HomeMy WebLinkAbout07-13-42 Council Meeting Minutes312 Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the Council Chambers, City Hall, at 7:37 P.M. with all members present. President Pulaski presided. The reading of the minutes of the previous meeting was.waived. A communication, dated June 23, 1942, signed by Elmer F. Straub, Adjutant General of the State of Indiana, express - ling appreciation for the deeding of certain property to the South Bend Armory, was read by the Clerk. The communic Rion was ordered placed on file. A communication, dated:June 30, 1942, signed by Herald B. Fites, Manager Avalon Grotto Regatta, expressing gratitude) for cooperation of Council, was read by the Clerk and ordered placed on file. CMWNICATION RIVER PARK CIVIC ASSOCIATION, INC. At the regular meeting of the River Park Civic Association, Inc. held July 7, 1942, in Veterans League Hall, the following resolution was adopted:. RESOLUTION :NHEREAS, it is very important in these Yves times to collect all possible scrap metal; and WHEREAS, the present system of collection of rubbish, tin cans and ashes by private - individuals is wasteful of tires and does not lead to either the most efficient utilization of scrap metal or to adequate disposal of rubbish, tin car and ashes; NOW THEREFORE BE IT RESOLVED, That we the members of the River Park Civic Association, Inc. do hereby petition the Common Council of the city of South Bend, Ind. for collection, by the city, of rubbish, tin cans and ashes; and that (provision for this-.be made in the 1943 budget under a contract similar to that inforced for garbage collection. HUMPHREY, Secretary Councilman-Brannan made a motion that the communication be referred to the Ways & Means Committee. Councilman Niezgodski seconded the motion. Motion carried. Councilman McCw thy made a further motion that the Clerk report to the petitioners that their petition has been (referred to'the Ways and Means Committee and they will be advised of any action. Councilman Bishop seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE 101OLE To the Common Council of the City of South Bend: July 13, 1942 Your Committeeof the Whole to whom was referred "An ordinance transferring the sum of $300.00 from the account iden- tified as E5 in the City's Ledger of Disbursements, being fruther identified as the Special Judge Fund in the appro- priation for the department of City Judge to the account identified as E4 in the City's ledger of Disbursements, (being further identified as the Judge Pro Tem Fund in the appropriation for the Department of City Judge and appro- priating the said sum in use in payment of Judges Pro Tem." Respectfully report that they have examined the matter and that in their opinion this ordinance shall go to the (Council as favorable. LEO M. JORDAN, Chairman Councilman Bishop made a motion to accept the report. Councilman Niezgodski seconded the motion. Motion carried. REPORT OF COMMITTEE .ON MINUTES To the Common Council of the City of South Bend: W Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. JORDAN) Jan.4, 1942 April 2-7, 1942 Mar.23, 1942 May 11, 1942 April 13, 1942 ORDINANCE NO. 3421 AN ORDINANCE TRANSFERRING THE SUM OF $300.00 from the account identified as E5 in the CITY'S LEDGER OF DTSBURS'- RIENTS, BEING FURTHER IDENTIFIER AS THE SPECIAL. JUDGE FUND IN THE APPROPRIATION FOR THE DEPARTMENT OF CITY JUDGE TO THE ACCOUNT IDENTIFIED AS E4 IN THE CITY'S LEDGER OF DISBUR.S�4ENTS, BEING FURTHER IDENTIFIED AS THE JUDGE PRO TEM FUND IN THE APPROPRIATION FOR THE DEPARPAENT OF CITY JUDGE AND APPROPRIATING THE SAID SUM IN USE IN PA=NT OF t DGES PRO TEM. The ordinance was given third reading and public hearing. The ordinance was passed by roll call vote of 9 ayes - 0 nays. ORDINANCE AN ORDINANCE CONCERNING AND REGULATING THE SODDING OR PLANTING AND MAINTENANCE OF LAWNS, AND THE TRP_4MING, PLANTING, R3gOVEL, USE, CARE, CUTTING, PRUNING, SPRAYING AND PRESERVA- TION OF TREES, SHRUBS, VINES, HEDGES AND PLANTS UPON, ALONG, OR WITHIN THE LIMITS OF PUBLIC STREETS, etc The ordinance was given first and second reading. Upon motion of Councilman McCarthy, seconded by Councilman Bishop, reading by title was accepted as second reading in view of the fact that each councilman had been given a copy. The motion was carried. Councilman Bishop made a motion that the ordinance be referred to the Committee of the Whole for public hearing on July 27. Councilman Niezgodski seconded the motion. Motion carried. ITION RESOLUTION TO PETITION THE UNITED STATE'S ^TA..vY TO NAME 037?F OF ITS YE17 CRUISERS THE "SOUTI3 BEPjD ". the City of South Bend is interested in having an American Cruiser named in its honor, and the City of South Bend has never before been so honored, and no city in the northern part of the State of Indiana has ever been so honored, and the City of South Bend is contributing its full share of men and materials to the present war effort, 313 Now, therefore; -be it resolved by the Common Council of the City of South Bend, Indiana that: 1. The Navy Department be and the same is hereby requested to name one of the new American Cruisers the "South Bend" in honor of said city. 2. That a copy of this resolution, properly executed, be sent to the Honorable Frank Know., Secretary of the Navy, to the Senators of the State of Indiana, and to the Representative from the Third Congressional District of the State of Indiana. 3. This resolution shall be in full force and effect from and after its passage by the Common Council. Councilman Bishop made a motion for the adoption of the Resolution. Councilman McCarthy seconded the motion. Motion carried. Councilman Jordan made a report (verbal) for the Grievance Committee to whom had been referred a matter reported by C.B. Dunnuck. .Mr. Jordan reported that in view of the facts the Committee could do nothing. There being no further business, Council adjourned at 7:59 P.M. TEST: / APPROVED: /l
