Be it remembered that the Common Council of the City of South Bend met in regular session in the Council Chambers,
City Hall, Monday, January 8, 1940. Councilman Hull was absent. President McCarthy called the meeting to order
and requested Mayor Pavey to take charge of the meeting for the election of officers.
Mayor Pavey expressed his appreciation to the members of the Council for the cooperation given during the year past.
Mayor Pavey asked for nominations for the offices of President and Vice - President. Councilman Richardson made a
motion that the officers of the previous year be retained.for the year 1940. Councilman Brannon seconded the
motion. Motion carried by 8 ayes - 0 nays - 1 absent. President McCarthy presided over the balance of the meeting.
Nominations were asked for the Chairman of the Finance Committee. Councilman Bishop nominated Mayor Pavey to the
Chairmanship. Councilman Pulaski seconded the motion. Nominations closed. Mayor Pavey unanimously voted as the
Chairman of the Finance Uommittee.
REPORT OF THE COMMITTEE OF THE WHOLE
To the Common Council of the City of South Bend:
Your Committee of the Whole to whom was referred the "BICYCLE REGISTRATION ORDINANCE "'
Respectfully report that they have examined the matter and that in their opinion the Ordinance shall be referred to
the Council favorably.
Councilman Brannon made a motion that the report be accepted. Councilman Bishop seconded the motion. Motion carri

Councilman Pulaski made a motion that the reports be accepted. Councilman Brannon seconded the motion. Motion
carried.
ORDINANCE NO. 3312'
BICYCLE REGISTRATION ORDINANCE (as amended)
AN ORDINANCE LICENSING AND PROVIDING FOR AND REQUIRING REGISTRATION OF BICYCLES BY THE
OWNERS THEREOF IN THE CITY OF SOUTH BEND, AND REGULATING THE RIDING AND OPERATING OF
SUCH BICYCLES, AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF, AND PROVIDING FOR.THE
REPEAL OF CERTAIN ORDINANCES INCONSISTENT HEREWITH.
This ordinance was given third reading by title and passed by a written vote of 7 ayes - 1 nay (Councilman Pulaski)
and 1 absent.
It was suggested by the City Attorney that the Council authorize the publication of the above ordinance in a
pamphlet form. Councilman Bishop made'a motion that the City Clerk be authorized to have 10,000 pamphlets of the
Bicycle Registration Ordinance printed. Councilman Niezgodski seconded the motion. Motion carried.
Councilman Richardson asked that a hearing one given to parties interested in the labor phase of the garbage contract
After a discussion between the representatives.of the union and the holders of the contract, Councilman Brannon
made a motion that the Council shall receive a report of the meeting of the representatives of the union and the
holders of the garbage contract at the next regular meeting of the Council January 22nd. Councilman Bishop seconded
the motion. Motion carried.
There being no further business the Council meeting adjourned at 9:20 P.M.
