Be it remembered that the Common Council'of the City of South Bend met in regular session in the Council Chambers,
City Hall, Monday, September 28, 1942, with all members present except Councilman Bishop. President Pulaski presi
The reading of the minutes of the previous meeting was waived.
The Clerk read a communication from the River Park Business & Professional Men's Association wherein it is petition(
that a change be made in the "No Parking" zones on Mishawaka Avenue between Ironwood Drive and S. 23rd Street.
Councilman McCarthy made a motion that the Streets and Alleys Committee write to the signer of the communication (W.
A. Butcher) and inform him of investigations and inform him -that they will appreciate receiving their suggestions
for a solution of the problem. Councilman Brannan seconded the motion. Motion carried.
REPORT OF THE COTRAITTEE OF THE WHOLE

Your Committee of the Whole to whom was referred "An ordinance reducing the following budgetary items provided for ii
the 1942 Budget of the Department of Public Parks for the Civil City of South Bend, Indiana: property, other equip-
ment, being budgetary item #726; materials, equipment, repair parts, beging budgetary item #451; and materials,
buildings, being budgetary item #41.
Respectfully report that they have examined the matter and that in their opinion this ordinance shall be reported
favorably to Council.

Respectfully report that they have examined the matter and that in their opinion this ordinance shall be reported to
the Council favorably.

AN ORDINANCE REDUCING THE FOLLOWING BUDGETARY ITEMS PROVIDED FOR IN THE 1942 BUDGET
OF THE DEPARTMENT OF PUBLIC PARKS FOR THE CIVIL CITY OF SOUTH BEND, INDIANA: PROPERTY,
OTHER EQUIPMENT, BEING BUDGETARY ITEM NO. 726; MATERIALS, EQUIPMENT, REPAIR PARTS,
BEING BUDGETARY ITEM N0., 451; AND MATERIALS, BUILDINGS, BEING BUDGETARY ITEM NO. 41.
The ordinance was given third reading and passed by roll call vote of 8 ayes - 0 nays - 1 absent.

AN ORDINANCE TRANSFERRING CERTAIN FUNDS FROM THE GENERAL FUND OF THE DEPARTMENT OF PUBLIC
PARKS OF THE CIVIL,CITY OF SOUTH BEND, INDIANA.
The ordinance was given third reading and passed by roll call vote of 8 ayes - 0 nays - 1 absent.
The Clerk read a communication signed by Harry S. Driggs, Chairman, Board of Water Trustees, relative to'the follow-
ing ordinance:
ORDINANCE NO. 3439
AN ORDINANCE TRANSFERRING CERTAIN FUNDS FROM THE GENERAL FUND OF THE CITY WATER WORKS
DEPARTMENT TO THE GENERAL FUND OF THE CITY OF SOUTH BEND, INDIANA.
The ordinance was given first and second reading. Councilman McCarthy made a motion for the suspension of the rules.
Councilman Heideman seconded the motion. Motion carried by a roll call vote of 8 ayes - 0 nays - 1 absent. The
ordinance was given third reading and passed by a roll call vote of 8 ayes - o nays - l absent.
There being no further business, Council adjourned at 7:;53 P.M.
