AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA
APPROPRIATING $500,000 OF EXCESS PROGRAM INCOME FUNDS IN FUND 212 "COMMUNITY
DEVELOPMENT" IN THE DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT
Statement of Purpose and Intent:
In order to assure the efficient and timely utilization of Community Development Block Grant Funds in
accordance with the community's Housing & Community Development Plan, appropriations are needed to address
vacant and dilapidated structures.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as
follows:
below:
SECTION I. The sum of $500,000 is hereby appropriated among accounts within Fund 212 as set forth

Dear Council Member:
The attached bill for your consideration and approval will appropriate $500,000 in excess 2006 program
income Community Development Block grant funds as part of the 2007 Action Plan of the 2005 - 2009
Housing & Community Development Plan. This matter is the subject of a 30-day public comment period
from May I 1 thru June 11. The plan is also the subject of a public hearing on May 24th. These funds
will be used to implement the Mayor's Vacant Properties Initiative. Anticipated activities under this
program are: demolition of vacant, dilapidated structures and accoutrements and the exterior
rehabilitation of a vacant commercial structure on Western Avenue.
