MAR CH 27 . 1944
Be it remembered that the members of the Common Council of the City of South Bemd, Indiana, met in regular session
in the Council Chambers, City Hall, Monday, March 27, 1944, at 9:35 P.M. with all members pres -ent except Councilman'
McCarthy. President Niezgodski presided. The reading of the minutes of the previous meeting was waived.
REPORT OF THE COAP.ITTEE OF THE WHOLE March 27, 1944
To the Common Council of the City of South Bend:
Your Committee of the Whole to whom was referred "An ordinance appropriating $810.00 from the General Fund of the
City of South Bend to Budgetary Account #3 -11 of said City, covering salaries for the Police Dept; declaring an
emergency.
Respectfully report that they have examined the matter and that in their opinion this ordinance shall go to the
Council favorably.

Councilman Brannan made a motion to accept the report. Councilman Korpal seconded the motion. Motion carried.
REPORT OF THE COTAITTEE OF THE WHOLE
To the Common Council of the City of South Bend:
March 27, 1944
Your Committee of the Whole to whom was referred "An ordinance (as amended) defining restaurant, food, itinerant
restaurant, employee, utensils, Health Officer, and other terms; requiring permits for the operations of such es-
tablishments, prohibiting the sale of adulterated, unwholesome or misbranded food or drink; regulating the inspec-
tion, grading, regrading, and placarding of such establishments; providing for the enforcement of the ordinance;
fixing penalties.
Respectfully report that they have examined the matter and that in their opinion this ordinance shall be reported
to the Council favorably as amended.

Councilman Brannan made a motion to accept the report. Councilman Richardson seconded the motion. Motion carried.
ORDINANCE NO. 3481

The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays - 1 absent (McCarthy).

The ordinance was given second and third reading.and passed by a roll call vote of 5 ayes (Niezgodski, Brannan,
Korpal, Richardson and Mirocha) - 3 passes (Hull, Bishop and Heideman) - 1 absent (McCarthy). .
RESOLUTION
Be it resolved by the Common Council of the City of South Bend, that:
1. The proper officers of the City of South Bend, and of the City !later Works of said City, be
and the same are hereby authorized and directed to cause the amount of Twenty Thousand Dollars (120,000.00) to be
transferred from the City Water Works of said City to the General Fund of the City of South Bend, Indiana.
2. This resolution shall be in full force and effect from a nd of ter its adoption by the Common
Council, and its approval by the Mayor.
Councilman Brannan made a motion for the adoption of the Resolution. Councilman Richardson seconded the motion.
motion carried.
There being no further business, Council adjourned at 9 ::40 P.M.
