Be it remembered that the members of the Common Council met in special session in the Council Chambers, City Hall,
Monday, July 20, 1942, at 7:30 P.M. with all members present. President Pulaski presided.

Notice of the Holding of a Special Meeting of the South Bend City Common Council
TO: The Members of the Common Council of the City of South Bend, Indiana:
Notice is hereby given that a special meeting of the South Bend City Common Council is hereby called to meet in the
Council Chambers of the South Bend City Hall at 7:30 o'clock P.M., Central Standard War Time, on the 2)th day of
July, 1942.
At said meeting, you will respectfully be asked to consider and pass, if you approve, an ordinance providing for the
protection of the City of South Bend, its citizens and property, from any emergency arising from or during the
present war and for a period of six months thereafter.
A copy of said proposed ordinance is annexed to this notice for your approval.

AN ORDINANCE PROVIDING FOR THE PROTECTION OF THE CITY OF SOUTH. BEND, ITS CITIZENS AND
PROPERTY FROM ANY EMERGENCY ARISING FROM OR DURING THE PRESENT WAR AND FOR A PERIOD OF
SIX MONTHS THEREAFTER; PROVIDING FOR THE PROMULGATION OF GENERAL ORDDERS, RULES AND
REGULATIONS; PROVIDING FOR THE fi0ENDkfENT AND REPEAL OF SUCH GENERAL ORDERS, RULES AND
REGULATIONS; PROVIDING FOR THE EXERCISE OF POLICE POWER BY PROPERLY APPOINTED AGENTS
OF THE OFFICE -OF-CIVI.LIAN DEFENSE; PROVIDING FOR PENALTIES FOR THE VIOLATION OF THIS
ORDINANCE AND ANY OR ALL GENERAL ORDERS, RULES AND REGULATIONS IN EFFECT IN ACCORDANCE
WITH THIS ORDINANCE; PROVIDING FOR THE SEPARABILITY OF THE PROVISIONS HEREOF; FINDING
AN EMERGENCY. .
The ordinance was given first and second readings. Upon the motion to suspend the rules by Councilman Richardson,
seconded by Councilman Brannan, carried by ,a roll call vote of 9 ayes - 0 nays, the ordinance was given third read
Councilman Niezgodski made a motion to adopt the ordinance. This motion was seconded by Councilman Bishop. The
ordinance was passed by a roll call vote of 9 ayes - 0 nays.
There being no further business, Council adjourned at 8 :00 o'clock P.M. upon the motion by Councilman Richardson,
seconded by Councilman McCarthy.
