Williams City Civil Engineer South Bend, Indiana Dear Mr. Williams: NEW YORK CENTRAL SYSTEM Chicago, December 4, 1944 - Crossing protection, flashing light signals in combination with short arm gates, required by South Bend city ordin- ance, has been installed at crossing of Arnold Street with the N.Y.C. main line. REPORT OF THE C014MITTEE OF THE WHOLE To the Common Council of the City of South Bend: Dec. 11., 1944 Your Committee of the Whole to whom was referred "An ordinance reducing budgetary item K11 - dog pound salaries in the budget for the year 1944 in the amount of $300.00; appropriating the amount of $300.00 from the General Fund of the City.of South Bend to budgetary account of #H214 - telephone and telegraph in the budget of the Board of Public Works andSafety; declaring an emergency. Respectfully report that they have examined the matter and that in their opinion this ordinance shall be reported to the Council favorably. AM. J. Motion carried. .r 4 REPORT OF CITY PLAN 'COMMISSION TO THE C94MON COUNCIL: Dec. 11, 1944 The City Plan Commission has taken no action on the proposed change of zoning of lots Y and 3 in Elder Place Addibic D. Moomaw, Sect.. Councilman Heideman made a motion to refer the report to the City Plan Commission for action. Councilman Richardson seconded the motion. Motion carried. REPORT OF CITY PLAN C OMISSION TO THE 'COMMON COUNCIL: Dec. 11, 1944 At their meeting on Dec. 8, 1944 the City Plan Commission approved the change of zoning of Lots 4,5, and 6 in Seebergerts Michigan St. Addition according to proposed ordinance. The attached photostat of letter from the H.O.L.C. was presented at the aforesaid meeting. S. Moomaw, Sect. ,Councilman Heideman made a motion to accept the report. Councilman Bishop seconded the motion. Motion carried. The ordinance was set for'.public hearing on January 8, 1945 on motion of Councilman,Richardson, seconded by Counci man Brannan:. ORDINANCE NO.. 3511 AN ORDINANCE REDUCING BUDGETARY ITEM Kll -DOG POUND SALARIES IN THE BUDGET FOR THE YEAR 1944 IN THE AMOUNT OF $$300.00; APPROPRIATING THE AMOUNT OF $300.00 FROM THE GENERAL FUND OF THE CITY OF SOUTH BEND TO BUDGETARY ACCOUNT NO. H214 - TELEPHONE AND TELEGRkD H IN THE BUDGET OF THE BOARD OF PUBLIC WORKS AND SAFETY: DECLARING AN EMERGENCY. The ordinance was .given third reading and passed by a roll call vote of 8 ayes - 0 nays - 1.,- absent (mcCarthy). ORDINANCE AN ORIDINANCE REQUIRING THE R7&-, 'OVAL OF SNOW, ICE, MUD, DIRT AND FILTH FROM SIDEWALKS WITHIN THE CITY OF SOUTH BEND, INDIANA, ArD PROVIDING PENALTIES FOR VIOLATION THEREOF. Councilman Hull made a motion (after'first and second reading) to set the ordinance for public hearing in the Comm- ittee of the Whole on January 8. Councilman Bishop seconded the motion. Motion carried. Councilman Mirocha made a motion to set the organization meeting for January 8, 1945. Councilman $rannan seconded the motion. - Motion carried.
