All members were present excerpt Councilman Hull. President McCarthy presided. The reading of the minutes was suspended. PETITION February 20, 1939 South Bend, Indiana TO THE C01,'VON COUNCIL OF THE CITY OF SOUTH BEND Dear Sirs: The undersigned is the agent for Lot #8 in Baker & ?McHenry's ad- iti_on to South Bend, which lot is now zoned A height and area district and B residential. I am also agent for all the vacant lots in this addition. I respectfully request that said Lot #48 be rezoned, and classified as Light Industrial so as to conform to the adjoining lots 49, 50 and 51, in the above described. addition. W. K. McHenry, Agent Councilman Richardson made a motion that the petition be given to the City Plan Commission for their. recommendation. Councilman Heideman seconded the motion. Motion carried. PETITION I We the under - signed petition the Board of Safety of the City of South Bend, State of Indi ana., to replace the traffic - signal at the intersection of Miami Street and Ewing Avenue. (Petition signed by 186 persons) It was agreed Q table this petition until the next Council meeting. REPORT OF THE COIMITTEE OF THE WHOLE: To the Common Council of the City of South Bend: Your Committee of the 'Thole to whom was referred an ordinance requiring the Grand Trunk Railway Company -arid the New York Central Railway Company to place, k eep and maintain a flagman at the Walnut and Ford Street crossings; and providing; for penalty, recommends that this petition be referred to the Grievance Committee. Councilman Richardson motioned that the report be accepted. Councilman Niezgodski seconded the motion. Motion carried. R E S O L U T I O N TR ^,YSFERRING THE SUM OF x'2120 FROM THE CONTING370Y FUND IN THE CITY GENERAL FUND TO CLERY HIRE AND OFFICE SUPPLIES IN THE CITY TREASU 7R' S OFFICE. WHEREAS the City of South Bend is holding cash amounting to $067,575 in its Barrett Law account, interest on whidi is costing the City of South Bend some $540 per week, and WHEREAS the Supreme Court has handed down its decision as to themethod by which this money may lawfully be paid out, and- WHEREAS to nay this money out according to the method prescribed. by.the Supreme Court and stop this terrific interest expense will require a large amount of extra clerk hire and some printed forms and stationery. NOW THEREFORE BA IT RESOLVED by the Common Council of •the City of South Bend that there be and is hereby set aside and transferred out of the Contingency fund already appropriated in the South Bend General. Fund the following amounts to the accounts as hereinafter specified: To Clerk Hire in City Treasurer's Office, to cover six clerks at $80per month for four months $1920 To OfficeSuppliec in City Treasurer's Office 200 WHEREAS an emergency exists the provisions of this Resolution shall be in full f orceand in effec immediately upon its passage by the Common Council. (Signed) Clem Niez godski Member of Common Council Councilman Richardson made a motion that the Resolution be amended to read' "Transferring the sum of 8500 from the Contingency Fund in the City General Fund. to Clerk Hire in the City Treasurers office". Councilman Niezpadski seconded the motion. Motion carried. Councilman Bishop made a motion that the Resolution be adopted as amended. Councilman. Richardvo seconded the motion. Motion carried. Councilman Nie zgodski made a motion that resolutions for consideration by the Common Counc ilmust be presented a week prei.ous to the date of the Council meeting. R E S O L U T I O N RESOLUTION FOR A $150, 000, OOO WPA APPROPRIATION BY APRIL. WHEREAS: This City Council, on Jan. 16, 1939, passed a res=olution by which we went on record ."urging our Congressmen to support a larger and adequate WPA appropriation", and WHEREAS: Since that time Congress has passed the inadequate appropriation which was x;150,000,00 less than the amount asked for by our President, and "WHEREAS: As a result of this action by Congress 1200 South Bend TPA workers will lose their job unless this needed $150,000,000 is api�-,ropriated by Congress before April in order to 113 kconzlnuea) keep INPA going, and WHEREAS; If 1200 South Bend WPA workers are laid off it will mean at least $72,000 of the presen buying power running through the trade channels of the city being withdravn and at the same time the forcing back on relief of over x!,800 dependents, which will result in a falling off of business for the businessmen accompanied by a corresponding rise in local taxes in order to pay for the $24,000 per month additional relief load which will be brought about by such-layoffs, and WHEREAS: The effects of this inadequate appropriation on the businessmen, unemployed, laboring groups and the citizens generally may be avoided by Congress voting for the needed $+150,000,000 as proposed by the President, and INHEREAS: This City Council of the City of South Bend, Indiana_, realizing their responsibility to and acting in the interests of the citizens of this city, in the light of the above mentioned facts, do hereby RESOLVE,: To go-. on record-urging our Congressmen to support President Roosevelt's request for a $150,000,000 appropriation for WPA, before April, and be it further RESOLVED: That copies of this resolution be sent to President Roosevelt, our congressmen from the State of Indiana, and Herbert Benjamin, National Secretary of the Workers Alliance, 1211 Eye St., N.W., Washington, D.C. Councilman Bishop ma.de a motion that the Resolution be adopted. Councilman Nie ?godski seconded the motion. Motion carried by following vote: McCarthy, Brannon, Jordan, Richardson, Niezgodski Bishop, Pulaski - 7 ayes. Heideman - 1 Nay. R E S 0 L U T I 0 N r'ESOLUTION ALLOCATING THE SUM OF TEN THOUSAND ( $10,000.00) FROM THE AMOUNT APrR.OPRIATED FOR 'A.'PA AND PWA IN THE 1939 BITDG:ET UNDER ACCOUNT H -27, DEPARTMENT OF PUBLIC 11ORKS TO SPECIAL 'NPA ACCOUNT. CBE IT RESOLVED by the Common Council of the City of South Bend, Indiana: That the sum of Ten Thousand. Dollars (,110,000.00) be and the same is hereby allocated from accounj H -27, Department of Public Works in the 1939 Budget to special WPA Account, and that this amount so allocated by the Common Council may be used during the year 1939, for the purchase of materials labor and other items chargeable to the various City WPA projects, subject to the approval of the Board of Works. The amount so allocated shall be deducted. from the amount of One Hundred Seventy,) Five Thousand Dollars ($175,000.00), anpropriated in the 1939 Budget under account H -27, Depart- ment of Public Works.
