President Brannan presided. SPECIAL CALL South Bend, Indiana September 14, 1943 TO THE CITY CLERK, PRESIDENT AND MEMBERS OF THE COAj!MON COUNCIL CITY OF SOUTH BEND, INDIANA Gentlemen: You are hereby notified-that under and by virtue of the authority vested in me as Mayor of the City of South Bend, i in the 'State of Indiana, A special meeting of the Common Council of said city is hereby called to meet at the hour of 7:30 P.M. on September 20, 1943, in the Council Chambers in said city for the purpose of: Receiving an. ordinance authorizing the Board of Public 'forks to acquire andpur-chase equipment; Receiving an ordinance reducing Budgetary Account No. H251t and transferring said funds to Budgetary Account Nov 251A and approp riating said funds for the purpose of said Budgetary Account, Receiving an ordinance reducing Budgetary Account No. P -11 and transferring said funds to Budgetary Account No.. P -12 appropriating said funds for uses of said Budgetary Account; Receiving an ordinance transferring certain funds from b✓he General Fund of the Civil City of South Bend, Department of Public Parks for emergency purposes; Receiving an ordinance reducing budgetary $ ems in the 1943 budget in the Department of Public Parks. The City Clerk is hereby directed to forthwith serve a copy of this notice on each and every member of the Common Council, and make due return of such services of said meeting. J. I. The ordinance was given'lst and 2nd reading. Councilman_ Niezgodski made a motion for the suspension of the rules. Councilman Bishop seconded the motion. Motion carried by roll call vote of 7 ayes - 0 nays - 2 absent (Hull and Richardson): The ordinance was given 3rd reading and passed by a roll call vote of 7 ayes - 0 nays - 2 absent. ORDINANCE AN ORDINANCE RE13JCING BUDGETARY ACCOUNT #H251B FOR THE YEAR 1943 BEING A BUDGETARY ACCOUNT FOR THE REPAIR OF BRIDGES; TRANSFERRING CERTAIN FUNDS TO BUDGETARY ACCOUNT -WH251A FOR THE YEAR 1943 BEING A BUDGETARY ACCOUNT FOR THE REPAIR OF BUILDINGS AND STIUCTURES; APPROPRIATING SAID FUNDS FOR THE USES OF SAIDD BUDGETARY .ACCOUNT #251A.;, AND DECLARING AN EMERGENCY. The ordinance was given first and second reading. Councilman McCarthy made a motion that the ordinance be referred to the Committee of the Whole for public hearing on October 11. Councilman Heideman seconded the motion. Motion carried by a vote of 7 ayes - 0 nays - 2 absent. ORDINANCE AN ORDINANCE REDUCING BUDGETARY ACCOUNT #P -11 FOR THE YEAR 1943 BEING A BUDGETARY ACCCUNT FOR SALARIES: TRANSFERRING CERTAIN FUNDS TO BUDGETARY ACCOUNT +P-12 FOR THE YEAR 1943 BEING A BUDGETARY ACCOUNT FOR SPECIAL COMPENSATION; APPROPRIATING SAIDD FUNDS FOR THE USES OF SAID BUDGETARY ACCOUNT +P -12; AND DECLARING AN EMERGENCY. The ordinance was given first and second reading. Councilman Bishop made a motion to refer the ordinance to the Committee of the Whole for public hearing on October 11. Councilman McCarthy seconded the motion. Motion carried. ORDINANCE AN OR'DINAYTCE REDUCING THE CURRENT OBLIGATIONS OF MATERIALS (BUILDING ITEM AND DRIVES AND WALKS ITEM) AND PROPERTIES (MOTOR ITEM) BUDGETARY ITEMS PROVIDED FOR IN THE 1943 BUDGET OF THE DEPARTMENT OF PUBLIC PARKS FORT HE CIVIL CITY OF SOUTH BEND,. INDIANA. The ordinance was given first and second reading. Councilman Bishop made a motion to refer the ordinance to the Committee of the Whole for public hearing on October 11. Councilman Niezgodski`secondedthe motion. Motion carried. 7344 ORDINANCE AN ORDINANCE TRANSFERRING CERTAIN FUNDS FRO_A THE GENERAL FUND OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR EMERGENCY PURPOSES. The ordinance was given first and second reading. Councilman McCarthy made a motion to refer the ordinance to the Committee of the Whole for public hearing on October 11.
