Councilman McCarthy was absent and Councilman Pulaski reported late. Councilman Richardson (President) presided. The meeting convened at 7:45 P.M. SPE C IAL CALL We, the undersigned, being all the members of the Common Council of the City of South Bend, Indiana, do hereby wai notice of the time of holding a special meeting of said Council and do hereby consent to the holding of a special meeting thereof in the Chambers of the Common Council on the 13th day of August, 1941 at 7:30 o'clock P.M. for the purpose of receiving the budget ordinances and the report of the Finance Committee of said City and to take appro- priate action thereon. REPORT OF THE FINANCE COMMITTEE A meeting of the Finance Committee of the City of South Bend was held in the Council Chamber in the City Hall, at 7:30 o'clock P.M. on August 12, 1941. The purpose of the meeting was to consider the 1942 budget which had been referred to this committee by the Common' Council on Monday l.August 11th, 1941. The meeting was presided over by Mayor Jesse I. Pavey, as President of the Committee, and all members were present. The following persons were heard in connection with the salaries of the Police Department, Fire Department and Electric Department: Attorney John Pfaff, Attorney Vitus Jones, Attorney Joseph Wypzynski, Attorney C. P. DuComb, as well-as the following members of the various departments: Steve Guzicki Anthony Miller, Frank Logan, Mr. Rowe and Elmer Sokel. Mr. Donald Gates,'as representative of the South Bend Civic Planning Aasociation, also spoke on the salaries to members of the Police, Fire and Electric Department. Mr. Anthony Kuharic appeared as a representative of Judge George Schoek concerning the recommendations included in the budget for the operation of the City Court for the year 1942, Mrs. Marie Nelson and Paul N/Fges spoke on the proposed budget for the office of City Clerk. There being no further or other persons expressing a desire to be heard, the regular meeting was then dismissed and the members with all department heads gave consideration to the entire budget. In the budget fbr the office of City Clerk, salary for the additional 3eputy City Clerk was increased from Fou rte Hundred Eight ($1408.00) Dollars, as it appeared in the report of the City Controller, to Fourteen Hundred Sevent two ($1472.00) Dollars. The decision to grant this increase was unanimous. In the budget for the office of the City Judge, the salary of the Probation Officer was increased from Eighteen Hundred Seventy -seven Dollars and Thirty -two ($1877.32) Cents, the ar_ount proposed in the City Controller's Report to Two Thousand ($2,.000.00) Doll In the same budget the salary of the Bailiff was raised from Seventeen Hundred One Dollars and Thirty -two 017010 Cents, the amount in the City Controller's report, to Eighteen Hundred ($1800.00) Dollars. The above two actions also were unanimous and were recommended by the Mayor. In the budget of the office of the Board of Public Works and Safety, the salaries of the two Custodians were rais from the Twenty -five Hundred and Sixty ($2560.00) Dollars, as shown in the City Controller's Report to Twenty -Eig Fmndred and Sixteen (2816.00) Dollars. The action here was voted against by Mr. Jordan, Mr. Heideman and Mr. Pulaski, but was recommended by the Mayor. In the budget for the Police, Fire and Electric Department, the members were in accordance with all items excepti that of salaries. The Mayor expressed himself as being in favor of a horizontal increase in the departments of ten (10) per cent, inasmuch as that same increase had been applied to practically every other department of the City. A five (5) per cent increase was finally agreed upon, the vote being eight members for the increase, and the ninth member, Mr. Richardson, not voting. The action was proposed by Mr. Jordan and seconded by Mr. Brannon. The amount as voted by members of the Finance Committee was recommended by the Mayor. Dr. Carter appeared to explain the budget of the Boardof Health, which was passed in its entirety as recommended by the Mayor. Mr. Paul Hayes and Mr. Earl G:stin appeared to explain the budget of the Park City and the members were all in accordance with the Mayor's recommendations with the exception of the items of salaries of the Superintendent, Assistant Superintendent and the Clerk. The salary of the Superintendent was raised from Thirty -Three Hundred ($3300.00) Dollars, as appeared in the City Controller's report, to Thirty -Six Hundred ($3600.00) Dollars. The Salary of the Assistant Superintendent was raised from Twenty -Two Hundred and Five ($2205.00) Dollars as appered in the City Controller's report, to Twenty -Four 02400.00) Dollars. The Twenty -Four Hundred ($2400.06) Dollars a 279 brings a Three Hundred Dollar increase to the Assistant Superintendent. The salary of the Clerk of the Park Board was raised from Twenty -One Hundred ('12100.00) Dollars, the sum appearing in the City Controller's report, to Twenty - four (12400.00) Hundred Dollars. The vote on the last change being five for and the four following: Mr. Richardson, Mr. McCarthy, Mr. Pulaski and Mr. Brannan against the increase over the Mayor's recommendations. All of the above changes were approved by the Mayor and ordered included in the salary and appropriation ordinances to be completed and submitted to the meeting of the Common Council at 7:30 o'clock P.M., on Wednesday, August 13, 1941, as the appropriation ordinances for the City of South Bend for the year 1942. It was also understood that the Mayor would submit a formal letter containing his recommendations at said meeting of the Common Council. (Signed) J. I. PAVEY Mayor HARDY S. Motion carrie President & Members of the Common Council August 13 -1941 South Bend, Indiana Gentlemen At the regular Council Meeting held August 11th, I submitted to your Honorable Body a letter containing certain recommendations in connection with the proposed budget of the City of South Bend for the year 1942. Reference was made in that letter to a meeting.of the Finance Committee of the City of South Bend to be held the evening of August 12th, and, certain recommendations were withheld pending consideration of the proposed budget at that meeting. In conformity with the discussions and conclusions reached by the Finance Committee held last night, I an making the following additional recommendations: 1. Salary for the additional Deputy City Clerk increased from $1408.00, as appearing in the report of the City Controller, to 11472.00. 2. Salary of the Probation Officer increased from 11877.32, as appearing in the City Controller's report, to 12000.0 3. Salary of the Bailiff of the City Court raised from 11702.32, the amount appearing in the City Controller's report, to 11800.00. 4. Salaries of the two Custodians raised from $2560.00, as appearing in the City Controller's report, to 12816.00. 5. Salary of the Superintendent of Parks raised from :13300.00, as appearing in the City Controller's report, to 13600.00. 6. Salary of the Assistant Superintendent of Parks raised from 12205.00, as appearing in the City Controller's report, to 12400.00. 7. Salary of the Clrerk of the Park Board increased from 12100.00, the sum appearing in the City Controller's report, to 12400.00. President Richardson stated that due to the incorrect reading of the budget ordinances at the previous regular meet- ing, the following motion had been submitted: We have been informed that the method of reading ordinances relating to the budget, after their introduction on the Ilth day,of August, 1941, was contrary to the rules of the Common Council, and, therefore, to assure that the budget if properly adopted and passed, I wish to make the following motion: I move that the following ordinances introduced on the 11th day of August, 1941, to the Common Council to the City of South Bend, Indiana, and which the minutes show were improperly read on second reading, be stricken from the files to -wit: 1. An Ordinance fixing the tax levy for the year 1942 for the Municipal Civil City of South Bend, Indiana. 2. An Ordinance fixing the salaries and providing for paid vacations for certain city officials and employees of the Municipal City of South Bend, Indiana, and repealing all ordinances and parts of ordinances in conflict therewith 3. An Ordinance fixing the salaries for the various officials of the civil City of South Bend, Indiana, for the period commencing January 1, 1942, and ending December 31, 1942, both inclusive. 4. An Ordinance appropriating monies for the purpose of defraying the expenses of the City Plan Commission of the City of South Bend, Indiana, for the fiscal year beginning January 1, 1942, and ending December 31, 194.2, including all contractual obligations and fixing a time when the same shall take effect. 5. An Ordinance appropriating monies for the purpose of defraying the expenses of the firemen's pension fund of the City government of the City of South Bend, Indiana, for the fiscal year beginning January 1, 1942 and ending December 31, 1942, including all outstanding claims and obligations, and fixing a time when the same shall take effect. An Ordinance appropriating monies for the purpose of defraying the expenses of the Policemen's Pension Fund of the City government of the City of South Bend,.Indiana, for the fiscal year beginning January 1, 1942, and endi: December 31, 1942, including all outstanding claims and obligations, and fixing a time when the same shall take effect. WE 7. An Ordinance appropriating monies for the purpose of defraying the expense of the Park Department of the City government of the City of South Bend, Indiana, for the fiscal year beginning January 1, 1942, and ending Decen 31, 1942, including all outstanding claims and obligations, and fixing a time when the same shall take effect. An Ordinance appropriating money for the purpose of defraying the expenses of the several departments of the City government of the City of South Bend, Indiana, for the fiscal year beginning January 1, 1942, and ending December 31, 1942, including all outstanding claims and obligations, and fixing a time when the same shall take effect. The budget ordinances were given second reading in full in the same order as set out above. Councilman Hull made a motion that budget ordinance No. 1 be referred to the Committee of the Whole for public hearing on August 25th. Councilman Pulaski seconded the motion. Motion carried by 8 ayes - 0 nays - 1 absent. Budget ordinance No. 2 was given the same motion by Councilman Pulaski, seconded by Councilman Heideman and carried by a vote of 8 ayes - 0 nays - 1 absent. Councilman Bishop made a motion that Budget Ordinance No. 3 be referred to the Committee of the Whole for public hearing on August 25th. Councilman Niezgodski seconded the motion. Motion carried.by vote of 8 ayes -0 nays -labs Councilman Bishop made a motion that Budget Ordinance No. 4 be referred to the Committee of the Whole for public hearing on August 25th. Councilman Brannan seconded the motion. Motion carried.by vote of 8 ayes - 0 nays - 1 absc t. After the second reading of Budget Ordinance No. 5, Councilman Bishop made a motion that the ordinance be referred to the Committee of the Whole for public hearing on August 25th. Councilman Heideman seconded the motion. Motion carried by vote of 8 ayes - 0 nays - 1 absent. Councilman Heideman made a motion that Budget Ordinance No. 6 be referred to the Committee of the Whole for public hearing on August 25th. Councilman Pulaski seconded the motion. Motion carried by vote of 8 ayes - 0 nays - 1 abs t. Councilman Bishop made amotion that Budget Ordinance No. 7 be referred to the Committee of the Whole for public hear ing on August 25th. Councilman Pulaski seconded the motion. Motion carried by vote of 8 ayes - 0 nays - 1 absent: Councilman Hull made a motion that Budget Ordinance No. 8 covering the 1942 tax levy be referred to the Committee of the Whole for public hearing on August 25th.
