Be it remembered that the Common Council met in the Committee of the Whole Meeting in the
Council Chambers of the City Hnll, Y_,ondey evening March 14th, et the hour of 7:45 P. M.
All mp-mbers were present. Chairman Goetz presided.
ORDINANCE N0. 23 46
An Ordin.- ce regulating the business of dealing in second hind motor vehicles and re-
quiring that second hand motor vehicle dealers be licensed as such: creating a committee
on second h^nd motor vehicle der-lers' licenses: prescribir_g the method for h?ndling such
licersinp�; requirements of applicant: Fees: Fenrlties; displry of licenses; revocation, ex-
piration and. renewrl of licenses: Books, records, reports, duty to keep; police d.ep^rtmer_t,
supervision of licenses.
Councilman Fish moved that Bigid crdirnnce be referred to the City- Attorney rs to legality.
Councilman Bierwae,en secordPd the motion. Uotion carried.
At 9 :25 a five minute recess was celled.
Committee of the Whole meeting was called to order at 9:50 P. M.
Che;irman Goetz read the following report of the City Plen Com-mission on the Housinw Authority:

City of South Bend, Ind.
Gentlemen:
By action of your committee Gt their meeting of March seventh, certain matters relative to
the creating of e Housing Authority in the City of South Bend were referred to the City Plan
Commission for their consideration.
The City Plan Commission has directed. me to reply that no provision_ is found in the law creat-
ing the housing authority by which the City Plen Ooramission is authorized to take any action
or make any recommendation whatever in that connection.
To make an investigation of housing conditions in the city that would be complete enough to
use as a basis for deciding such a m=tter vrould require the expenditure of a considerrble
sum of money for which no provision hrs been made in the budget,.'
The only data at hind which might be of service in this connection is con.trined in the report
of the Reel Property Survey. This date was gathered more than two years ago V.nd does not
give a dependpble pjcture of the conditions existing at the present time. Should this
material be of enV assistance to your committee, they City Plan Commission_ offers to rlece
it at your disposal.

Counctlm -n Chambers moved the rdoption of the following resolution:
R E,S 0 L U T I 0 N
Whereas, it is the opinion of this Council that -here is now no substantial number of inGenitery
or uninhabitrible dwellings in the City of South. Bend
Therefore, Be it resolved that it is the determinsticn of this body that there is no present
need of the crertion of a local housing authority.

A vote was taken on the Housing Com_ittees report which eras presented to the Council on March

Councilmen James moved that the group get e list of names to be-on housing authority end that
the Committee on Housilnm bring in something concrete.
Beim no further business Councilmen Bierwpgen moved. to adjourn. Councilman Pali.cki seconded_
the motion. Motion carried. Committee of the Whole adjourned at 11:53 P. M.

Councilmen James moved to adjourn until MondPy evening, March 2let. Councilman Qsh seconded
the motion. Motion carried.
