDINANCE AN ORDINANCE FIXING THE TAX LEVY FOR THE';YE?.R 1946 FOR THE MUNICIPAL CIVIL• CITY OF SOUTH B'iND, INDIANA. The Ordinance was given first and second reading. Councilman Bishop made a motion to set the Ordinance for Public Bearing on August 27th, 1945, at 7 :30 P.M. Councilman Heideman seconded the motion.
