Be it remembered that the Common Council of the City of South Bend met in regular session, Monday, September 14,1942
in the Council Chambers, City Hall, at 7 :30 P.M. Councilmen Niezgodski and McCarthy were absent. President Pulaski
presided.
COMMUNICATION September 14 -1942
Honorable Common Council of the City of South Bend, Indiana.
Gentlemen:
As you gentlemen know many of our vital industries are operating three shifts of eight hours each.
This necessitates a large number of ourdefense workers sleeping during the daylight hours. The sleep of these work-
ers is being disturbed by thoughtless and careless people in the unnecessa7 use of automobile horns and through othe
unnecessary noises.
I think it advisable at this time that the Council give consideration to an anti -noise ordinance, which will be of
great assistance in our defense workers securing their proper rest.

Councilman Heideman made a motion to refer the communication to the Ordinance Committee. Councilman Brannan second-
ed the motion. Motion carried.

Councilman Brannan made a motion to accept the report. Councilman Richardson seconded the motion. Motion carried.

ORDINANCE N0. 3435
AN ORDINANCE AUTHORIZING THE SALE OF ALL OF THE RIGHT, TITLE, AND INTEREST OF THE
CITY OF SOUTH BEND, INDIANA, IN AND TO ANY BONDS, COUPONS, AND/OR ASSESSMENTS HERE -
TOFORE ISSUED UNDER IMPROVEMENT RESOLUTION NO. 1330, APPROVED SEPTEMBER 2, 1925,
COVERING ASSESSMENT ROLL NO. 1816, LINCOLN WAY EAST WIDENING AND SHEET ASPHALT
PAVEMENT.
The ordinance was given first and second reading. Councilman Brannan made a motion for the suspension of rules.
Councilman Richardson seconded the motion. Motion carried by roll call vote of 7 ayes - 0 nays - 2 absent (Niezgodsl
and McCarthy). Ordinance given third reading and passed by roll call vote of 7 ayes - 0 nays - 2 absent ( Niezgodski
and McCarthy).
ORDINANCE NO. 3436
AN ORDINANCE AUTHORIZING THE EXECUTION OF A CONTRACT FOR THE PERFORMANCE OF CERTAIN
REPAIRS UPON THE WEST ABUTMENT OF THE SAMPLE STREET BRIDGE BETWEEN THE CITY OF SOUTH
BEND, INDIANA, AND THE C. A. JORDAN COMPANY.
The ordinance was given first and second reading. Councilman Heideman made a motion for the suspension of rules.
Councilman Bishop seconded the motion. Motion carried.by a roll call vote of 7 ayes - 0 nays - 2 absent ( Niezgodski
and McCarthy). The ordinance was given third reading and passed by a roll_call. vote of 7 ayes - 0 nays - 2 absent
( Niezgodski and McCarthy).

AN ORDINANCE REDUCING THE FOLLOWING BUDGETARY ITEMS PROVEDED FOR THE THE 1942 BUDGET
OF THE DEPARTMENT OF PUBLIC PARKS FOR THE CIVIL CITY OF SOUTH BEND, INDIANA: PROPERTY,
OTHER EQUIPMENT, BEING BUDGETARY ITEM NO. 726; MATERIALS, EQUIPMENT, REPAIR PARTS,
BEZNG'BUDGETARY ITEM NO. 451; AND MATERIALS, BUILDINGS, BEING BUDGETARY ITEM N0. 41.
The ordinance was given first and second reading. Councilman Brannan made a motion to refer the ordinance to the
Committee of the Whole for public hearing the 28th day of September, 1942. Councilman Richardson seconded the
motion. Motion carried.

AN ORDINANCE TRANSFERRING'CERTAIN FUNDS FROM THE GENERAL FUND OF THE DEPARTMENT OF PUBLIC
PARKS OF THE CIVIL CITY OF SOUTH BEND, INDIANA.
The ordinance was given first and second reading. Councilman Brannan made a motion to refer the ordinance to the
Committee of the Whole for public hearing on September 28, 1942. Councilman Heideman seconded the motion. Motion
carried.
There being no further business, Council adjourned at 7:-55 P.M.
