M. with all members present. President McCarthy presided. SPECIAL CALL South Bend, Indiana August 27, 1940 TO THE CITY CLERK, PRESIDENT AND MEMBERS OF'THE COMMON COUNCIL, City of South Bend, Indiana. Gentlemen:- You are hereby notified that under and by virtue of the authority vested in me as Mayor of the City of South Bend, in the State of Indiana, a special meeting of the Common Council of said City is hereby called to meet at the hour of 7:30 o'clock P.M. on August 27th, 1.940, in the Council Chambers in said City, for the purpose of considering the following items: All ordinances governing budgetary items for the year 1941. Several minor accidents have occured here._as the streets are very dark, and because College street has a. dead end at Bergan. We'd greatly appreciate your consideration, and obliged. COMMUNICATION City Clerk of South Bend, Dear Sir: River Park Civic Asso. Inc. Mishawaka, Ave., -20th St., South Bend, Indiana At a meeting August 19th of the River Park Civic Association Incorporated a resolution was adopted as follows: re- solved that all vacant houses and shacks in River Park that have been condemned as being unfit for human occupancy either be remodeled and put into livable condition or be torn down, thereby adding to the general appearance of the community. A copy of this resolution be sent to the proper officials of the city of South Bend urging action be taken at the and of the condemnation period. The above resolution is aimed at certain property owners who have built or have rented buildings for living quarter and who have not kept the same in a livable and presentable condition. The Association feels that it is unfair to the property owners who keep their homes and yards in good condition to have these condemned shacks in their neigh- borhood. Almost without exception the owners of the properties involved are not residents of. River Park and there- fore care little about the beauty of our district. Councilman Brannon seconded the motion. Motion carried. COMMUNICATION So. Bend City Council So. Bend, Indiana. Gentlemen:- ST. JOSEPH COUNTY BUILDING TRADES COUNCIL 103 W. LaSalle Ave. South Bend, Ind. Aug. 23, 1940 At a regular meeting of the St. Joe Co. Bldg. Trades Council, August 23, the subject of a Housing Project for the City of So. Bend was thoroughly discussed. A Committee recently appointed to investigate the Housing problem in So. Bend, and the 'City was covered very thorou ly, report vacant houses in every district, but very few for rent, and of these a very small number that would less the problem of housing the class of families that are really in need. Aside of the fact that a Housing Project will furnish employment to a number of the Mechanics now unemployed, and the monies appropriated for these projects, will be used in other localities, if not used in the City of'So. Bend, we feel that a building program of this nature, is far more essential than many of the other projects sponsored by the Government. Again the St. Joe. Co. Bldg. Trades, pledge their support, and with the cooperation of the City Council,.am sure that enough support can be obtainedto put a project of this nature over, thereby relieving the housing difficulties, as well as raising the living conditions of a great many of the people, who, as our Committee reports have lost their self respect to a great extent, and if given a little lift, with a respectable place to call home, these same people again will become good Citizens, and have something to look forward too. Thanking you for your cooperation, and again assuring you the full support of the entire Bldg. Trades,Organization in your task of looking after the welfare of the City of So. There are only four lots that join on this alley and there are three (3) that it benefits at all, and all three that it benefits wants it closed. The curb has never been broken 3ut nor has never been graded. This alley runs between Pleasant St. and Kerslake Ct. west off of 25th St. 2 block. Tars and Trucks that drive through this alley are driving close to the house on lot ll,'and breaking my sidewalk, and also the wall in my basement. So would like something done as soon as possible. IREPORT OF THE CITY TRAFFIC ENGINEER To the Honorable Common Council, City of South Bend, Indiana Gentlemen:- August 27 -1940 Re: Petition to the Common Council requesting the enactment of an Ordinance prohibiting parking for more that two hours on each of the following streets, between the hours of 8:00 A.M. and 5:00 P.M. except Sundays: Rogers, Longley and Westmore Streets between Goodland and Bendix. Goodland, between Rogers and Westmore. I have investigated the condition in this vicinity and find conditions as stated in the petition. I doubt, however, if establishment of time limit restrictions on these streets is the proper solution to the problem. The enactment of an ordinance and the erection of signs giving notice of the regulation is only part of the procedure in successful legislation and regulation. A certain amount of enforcement of the regulations by the police department is necessary for complete success. We have on file numerous requests and petitions for similar regulations at other locations in the city. For example: Ewing Avenue opposite the Riley High School. Portage Avenue and other Streets in the vicinity of Wards Bakery. Streets in t he vicinity of the Studebaker Corporation, and many streets immediately adjacent to the central business district. If the ordinance was enacted, signs erected and it were practical for the police department to enforce the regula- tions on the streets mentioned in this petition, soon other petitions would be presented requesting similar regula- lations on many other streets in the city where conditions are practically identical. Obviously if this request is granted in this particular case, then similar requests will also have to be granted. This type of regulation merely drives the all -day parkers from one street to another, which brings about similar requests, from residents on the other streets. The only possible solution in this particular case is for the Bendix Aviation Corporation to provide adequate off - street parking facilities and encourage employees to use the parking space provided. As to automobiles on these streets blocking private drives and alleys, this practice can be successfully discouraged by proper enforcement of the existing law which prohibits same.
