HomeMy WebLinkAbout01-26-42 Council Meeting Minutes298_ REGULAR MEETING JANUARY 26, 1942 Be it remembered that the members of the Common -ounci.l of the City of youth Bend, Indiana, met in the Council Chambers of the City Hall, Monday, January 26th, "1942, at 8 :42 P.M. Vice- President Hull presiding in t1ke absence of President Pulaski. Members present were Hull, Neizgodski, Bishop, McCarthy, Heideman, Brennan, Richardson and Jordon. The reading of the minutes of the previous meeting was waived. COMMUNICATION: A letter from Mrs L. M. Crosby Coffman was read. A motion by councilman Richardson that the communication be refe red to the Board of Works. Seconded by Councilman Neizgodski. Motion passed. PETITIONS: To the Common Council of the City of South Bend, Indiana. Gentlemen : - December 29, 1941 'Ne the undersigned property owners, petition your honorable body to install electric street light at corner Huron and Lake Streets. (24 petitioners) Councilman McCarthy made a motion to refer petition to the Board of Works, seconded by Brannan. Motion carried. TO THE COMMON COUNCIL OF THE CITY OF SOUTH BEND: The undersigned, as owner of the following described real estate situated within the City of South Bend, St. Joseph ('ounty, "tate of Indiana, to -wit; A tract• of land situated in the Northwest Quarter (NW-) of Section Two (2), Township Thirty -seven (37) North, Range Two (2) Fast, which tract is described as follows, to -wit: Beginning at the intersection the south;-11nes -of lwood Avenue with the westerly line of Portage Avenue in the "ity of "outh Bend; thence southwesterly on the north line of a lot containing twenty -seven hundreths (427) acre heretofore sold to Walter G. Muessel one hundred sixty -three and five - tenths (163.5) feet; thence southeasterly on the west line of said Muessel lot sixty -one (61): thence northeasterly along the southerly line of said Muessel lot one hundred forty and three - tenths (140.3) feet to the westerly line of Portage Avenue; thence southeasterly along the westerly line of Portage Avenue two hundred seventy -six (2760 feet to the north line of the right of way of the Michigan Central Railroad Company (formerly the Indiana., Illinois & Iowa Railroad Company); thence southwesterly with the northerly line of said Ra.ilroad'Company's right of way ten hundred sixty -three and seven - tenths (1063.7) feet; thence north eleven hundred eighty -four and five - tenths (1184.5) feet to the south line of Elwood Avenue: thence east with the south line of Elwood Avenue three hundred sixty -three and four - tenths (363.4) feet to the place of beginning, containing nine and sixteen hundreths (9.16) acres, hereby respectfully petitions your honorable body to change the zoning classification of said real estate from C use and D height and area and A use and A height and area to D use and E height and area. COMMITTEE OF THE VrITOLE: To the Common Council of the City of South Bend, Indiana Jan. 26, 1942 Your Committee of the ;Whole to whom was referred "An ordinance amending an ordinance transferring the amount of five thousand dollars from the General `und of the City of youth Bend, Indiana to the budget of the Board of Public Works and Safety and appropriating said amount for the preparation and maintenance of civil defense, respectfully report that they have examined the matter and in their opinion it should be referred to the Council favorably. Leo M. Jordan Chairman Councilman McCarthy made a motion the report be accepted. Seconded by Councilman Brannan. Motion carried. REPORT OF BOARD OF PUBLIC .+URKS AND SAFETY: Mrs A. D. Maloney, 1006 E. Bowman St., South Bend., Ind. Dear Madam: This letter is written in response to your letter written to the Common Council of South Bend, under date of January 8, 1942. Please be advised that a police officer will be assigned to duty at the corner of Calvert St., and Fellow Street, on schoolm days, beginning at 11:30 A. M., in accordance with the policy recently adopted by the Common Council. It is the opinion of the Board of Public "Norks and Safety that providing police officers for this purpose throuout the City, will result in a shortage of men for other vital work, but as long as we are able, we will honor requests of this kind. If you have any further or additional suggestions concerning the safety of the school children, we shall be very happy to have them. Very truly yours, Board of Public Ifforks and Safety. REGULAR MEETING REPORT OF THE CITY CLERK JANUARY 26, 1942 299 A motion by Councilman McCarthy that the report of the City Clerk be accepted and placed on filed. Councilman Jordan seconded the motion. Motion carried. REPORT OF CITY CONTROLLER FOR MONTH OF DECEMBER 1941. Balance on hand first of month ------------------------ ---- ---- ------ -- - - -- -- -$1,320,202.60. Driggs, City Controller A motion to accept the report of the amity Controller was made by Mr. Brannan. Mr. Richardson seconded the motion.) Motion carried. ORDINANCE NO, 3411. (AS AMENDED) AN ORDINANCE TRANSFERRING THE AMOUNT OF $5,000.00 FROM THE GENERAL FUND OF THE CITY OF SOUTH BEND, INDIANA TO THE BUDGET OF THE BOARD OF PUBLIC WORKS AND SAFETY, AND APPROPRIATING SAID AMOUNT FOR THE PREPARATION AND MAINTENANCE OF CIVIL DEFENSE. Councilman Heideman made a motion to change the wording of Personal service to that of Contingency Fund. Councilman 'McCarthy seconded the motion. Motion carried. The ordinance as amended was given its third reading by title. and passed by rollcall vote of 8 ayes- labsent. There being no further business, Council adjourned ati 8 :56 P.M.
