C OMMiHNICAT YON Sept. 18, 1940 To the Members of the Common Council of the City of South Bend Gentlemen: The undersigned owner of the following described real estate, to -wit: Beginning at the intersection o8 the East line of Portage Avenue, and the North line of the Michigan Central Railroad right -of -way, thence Northeast 127 feet; thence Northwest parallel with the East line of Portage Avenue to Ellwood Avenue; thence westalong the South line of Ellwood Avenue to the East line of Portage Avenue; thence Southe as.t along the East line of Portage Avenue to the place of beginning, respectfully petition your Honorable Body to change the zoning from "0" commercial district and "D" height and area to "D "light industrial and "E" height and area. City Hall South Bend, Indiana Dear Madame: Pursuant to a resolution adopted by a committee of civic leaders and representative citizens in meeting assembled on the evening of Thursday September 5, 1940 called together by the Portage Township Trustee, Alex Langel, the undersigned has been requested to file the enclosed petition with the Common Council of 'youth Bend, which petition signed by more than twenty -five residents of this city asserts fot the functioning of a housing authority in South Bend and requests the council by the adoption of an appropriate resolution to so declare and to promptly notify the mayor of such adoption. As secretary of the common council, kindly note the filing of this petition and notify that bod °:y of its pendancy by the reading of said petition at the next regular meeting of the council. WHEREAS, there now exists a shortage of safe or sanitary accommodations in the city of South Bend, Indiana availab7 to persons of low income at rentals they can afford. And WHEREAS, there is a shortage of houses suitable for human habitation in the city of South Bend, Indiana in eompari- sion with the number of families needing and demanding homes. And WHEREAS, there are no*aa;,carge number of families living in houses in the city of South Bend., Indiana that are unsanitary and are detrimental to the safety, health and morals. And WHEREAS, there are a large number of houses occupied today by more than one family which has caused overcrowded conditions and said houses are not decent, safe or sanitary dwellings. And WHEREAS, private individuals and private capital have not seen fit and are not constructing a sufficient number of houses so as to relieve this overcrowded and unsanitary condition prevailing in the City of south Bend, Indiana, Now we, the undersigned residents of the city of ''outh Bend, Indiana, hereby petition your honorable body to adopt a resolution declaring that there is a need for a housing authority in the city of South Bend, Indiana due to the fact that A. TO THE SOUTH BEND CITY COUNCIL: Realizing the necessity and importance of a Housing Program in South Bend and the need of a Local Housing Authoriti. and in order to fulfill the mandate of our recent International Convention, we are submitting herewith Resolution, relative to endorsement of Senate Bill 591, which was unanimously adopted by that body, same being self- explanator; WHEREAS: In the industrial cities of the country where autombblt workers,live there is an existing shortage of standard low rent housing; and WHEREAS: Many of our members at present living in houses which are not fit for human habitation in this twentieth century; and WHEREAS: The building of low rent homes constitutes one of the best methods of relieving.unployment both in the building industry and in supplying industries where many of our workers are employed; and WHEREAS: The effect upon the lives of the thousands of citizens already rehoused by the United States Housing .4e1thority Ux Uebiiic 7.ly good and worth the cost of maintening, low rents; therefore, be it RESOLVED: That the International Union, United Automiblie Workers of America, C.I.O., endoreses the present prograr Inaugrated by the United States Housing Authority for building low rent housing and urges all affiliated local unions to give their local public housing programs their support. And be it further 220 RESOLVED: That the I.U.U.A.W.A. does also endorse Senate Bill 591 now pending before the House of Repsesentatives which would provide further appropriations for low rent public housing; and be it We Sincerely trust that your body will endorse Senate Bill 591. Motion was seconded by Councilman Richardson. Motion carried. President McCarthy appointed Councilman Richardson ,Chairman, Councilman Jordan and Councilman Bull as members of this 'committee. SPORT OF COMMITTEE ON MINUTES To the Common Council of the City- -of South Bend: Your committee on the inspection and supervision of the minutes, would respectfully report that they have inspe the minutes of the previous meeting of the Council and found them correct. REPORT OF THE COMMITTEE OF THE WHOLE To the - Common Council of the City South Bend: 9/23/40 Your Committee of the Whole to whom was referred a proposed ordinance governing the production and distribution of goat milk in the City of South Bend, Ind. All milk referred to in this ordinance shall apply only to goat milk Respectfully report that in their opinion this ordinance shall be rejected. Leo M. Jordan, chairman. Councilman Neizgodski made a motion to accept this report. Councilman Bishop seconded. Motion carried. To the Common Council of the City of South Bend: 9/23/40 Your Committee'of the Whole to whom was referred apetition for an ordinance to prohibit parking in certain s " sections of the ,city during, working hours. To the Common Council of the City of South Bend: Your Committee of the -Vdhole to whom was referred an ordinance amending ordinance #2243 commonly known as Building Code of the City of South Bend, Ind., as amended by subsequent ordinances. Motion passed by roll call 8ayes-o nayes. NEW BUSINESS A petition.' presented by Alvin Melser of Historical Record Survey Project of W. P. A. requesting the Council to help take care of rental of floor space now being used by this same project in the Odd Fellows Building. The members of the Council felt this petition did not come under their jurisdidtion , so rejected same. There being no further busine -s Councilman Brannon made a motion for adjournment.
