President Richardson presided. The read- ing of the minutes of the previous meeting was waived. The Clerk read a. communication from the River Park Post 303, The American Legion, Inc. regarding the street lighting system in River Park. On motion of Councilman Heideman, seconded by Councilman Brannan, the communication was place( on file. A communication from the River Park Post 303, The American Legion, Inc., regarding the offensive dumping situation along the St. Joseph River, was read by the Clerk. Councilman McCarthy made a motion that the Clerk be directed to answer the communications regarding this situation and advise those who have voiced their objections that the Counci now has an ordinance pending which will be given a public hearing at a special meeting on June 30. Councilman Heideman seconded the motion. Motion carried. REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. REPORT OF, THE COMMITTEE OF THE WHOLE ITo the Common Council of the City of South Bend: June 23, 1941 Your Committee of the Whole-to whom was referred "An ordinance providing for the regulation and control of fumigati with poisonous gas and the use of insecticide for elimination and control of insects, vermin, rodents and other pests, providing licenses therefor and providing for a penalty for the violation of said ordinance." Respectfully report that they have examined the matter and that in their opinion this ordinance shall go to the Council favorably. Leo M. Jordan, Chairman Councilman Brannan made a motion to accept the report. Councilman Niezgodski seconded the motion. Motion carried. June 23, 1941 Your Committee of the Whole to whom was referred "An ordinance reducing the sponsorship of W.P.A. projects, budgetar. item provided for in the 1941 budget of the Department of Public Parks for the Civil City of South Bend, Indiana." Councilman McCarthy made a motion that the ordinance be referred to the Committee of the Whole for public hearing and that those organizations who have complained be invited to send representatives to a special meeting on June 30th. Councilman Brannan seconded the motion. Motion carried. This action was taken after the ordinance was given first and second reading. ORDINANCE AN ORDINANCE FOR THE EMERGENCY APPROPRIATION OF $10,000.00, AND FOR THE TRANSFER THEREOF FROM THE GENERAL FUND OF THE CITY OF SOUTH BEND TO AN ACCOUNT KNOWN AS I -16A, BEING THE "OTHER EQUIPMENT" ACCOUNT OF THE STREET DEPARTMENT OF THE CITY OF SOUTH BEND, INDIANA The ordinance was given first and second reading. Councilman Bishop made a motion that the ordinance be referred to the Committee of the Whole for public hearing on July 14. Councilman McCarthy seconded the motion. Motion carried.
