HomeMy WebLinkAbout10-11-43 Council Meeting Minutes345 RE13ULAR MEETING OCTOBER 11, 1943 Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the Council Chambers, City Hall, on Monday, October 11, 1943, at 7 :40 P.M. with all members present except Councilman McCarthy. President Brannan presided. The reading of the minutes of the previous meeting was deferred. Communication from Clyde E. Williams, City Civil Engineer, regarding the deck over the east arch of the Jefferson Street bridge, -was read. On motion of Councilman Richardson, seconded by Councilman Bishop, the c ommnication was accepted and ordered placed on file. A report from the Department of Public Welfare, Indianapolis, signed by Fred R. Farnam, Institutional Inspector, (regarding the condiction of the South Bend City Jail was read and on :notion of Councilman Richardson, Seconded by Councilman Niezgodski, was referred to the Miscellaneous Committee of the Council, said committee to .inspect the jail and report to the Council at next meeting. Council of the City of South Bend: Your Co:mmitteeof the Whole to whom was referred "An ordinance transferring certain funds from the general undof the Civil City of South Bend, Ind. for emergency purposes" Respectfully report that they have examined the matter and that in their opinion this ordinance shall be referred to the Council favorably. REPORT OF THE COtPUITTEE OF THE VY'HOLE To the Common Council of the City of South Bend: Oct. 11, 1943 Your Committee of the Whole to whom was referred "An ordinance reducing the cuarrect obligations of materials and properties, budgetary items provided for in the 1943 budget of the Department of Public Parks or the Civil City. of South Bend, Ind. Respectfully report that they have examined the matter and that in their opinion this ordinance shall be referred to the Council favorably. Am. J. The report 6f'-the City Controller for the month of August, 1943, was accepted on motion of Councilman Richardson, seconded by Councilman Hull. The report of the City Controller for the month of September, 1943, was accepted on motion of Councilman Korpal, seconded by Councilman Bishop. ORDINANCE AN OR?DP!?LMNCF AMENDING AN ORDNANCE ENTITLED "AN OR.TDINANCM. TO REGUTATE AND RESTRICT THE LOCATION OF TRADES, CALLINGS, INDUSTRIES, CW.AERCIAL ENTERPRISES AND THE LOCATION OF BUILDINGS ,DESIGNED FOR SPECIFIC USES: TO REGULATE AND LIMIT THE HEIGHT.OF BUILDINGS HEREAFTER ERECTED OR ALTERED: TO REG- ULATE AND DETEWAINE THE DENSITY OF USE OF LAND AND LOT AREAS, AND FOR SAID PURPOSES TO 'DIVIDE THE CITY INTO 1DISTRICTS AND PRESCRIBE PENALTIES FOR THE VIOLATION OF ITS PROVISIONS, AND TO PROVIDE FOR ITS ENFORCE!JENT AND A BOARD OF ZONING APPEALS" BY CHANGING THE ZONING CLASSIFICATION OF CERTAIN DESCRIBED REAL ESTATE. The ordinance was given..second reading. Councilman Niezgodski made a motion to set the ordinance for public hearing on October 25, 1.943. Motion seconded by Councilman Mirocha. Motion carried. REP_O'RT OF CITY_PL,pN COMMISSION Sept. 3, 1943 To the Common Council: Ordinance for change of inning classification of Lot X41 in Kaley's Second Lincoln Highway Addition as referred to the City Plan Commission for recommendation, was considered at their regular meeting Sept. 2, 1943. Councilman Bishop made a motion to amend the ordinance as originally written s follows:°.. "Amend Section l by substituting NPA ACCOUNT' for the phrase "BUDGETARY ACCOUNT NUMBERED H2518"; also mend the title by substituting "WPA ACCOUNT "'for the phrase entitled "BUDGETARY ACCOUNT #H251B11. Councilman 'iezgodski seconded the motion. Motion carried. The ordinance.as amended was passed by roll call vote of 8 ayes - 0 ays - 1 absent (McCarthy). ORDINAACE NO. 3471 ORDIY?N CE AUTHORIZING THE TRANSFER OF $20,000.00 FROM THE FUNDS OF THE WATER WORKS OF THE CITY OF SOUTH BEND, INDIANA, TO THE GENERAL FUND OF SAID CITY. he ordinance was given first and second reading. Upon motion of Councilman Heideman, seconded by Councilman Richard - on, the rules were suspended by a roll call vote of 8 ayes - 0 nays 1 absent (McCarthy). The ordinance was given hird reading and passed by a roll call vote of 8 ayes - 0 nays - 1 absent (McCarthy). resolution adopted by the Common Council of the City of Hammond, Indiana, relative to the recent legislation that powers the Board of Sanitary Commissioners of first and second class cities to set the tax levy for the Sanitary strict, was read and on motion of. Councilman Richardson, seconded by Councilman Niezgodski, it was tabled for rther consideration. :resolution signed by the Polish - American Central Civic Committee and the Polish- American Central Improvement Comm - ttee, regarding the hazard existing at the New York Central Railroad crossing at .South Arnold Street, was referred o the Streets and Alleys Committee, said committee to work in conjunction with the Board of Safety, on motion of ou ncilman Richardson, seconded by Councilman Hull. M resolution designating Sunday, October 17, 1943, as the day upon which the citizens of South Bend will contribute crap metals for the Salvage Division of the Civilian Defense Council drive, was adopted on motion of Councilman iezgodski, seconded by Councilman Korpal. ere being no further business, Council adjourned at 9:10 P.M.
