Be it remembered that t?:e Common Council of the City of South Bend met in regular session in the Council Chambers,
City Hall, on Monday, March 12, 1945 with all members present. President Mirocha presided. The reading of the
minutes of the previous meeting was waived.
REPORT OF THE COIDMITTEE OF THE 11.:70LE:
To the Common Council of the City of South Bend:
March 12, 1945
Your,.Committee of the Whole to whom was referred "An ordinance transferring $1,732.32 from the General Fund of the
City of South Bend, Indiana to Budgetary Item V -11, waves and salaries in the budget of the Electrical Department
of the City of South Bend for the calendar year 1945; appropriating said sums for the uses and purposes of said
budgetary item: declaring an emergency.
Respectfully report that they have examined the matter and that in their opinion the ordinance shall be reported
favorably.

Councilman Heideman made a motion to accept the, report. Councilman Brannan seconded the motion. Motion carried.
ORDINANCE NO. 3519
AN ORDINANCE TRANSFERRING $1732.32 FROM THE GENERAL FUND OF THE CITY OF SOUTH BEND,
INDIANA, TO BUDGETARY ITEM V -11, V,,.AGES AND SALARIES IN THE BUDGET OF THE ELECTRICAL
DEPARTMENT OF THE CITY OF SOUTH BEND FOR THE CALENDAR YEAR 1945; APPROPRIATING SAID
SUMS FOR THE USES AND PURPOSES OF SAID BUDGETARY ITEM; DECLARING AN RAERGENCY.
The ordinance was given third reading and passed by a roll call vote of 9,ayes - 0 nays.

TO BUDGETARY ACCOUNT NO. P724, MOTOR EQL'IP%N1ENT - IN THE BUDGET OF THE POLICE DEPART-
- ; DECLARIG AY 9AERGENCY.
The ordinance was given first and second reading. Councilman Brannan made a motion to amend the ordinance by the
addition to Paragraph 5, Section 3 as follows: "since the funds obtained from the sales of the used cars were paid
directly to the General Fund of the City ". Councilman Bishop seconded the motion. Motion carried. Councilman
Niezgodski made a motion to set the ordinance for public hearing on March 26. Councilman Hull seconded the motion.
Motion carried.
RESOLUTION
WORLD WAR II M13lORIAL
WHEREAS, the City of South Bend should pay fitting public tribute to its sons and daughters who have served in the
nationts armed forces, and
WHEREAS, public recognition should be in the form of a Civic Auditorium, or some other worthwhile Living Memorial,
which can be used b�y the returning members of the United States Armed forces and future generations, which will be
a lasting tribute to these men and women who gave their services and their lives that this Nation should forever
remain free.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South Bend that a memorial project be'erected to
the men and women of South Bend who are serving in the Nation's armed forces and that the South Bend Post -Iffar Plan -
ning Committee be requested to give consideration and study to the erection of such a Memorial.
Councilman McCarthy made a motion to accept the Resolution.

Councilman Brannan seconded the motion. Motion carried.
President Mirocha appointed the following permanent Transportation Committee: Stanley C. Korpal (.Chairman), Walter
A. Bishop, John M. 'NcCarthy, George H. Heideman and William J. Richardson. The definite duties of the committee
are to be set up by the Council on March 26.
There being no further business, Council adjourned at 7 :55 P.M.
