HomeMy WebLinkAbout01-04-39 Council Special Meeting MinutesSPECIAL CALL JANUARY 4th, 1939 MINUTES Be it remembered that the Common Council met in Special Session in the Council Chpmbers in the City Hall, January 3rd, 1939, at the hour of 7:30 P.M. All members were present. Mayor Jesse I.,Pavey presided as Temporary Chairman -And celled the meeting to order. Mayor Pavey asked for nominations for Council officers. Councilman Willirm Pulaski nom- inated Councilman John McCarthy for the Presidency of the Common Council. Councilmen Milton Brannnn seconded the nomination. Councilman George Hull moved thet the nomina- tions be closed. The motion wa+s seconded by Councilman Leo Jordan. The nomination was accepted unanimously by Reclamation. Councilman McCarthy took the Chair as President of the Council. President McCarthy asked for nominations for a Vice - President of the Common Council. Councilmen WilliPm Richardson nominated Councilmen Hull for Vice- President. Councilman Clem Niezgodeki seconded the nomination. Councilman Pulaski mede a motion thFt the nom - inPtions be closed The motion wps seconded by Councilman Richardson. Councilmen Hull urns elected Vice - President of the Common Council. President McCarthy asked for nominations for Chairman of the Committee of the Whole. Councilman Richardson nominated Councilman Leo Jordan ns Chairman. The nomination vas seconded by Councilman Pulaski. A motion that nominations be closed was made by Council- man Hull and seconded. by Councilmen Pulaski. Councilman Jordan was acclFimed Chairman of the Committee of the Whole. President McCarthy requested Vice- President Hull to preside_at the meeting. Vice - President Hull. asked City Clerk Marie Nelson to read the Call For Special Meeting. CALL FOR SPECIAL MEETING OF THE 001,614ON COUNCIL of the City of South Bend, Indiana. To the City Clerk and Members of the Common Council of the City of South Bend Gentlemen:- You are hereby notified thpt under and by virtue of the authority vested in me as Mayor of the City of South Bend in the State of Indiana., a special meeting of the Common Council of said city is hereby called to meet Pt the hour of 7:30 P.M. on the 3rd day of January, 1939 in the Council Chnmbers in said city. The purpose of said meeting is to org^nize the Council for the year 1939 and to fix the authority of surety bonds to be required of certein officials end employees of sgid city. The City Clerk is hereby directed to hpve the Chief of Police, or some member of the Police Department, to serve a cony of this notice on each and every member of the Council of sf,id city, and make due return of such service at said. meeting. Vice-President Hull suggested the reeding of Ord.innnee No. 3272 by the City Clerk. ORDINANCE NO. 3272 CE FIXING THE SURETY BONDS TO CERTAIN-ELECTIVE AND_APPOINTIVE OFFICIALS OF THE CITY OF SOUTH BEND, INDIANA, City Clerk Merte Nelson gave the first reading of the ordinance by title, and a second rending in full. Vice - President Hull asked for a suspension of rules. A motion for suspension of rules was made by Councilman Pulaski and seconded by Councilmen Richardson. The suspension of rules wrs accepted by 2 unrnimous vote and the vote vnes given e third reeding in full. The ordinance was adopted by roll call. A motion for adjournment rps made by Councilman Pulaski. Anthony Zmudzinski, street commissioner, asked for permission to address the members of the Common Council. Permission wFs grsnted. Mr. Zmudzinski requested the cooperation of the Council members Pnd assured the members of his intention to give his recognition cnd coop- eration to the members of the Council. Councilmen Richardson stated it is the intention of Council members to cooperate with members of ell departments. 7 100 City Attorney, George Beamer, Pddressed the Council Pnd advised th -t Ordinance No. 3272 sets out Ps public record. the fixed Pmount of bond for certPin officials Pnd apnoir_tees. Such City Officials Pnd Ppr.ointees had previously been bonded Plthough there WPS no specific ordinP-nce fixing the Pmount of bond. In thefuture, such bonds Will bear the signed approval of the Me -yor of the City of South Bend. There being no further business, Council meeting was adjourned at 7 :55 P.M.
