Councilmen McCarthy and Brannan were absent. President Richardson presided. Upon request the Clerk read the minutes of the Special meeting of February 14, 1941. Upon unanimous approval, the minutes were approved as read. REPORT OF THE COMMITTEE OF THE WHOLE FEB. 24, 1941 To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred "An ordinance amending Ordinance #2979 with reference to rate of fare for taxicabs" Respectfully report that they have examined the matter and that in their opinion this ordinance shall be referred to the Council favorably. LEO M. JORDAN, Chairman Councilman Hull made a motion to accept the report. Councilman Pulaski seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE FEB. 24, 1941 To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred "An ordinance defining and providing for the regulation and licens- ing of tourist courts, automobile tourist courts,._ combined automobile tourist courts and tourist courts, single cottages, connected cottages and house cars; providing for the location within the corporate of the City of South Bend, Indiana; defining certain terms; providing penalties for the violation of this ordinance; providing saving clause and repealing all ordinances in conflict herewith " - Respectfully report that they have examined the matter and that in their opinion the ordinance as amended shall be placed before the Council in place of original ordinance. .Ordinance as amended shall go to Council favorably. REPORT OF WATER WOOS DEPARTMENT February 24, 1941 TO THE MEMBERS OF THE COMMON COUNCIL: Gentlemen: Motion carried. On the 10th of February, 1941, a petition for a water main extension on Kenmore Street, from Western Avenue south to Huron Street, was submitted to the council. This petition, first referred to the Board of Public Works 'and Safety, has been brought to the attention of the Board of Water Trustees. The study of the Street upon which main extension is requested shows that the number of users who .might connect with the proposed extension, is less than 50% as great as that number required under Order 7453 of the Public Service Commission of Indiana,`providing for free extension. It is therefore impossible that this extension be made without a special deposit on the part of the occupants of the houses of the Street. The estimated cost of the water main extension, under the terms of the petition, will be $1038.11. The maximum credit which can be given to the six potential users under the rules and regulations of the Water Department is $300.00. Any further information concerning the requirements and deposits for main extensions, can be obtained from the Supe intendent of the Water Works. REPORT OF CITY TRAFFIC ENGINEER Honorable Common Council of the City of South Bend South Bend, Indiana Gentlemen: Feb. 24 -1941 Re: Appearance of Mr. C. J. Shipley, Bendix Local No. 9, before the Common Council February 10th, 1941 in regard to mass transportation facilities for Bendix employees living in the vicinity of Lincolnway West, and in regard to parking facilities in the vicinity of the Bendix plant. In talking to Mr. Shipley, he informs me that he is interested in the following: (1) Obtaining adequate bus service for Bendix employees living in the vicinity of Lincolnway West. (2) The possibility of again allowing angle parking in the vicinity of the Bendix plant. (3) Obtaining more off- street parking facilities in the vicinity of the Bendix plant, namely, on the vacant property owned by the Park Department immediately south of Westmore Avenue and East of Goodland Avenue; also, in the vacant property,north of Westmore Avenue and west of Bendix Drive opposite the Stromberg plant. In regard to bus service for Bendix employees living in the vicinity of Lincolnway West, I have talked this matter over with Mr. W. W. Waterson of the Northern Indiana Transit Company, and he has agreedon a trial run for ten days which would be from the central area to the Bendix plant and from the Bendix plant to the central area by way of Lincolnway West during peak traffic hours to see. if there is a need of such service and to see if the run would pay. He suggested that an advance notice of one week be given Mr. Shipley so that he could work with the Bendix employees informing them of the new service. Angle parking in the vicinity of the Bendix plant was eliminated several weeks ago by the Police Department. To allow this angle parking again certainly would be a step backward in improving traffic conditions in general in this vicinity. Angle parking not only takes up over twice as much roadway, thereby reducing the capacity of the street, but is extremely more hazardous to the flow of vehicular traffic when maneuvering in and out of a parking space. In (backing out of an angle parking space, it is necessary to back to or beyond the center of the street. In spite of the continuous effort on the part of the Police Department to eliminate double parking, there still is a considerable amount of double parking near the entrances to the various plants by persons waiting for employees. This double parking is far more hazardous with angle parking than with parallel parking. The vacant property owned by the Park Department east of Goodland Avenue and South of Westmore is not used at the present time as a play ground, however, Mr. Hayes, superintendent of the Park Department, informs me that equipment has already been purchased for the purpose of improving this property in the spring for playground purposes. Mr. Hayes feels that it would be a mistake to permit parking at this time because of the difficulty of ridding the property of parked vehicles when the property is improved in the spring. I have contacted officials of the Bendix Corporation in regard to off- street parking facilities for their employees in the property north of Westmore and west of Bendix Drive opposite the Stromberg plant. I am informed by Mr. McCorkle, Chief of Police at Bendix, that they have plans for the improvement of this - property for parking purposes. At the present time there is one improved parking lot in this field. It is proposed to improve the site to make three additional parking lots.
