Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the Council
Chambers, City Hall, on Monday, February 28, 1944, at 7:38 P.M. with all members present except Councilman Heideman.
The reading of the minutes of the previous meeting was waived.
REPORT OF THE COPRITTEE OF THE WHOLE
To the Common Council of the City of South Bend:
Feb. 28, 1944
Your Committee of the Whole to whom was referred "An ordinance transferring certain funds from the general fund of
the City of South Bend, Indiana, to budgetary account No. H251B in the budget of the Board of Public Works and
Safety of said city; approp riating said funds for the uses and purposes of said account, declaring an emergency."
Respectfully report that they have examined the matter and that in their opinion this ordinance shall go to the
Council favorably.

Councilman Bishop made a motion to accept the report. Councilman Mirocha seconded the motion. Motion carried.

surplus in the street and traffic fund to account no. S54 of the budget of the Street Department of South Bend:
Appropriating said funds for the uses of said account: Declaring an emergency."
Respectfully report that they have examined the matter and that in their opinion this ordinance shall go to the
Council favorably.

ORDINANCE N0. 3478
AN ORDINANCE TRANSFERRING CERTAIN FUNDS FROM THE GENERAL FUND OF THE CITY OF SOUTH
BEND, INDIANA, TO BUDGETARY ACCOUNT NO. H251B IN THE BUDGET OF THE BOARD OF PUBLIC
WORKS AND SAFETY OF SAID CITY: APPROPRIATING SAID FUNDS FOR THE USES AND PURPOSES
OF SAID ACCOUNT: DECLARING AN EMERGENCY.
The ordinance was given third reading. (Councilman Heideman in meeting at 7 :42 P.M.) Ordinance passed by roll call
vote of 8 ayes - 0 nays - 1 pass (Mr. Heideman).

AN ORDINANCE TRANSFERRING CERTAIN FUNDS FROM THE UNAPPROPRIATED SURPLUS IN THE STREET
AYD TRAFFIC FUND TO ACCOUNT NO. S54 OF THE BUDGET OF THE STREET DEPARTMENT OF SOUTH
BEND: APPROPRIATING SAID FUNDS FOR THE USES OF SAID ACCOUNT: DECLARING AN EMERGENCY.
The - ordinance was .given third reading and passed by a roll call vote of 9 ayes - 0 nays.

HEALTH OFFICER, AND OTHER TERMS:: REQUIRING PERMITS FOR THE OPERATION OF SUCH
"ESTABLISHMENTS: PROHIBITING THE SALE OF ADULTERATED, UNWHOLESOME, OR MISBRANDED
FOOD OR DRINK: REGULATING THE INSPECTION, GRADING, REGRADING AND PLACARDING OF„
SUCH ESTABLISHMENTS: PROVIDING FOR THE ENFORCEMERTT OF THIS ORTDINANCE: FIXING PENALTIES.
The ordinance was given first reading and by agreement second reading to be given at next Council meeting.
There being,no further business, Council adjourned at 8::01 P.M.
