President Brannan presided. CITY OF SOUTH BEND, INDIANA Honorable Common Council City of South Bend, Indiana Gentlemen: August 16, 1943 The Finance Committee of your Honorable Body met the evening of Friday, the 13th, for the purpose of considering the budget for the year 1944. After mature consideration the Committee directed the preparation of the budget and levy ordinances for the year 19 in the following form. Very . truly yours, JESSE I. ORDINANCE AINT ORIDINANCE FIXING THE SALARIES FOR THE VARIOUS OFFICIALS OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE,PERIOZD COMMENCING JANUARY 1, 1944, 011 ENDING DECEMBER 31, 1944, BOTH INCLUSIVE. The ordinance was given first and second reading. Councilman Richardson made a motion that the ordinance be set for public hearing`-at a special meeting of the Council on August 30. Councilman McCarthy seconded the motion. Motion carried. ORDINANCE AN ORDINANCE APPROPRIATING MONEYS FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE STREET AND TRAFFIC DEPARTMENTS OF THE"CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1944, AND ENDING DECWBER 31, 1944, INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT. Motion carrie led. 341 ORDINANCE (as amended) AN ORDINANCE APPROPRIATING MONEYS FOR THE PURPOSE OF L,EFRAYING THE E-XP :,,ITSES OF THE SEVERAL DEPA RTMENTS OF THE CITY GOVERNMENT OF THE CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINnTING JANUARY 1st, 1944, AND ENDING DECEMBER 31, 1944, INCLUDING ALL OUTSTANDING CLAIMS A�TL OBLIGATIONS, AND FIXING A TIME W9EN THE SAME SHALL TAKE EFFECT. Councilman McCarthy made a motion that the item of $5000,shown as Post ?afar Engineering in the budget of the Engineering Department, be removed, and that $10,000 be added to the Controller's budget and such funds be designated for purpose of Post War Planning, Research and Engineering. ORDINANTCE (as amended) AN ORDINANCE FIXING THE TAX LEVY FOR THE YEAR 1944 FOR THE MUNICIPAL CIVIL CITY OF SOUTH BEND,INDIANA The ordinance was given first and second reading. Councilman McCarthy made a motion that the General Fund item be increased from .509 to .51, making a grand total of .•911. Councilman Bishop seconded the motion. Motion carried., Councilman McCarthy made a motion that the ordinance be set for public hearing at special Council meeting on August 30. Councilman Mirocha seconded the motion. Motion carried. ORDINANCE AN ORDINANCE TRANSFERRING CERTAIN SPECIFIED AMOUNTS FROM THE GENERAL FUND OF THE CITY OF SOUTH BEND, INDIANA TO CERTAIN SPECIFIED ACCOUNTS, APPROPRIATING SAID AMOUNTS TO EACH SUCH ACCOUNT; DECLARING AN EMERGENCY. The ordinance was given second reading. Councilman Richardson made a motion that the ordinance be set f orpub lic: hearing at special meeting of the Council on August 30. Councilman Mirocha seconded the motion. Motion carried. ORDINANCE NO. 3455 (as amended) AN ORDINANCE PROHIBITING THE ACCEPTANCE OF FOOD PRODUCT TIN CANS AT PUBLIC DUMPS, AND PROHIBITING THE HAULING THEREOF FOR 'DUMPING PURPOSES, PROVIDING FOR PENALTIES FOR VIOLATION OF THIS ORDINANCE, AND DECLARING AN EMERGENCY. The ordinance was given first and second reading. Councilman Richardson made a motion that the ordinance be amended as recommended by City Attorney Levy. Councilman McCarthy seconded the motion. Motion carried. Councilman Richardso made a motion for the suspension o£ the rules. Councilman Korpal seconded the motion. M ,)tion carried by a roll call vote of 9 ayes - 0 nays. The ordinance was given third reading and passed by a roll call vote of 9 ayes - 0 nays. Councilman Richardson made a motion that the Council hold a special meeting for the purpose of acting on ordinances brought up at this meeting on August 30 at 7 :30 P.M.
