City Hall, Monday, July 27, 1942, at 7:38 P.M. with all members present. President Pulaski presided. The reading
of the minutes of the previous meeting was waived.
Communications from Captain Denfeld,U.S.N. and Senator Raymond E. Willis, acknowledging receipt of Resolution peti-
tioning the naming of a navy cruiser "South Bend ", were read by the Clerk and placed on file by order.
A communication from Loomis and Hartzer was read by the Clerk. The communication requested the changing of the name
of Calhoun Street to Garland Road. Councilman McCarthy made a motion that the Clerk be instructed to answer the
communication and advise the firm of attorneys that it is their privilege to present an ordinance setting out such
a change of name and such ordinance will receive the consideration of the Council. Councilman Jordan seconded the
motion. Motion carried.
REPORT OF THE WAYS AND MEANS CCxy_RrITTEE
To the Common Council
of the Cit1r of South Bend:
July 23rd, 1942
Your committee on Ways and 11eans, who have been instructed to investigate the suggestion of the River Park Business
Men's Association that the city of South Bend install a rubbish removal department, reports as follows:
Your committee appreciates the fact that the removal of rubbish by the city would simplify this problem and be an
important factor in keeping the City of South Bend cleaner and our streets in a safer condition.
However, investigation develops that it would be next to impossible to procure the necessary truck equipment to take
care of rubbish disposal, and further more it would necessitate an increase in the tax rate, which we are confident
the citizens of South Bend would not approve, due to the fact that our people are already assessed high war taxes
and are purchasing war bonds.
Councilman Bishop made a motion to accept the report.

July 27, 1942:
Your Committee of the Whole to whom was referred "An ordinance concerning and regulating the sodding or planting and
maintenance of lawns, etc.
Respectfully report that they have examined the matter and that in their opinion this ordinance shall go to the
Council favorably.

The ordinance was given third reading and passed by a roll call vote of 9 ayes - 0 nays.

AN ORDINANCE AUTHORIZING THE SALE OF ALL OF THE RIGHT, TITLE, AND INTEREST,OF THE
CITY OF SOUTH BEND, INDIANA, IN AND TO ANY BONDS, COUPONS, AND ?OR ASSESSMENTS HERE-
TOFORE ISSUED UNDER IMPROVEMENT RT]SOLUTION NO. 1667, APPROVED NOVEDIBER 30, 19260
COVERING ASSESSMENT ROLL NO. 2011, THE LONGFELLOW AVENUE GRADE, CURB, WALK AND
PAVEMENT FROM MISHAWAKA AVENUE TO SOUTH STREET.
The ordinance was given first and second reading. Upon the suggestion of City Attorney Levy, Councilman McCarthy
made a motion for the suspension of rules. Councilman Bishop seconded the motion. Motion carried by a roll call
vote of 9 ayes - 0 nays. The ordinance was given third reading and passed by a roll call vote of 9 ayes - 0 nays.
CITY PLAN CCOUMISSION July 3, 1942
To the Common Council
City of South Bend, Indiana.
Gentlemen:
At the regular meeting of the City Plan Commission on July 2nd, the attached ordinance was recommended to your
honorable body for passage.
This ordinance is intended to give appropriate zoning classification to the four parcels of .land which were added
to the city by Ordinances Nos. 3315, 3363, 3369 and 3381 and which have not yet been zoned.
The accompanying map shows these several parcels in blue tint and marked with the section of the proposed ordinance
applying to each parcel.
As this is the original zoning of these annexed territories, this ordinance is initiated in the City Plan Commission
without petition as is customary under such conditions.

The ordinance.was given first and second reading. Councilman McCarthy made a motion to refer the ordinance to the
Committee of the Whole for public hearing on August 10. Councilman Brannan seconded the motion. Motion carried.
There being no further business, Council adjourned at 8:29 P.M*
