HomeMy WebLinkAbout02-10-41 Council Meeting MinutesBe it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the Council Chambers, City Hall, on Monday, February 10, 1941, at 7:45 P.M. with all members present. President Richardson pre- sided. It was agreed to defer the reading of the minutes of the previous meeting. PETITION South Bend, Ind., Feb. 3, 1941 TO THE HONORABLE COMCION COUNCIL OF THE CITY OF SOUTH BEND, INDIANA Gentlemen: - We the undersigned property owners, petition your honorable body to run water main on Kenmore street from Western Avenue to Huron Street by the construction of--------- according to law. PETITION February 1, 1941 Honorable William J. Richardson, President Common Council of South Bend 226 Parkovash Ave., South Bend, Indiana Dear Bill: Attached hereta'is a resolution memorializing the Congress of the United States to pass, and the President of the United States to approved, if passed the General Pulaski's Memorial Day. I have been asked by Mr. Ignatius Werwinski to bring this to the attention of the Council for its consideration. Respectfully yours, J. I. Councilman Niezgodski made a motion to accept the Resolutions.(Resolutions returned to Mayor with state - of Council's action). Councilman Pulaski seconded the motion. Motion carried. OF THE COMMITTEE OF THE WHOLE o the Common Council of the City of South Bend: February 10, 1941 Your Committee of the Whole to whom was referred "An ordinance defining and providing for the regulation and licens- ing of tourists courts, automobile tourist courts, combined automobile tourist courts and tourist courts, single cottages, connected cottages and house cars; providing for the location within the corporate limits of the City of South Bend, Indiana„? defining certain terms; providing penalties for the violation of this ordinance; providing sav- ing clause and repealing all ordinances in conflict herewith ". espeetfully report that they have examined the matter and that in their opinion this matter shall be held in the ommittee of the Whole and be given public hearing on February 24, 1941. ` ncilman Brannon made a motion to accept the report. February 10 -1941 he attached data constitutes a preliminary report of the Citizens' Housing Committee appointed by the Honorable Jess . Pavey, Mayor, on December 24th, 1940, pursuant to the authorization of the Common Council. is to be emphasized that this is a preliminary report, and you will observe that the various data have been pre - ted objectively, and without inference or conclusion. Other aspects of the problem, which were included in the eral study of this Committee, will be reported to you briefly by Mr. William E. Voor, as spokesman for the mittee. Committee wishes to express its-grateful appreciation to the following persons for the excellent cooperation and ity of work manifested in the preparation of the data: the Honorable Jesse I. Pavey for his cooperation in making available the services of Mr. Clare E. Pittman of the ty Plan Commission, to Professor John J. Cronin of the Department of Social Work, University of Notre Dame for teat cal supervision of the project, and to Mr. John J. Reddy, graduate student of the University of Notre Dame, who ted as general assistant to Mr. Cronin and Mr. Pittman. The Committee wishes to point out that cumulatively these ree men have given two hundred sixty -six hours of service in connection with the work of the Committee. v Committee also wishes to express its appreciation for the very kind cooperation accorded it by the Heads of vari ty Departments, particularly to Mr. Dalton Moomaw, and to the administrators of South Bend Social Agencies. Voor 247 Attached to this letter was a statistical report of twenty -eight pages, a copy of which was given to each council- man. Councilman Brannon made a motion that the City Attorney be instructed to draw a Resolution authorizing the Mayor to appoint a Housing Authority, said Resolution to meet with the requirements of the United States Housing Authori and present the same at a special meeting of the Council to be held in the Council Chambers, Friday, February 14, 1941, at 7x00 P.M. Councilman Niezgodski seconded the motion. Motion carried by a vote of 9 ayes - 0 nays. Councilman McCarthy made a motion that the Council extend a vote of thanks to the members of the Citizens' Housing Committee and the other persons mentioned in -the report of the said Committee for their cooperation and effort expended. The motion was carried by a vote of 9 ayes - 0 nays. ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. 2979 WITH REFERENCE TO RATE OF FARE FOR TAXICABS. The ordinance was given first reading by title and second reading in full. Councilman Hull made . a motion that the ordinance be referred to the Committee of the Whole for public hearing on February 24. Councilman Bishop seconded the motion. Motion carried. ORDINANCE AN ORDINANCE APPROVING AND RATIFYING TWO CONTRACTS MADE AND ENTERED INTO ON BEHALF OF THE CITY OF SOUTH BEND, INDIANA, BY THE BOARD OF PUBLIC WORKS AND SAFETY OF SAID CITY. The ordinance was given first reading by title and second reading in full. Councilman Pulaski made a motion that the ordinance be referred to the Committee of the 'Whole for public hearing on February 24. Councilman McCarthy seconded the motion. Motion carried. RESOLUTION RESOLUTION TRANSFERRING FUNDS FROM THE CONTINGENCY FUND IN THE CITY OF SOUTH BEND GENERAL FUND, KNOWN AS ITEM B14A, TO THE FUND KNOWN AS THE SPECIAL BARRETT LAW CLERK FUND, KNOWN AS GA3A, FOR THE PURPOSE OF HIRING ADDITIONAL CLERICAL HELP IN THE TREASURER'S OFFICE. Councilman Niezgodski made a motion that the Resolution be adopted. Councilman Brannon seconded the motion. carried. Councilman Niezgodski made a motion that the Clerk notify the Traffic Engineer to contact Mr. Shipley of Bendix Local +9 regarding the traffic situation and parking situation at Bendix factory and make a report of situation to the Council at the next meeting. This motion was seconded by Councilman Jordan. Motion carried. There being no further business, Councilman Niezgodski made a motion for adjournment, which motion was seconded by Councilman Pulaski., Motion carried and meeting adjourned at 8 :55.P.M.
