MINUTES
Be it remembered that the Common Council met in the Special Session in the Council Chambers
in the City Hell, December 2Fth, at the hour of 7:45 P.M. All members were present except
Ccunci? man James. President Hull presided.

You are hereby notified thet under and by virtue of the authority by law vested in me as Mayor
of the City of South Bend, Of the State of Indiana, a special meeting of the Common Council of
said City is hereby celled to be held et the hour of 7 :30 o'clock P.M. or as soon thereafter
ns convenient, on Wednesdey evening, December 28tl 1938, in the Council Chambers in said City
for the purpose of considering the following to -wit: Report of committee on the following
ordinance:

TO THE EMPLOYMENT CLASSIFICATION OF SERVICE, COMPENSATION, PROVIDING FOR
A RETIREMENT- FENSION SYSTF2 FOR EMPLOYEES OF THE CITY OF SOUTH BEND,
INDIANA, AND CREATING A :PERSONNEL BOARD AND DEFINING ITS POWERS AND
DUTIES TO A CITY EMPLOYEES MERIT SYSTEM.

ORDINANCE N0. 3237
An Ordinance-reguleting end licensing the selling of food.
Councilmen Chambers moved thet said ordinance go to the incoming council. Councilmen Rasmussen
seconded the motion. Motion carried.
ORDINANCE NO. 3271
An Ordinance emending Ordinance #3112, which provided for the registration and idertificaticn
of bicycles.
Councilmen Chambers moved that said ordinance go to the incoming council. Councilman Rasmussen
seconded the motion. Motion carried.
ORDINANCE NO. 3245
An Ordinance regulating all matters concerning or pertaining to the employment, classification
of service, comper.sPtion, providing for e retirement- Pension system for employees of the
City of South Bend, Indiana, end cresting a personnel boPrd and defining its pourers and duties
to a city employees merit. system.
Councilmen Chambers moved thet said ordinance be tabled. Councilman Fish seconded the motion.
Motion carried.
ORDINANCE NO. 32+7
An Ordinance relating to,a.nd regulating the business or occupation of barbering and the conduct
of the bsrber shops in the City of South Bend, Indiana; perscribing the rules and regulations
for conduct. of. the se<me; end providing penalties for the violations hereof.
Councilmen,Goetz moved that seid ordir.•ance be ta.bTed. Councilman Kerner seconded the motion.
Motion carried.
There being no further business Ccunci .1man Kerner moved to adjourn. Councilmen Fish seconded
the moti ^n. Motion carried. Council adjourned at 7:50 P. M.
