President Richardson presided. It was agr to suspend the reading of the minutes of the previous meeting. The Clerk read communications from Chapter No.6,Disabled American Veterans and Clyde E. Williams, City Civil Engineer both of which were.grdered placed m file* communication from Mrs. Bessie Mais, 1814 Randolph St., referred to the Council by the Board of Works & Safety, s turned over to the dump committee for their attention. Further communications from the Association of Commerce, regarding the Hoosier Safes City contest, and Mayor J. I. Pavey, regarding the extension of daylight saving time, were ordered placed on file. TITION TO THE HONORABLE COMMON COUNCIL OF THE CITY OF SOUTH BEND: The undersigned, as owner of the real estate described, respectfully petitions your Honorable Body for the change of zoning classification of the following property from "a" 4sidential to "C "' Commercial: A tract of land One Hundred Thirty -Four (134) feet East and West by One Hundred Fifty (150) feet North and South, situated at the Southwest corner of the intersection of Jefferson Boulevard and Logan Street in the City of South Bend, otherwise known as Lots Numbered One (1), Two-(2) and Three (3) as shown on the unrecorded plat of Logan Heights Addition, a proposed addition to the City of South Bend. Councilman Pulaski made a motion.to have the petition referred to the City Plan Commission. Councilman McCarthy seconded the motion. Motion carried. Councilman McCarthy,as chairman of the Ways & Means Committee,made a report that the Committee had met with the Wage Committee of the Police and Fire Departments but was not ready to give a report of the meeting until they secured further data. Councilman Jordan gave a verbal report that the committee appointed to investigate the dumping situation was not ready to give any definite information but would do so at the next Council meeting. REPORT OF CITY PLAN COW- IISSION May 2, 1941 o the Common Council - City of South Bend, Ind. Gentlemen: You have before you a request for change of zoning classification of a section of the city north of Lincoln Way West, South of California Ave. and west from the alley west of Cushing St. to the railroad. While this request is not in the form of a sufficient petition, it was considered by the City Man Commission at regular meeting May lst. The City Plan Commission Considers this a reasonable request in the matter of rezoning and recommends this change to the Council under its authority to initiate zoning changes. REPORT OF CITY PLAN COMMISSION May 2, 1941 To the Common Council - City of South Bend, Ind. Gentlemen: Petition of P. G. Hoffman et.al. for change of zoning classification of "twelve lots in the Chas. Weidler 2nd Additi at the intersection of Woodside St. and Dale Ave. from commercial to residential zone was considered by the City Plan Commission at their regular meeting May lst. The City Plan Commission recommends that this change be made in accordance with the request of the petitioners. Yours truly, D. MOOMAW, Secty. REPORT OF CITY PLAN COMMISSION May 2, 1941 .To the Common: Council - City of South Bend, Ind.' Gentlemen: Petition of Pearl M. Hertratn and Blossom Ouellette for change of zoning of property on Lincoln Way East, 241 rods west of the city limit line, from "C" commercial to "D" light industrial zone was considered by the City Plan Commission at -their regular meeting May 1st. The City Plan Commission recommends that this change be made as petitioned. Yours truly, D. MOOMAW, Secty. Councilman McCarthy made a motion that the report be accepted and the City.Attorney be instructed to draw up the necessary ordinance. Councilman Pulaski seconded the motion. Motion carried. The Clerk of the Council now read the "Certificate of Appointment of Commissioners of the Housing Authority of the City of South Bend, Indiana ", and Designation of the First Chairman" bearing the signature of Mayor J. I. Pavey. Councilman Brannan made a motion that the report be accepted. Councilman Pulaski seconded the motion. Motion carried. The clerk read a letter addressed to the Council by W. E. Voor, chairman of the Housing Authority, attached to an ordinance covering,a Cooperation Agreement between the City of South Bend and the Housing Authority. ORDINANCE AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A COOPERATION AGREEMENT BETWEEN THE CITY OF SOUTH BEND, AND THE HOUSING AUTHORITY OF THE CITY OF SOUTH BEND, INDIANA. T1,e ordinance was given first and second reading. It was agreed that the ordinance should be referred to the City A torney and the City, : Plan Commission for study and an informal meeting of the City Attorney, Housing Authority, Mayor, Health Department, School Board and Council be held on Monday, June 2, at 7 :30 o'clock in the Council Chambers. Councilman McCarthy made a motion that the ordinance be referred to the Committee of the Whole for.publ hearing in two weeks, June 9. Councilman Brannan seconded the motion. Motion carried. The ordinance was given first and second reading. Councilman Hull made a motion that the ordinance be referred to the Committee of the Whole for a hearing June 9. AN ORDINANCE TRANSFERRING CERTAIN FUNDS FROM THE GENERAL FUND OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR EMERGENCY PURPOSES. ORDINANCE NO.- 3369 AN ORDINANCE ANNEXING CERTAIN CONTIGUOUS TERRITORY TO THE CITY OF SOUTH BEND, INDIANA. The ordinance was given first and second reading. Upon motion of Councilman McCarthy,.seeonded by Councilman Pulasl the rules were suspended by roll call vote of 9 ayes - O nays and the ordinance given third reading and passed by a roll call vote of 9 ayes - 0 nays. (RESOLUTION .A RESOLUTION TRANSFERRING $300.00 FROM THE CONTINGENCY FUND IN THE APPROPRIATION FOR THE CONTROLLER'S OFFICE TO THE GENERAL, SUPPLIES FUND OF THE BOARD OF PUBLIC WORKS AND KNOWN AS FUND "H 22" AND APPROPRIATING THE SAID SUM FOR THE USES THEREOF. -Councilman Niezgodski made a motion for the adoption of the Resolution. (CENTRAL STANDARD TIME) OF EACH LAST SUNDAY OF EVERY APRIL OF EVERY YEAR UNTIL TWO O'CLOCK, A.M., (EASTERN STAND -kRD TIME) OF EACH LAST SUNDAY OF EVERY OCTOBER OF EVERY YEAR. Councilman Hull made a motion for the adoption of the Resolution. Councilman Bishop seconded the motion. Resolution adopted. RESOLUTION RESOLUTION TRANSFERRING THE SUM OF FIVE HUNDRED DOLLARS ($500.00) FROM THE CONTINGENCY FUND IN THE CITY OF SOUTH BEND GENERAL, FUND TO AN ACCOUNT KNOWN AS NUMBER QA3 FOR THE CONSTRUCTION OF A DOG POUND BUILDING FOR THE HOUSING OF STRAY, UNCLAIMED DOGS. Councilman Bishop made a motion for the adoption of the Resolution. Councilman Pulaski seconded the _notion. Resolu- tion adopted. RESOLUTION RESOLUTION AUTHORIZING MAYOR OF THE CITY OF SOUTH BEND TO SELL CERTAIN DESIGNATED REAL ESTATE. Councilman Niezgodski made a motion for the adoption of the Resolution. Councilman Bishop seconded the motion. Resolution adopted. IRESOLUTION RESOLUTION TRANSFERRING THE SUM OF THIRTY THOUSAND DOLLARS ($30,000.00) FROM ACCOUNT NUMBER H27 OF THE GENERAL FUND OF THE CITY OF SOUTH BEND, INDIANA, TO AN ACCOUNT KNOWN AS.H27A OF THE GENERAL FUND OF THE CITY OF SOUTH BEND, INDIANA, FOR W.P.A. PURPOSES. Couneiman Hull made a motion for the adoption of the Resolution. Councilman Pulaski seconded the motion. Motion carried'.
