M. All members were present. President Hull presided. The reading of the minutes sere dispensed with.on motion of Councilman Chnmbers, seconded by Councilmen Biervrpgen.. Motion carried. ANNUAL REPORT: City Water Works Depertment Said report was accepted by the council and orderod rla.ced on file. ORDINANCE No. 3246 An Ordinance regulating the business of dealing in second hand motor vehicles anal re- quiring that second hFnd motor vehicle delarers be licensed as such: creAting a committee on second hard motor vehicle deblers' licenses; prescribing the method for hrnd.ling such licensing; requirements of applicant; Fees; Penalties; display of licenses; revocation, ex- pirEftibn and renewal of licenses; Books, records, reports, duty to keep: police department, supervision of licenses. The ordinance wa.s given itc first rending by title, its second reading in full and on motion of Councilmen Kerner vas referred to the Committee of the Whole on March 7th. Council- man James seconded the motion. motion carried. RESOLUTION RESOLTTION AUTHORIZING' THE ALLOCATION OF ONE TROT ?SAND DOLLARS ($1,000.00) FROM THE A?AOTTNT APPROPRIATED FOR W. P. A. PROJECTS TO PROJECT #1.150 FOR SEWERS. BE ITRESOLVED by the Common Council of the City of South Bend., Indian ^: That the proper officials of the City of South Bernd are authorized end_ directed to allocate the sum of One Thousand Dollars ($1,000.00) from the nmo_�nt appropriated for W. P. A. Projects in the 1938 Budget to the purchase of materials for Project #1150, the same being the sponsor's share of City of South Bend for Geid *project =nd being for the purpose of employing ndd.itonnl. men on W. P. A. To the cerrving out of the intent of this resolution the proper officials are authorized and directed to tPke such steps as will allocate this amount for this purpose and the same may be chargeAble to said fund in the ccrriputation of this nmount to be extended under said eppropri^tion above referred to, to -unit: The Thirty -Seven Thousand Dollars ($37,000.00). Park Bo-rd has option on two blocks across street from Rum Village Park. Option expires about March 15th. Councilmnn 'rish moved that the City Attorney drAVr up a resolution giving the Park Board power to buy, improve end equipt said blocks for a playground. Councilman James seconded the motion. Motion carried.. Hr-,; Htthter reported that them will be a hearing on Public Service retes in Ind.ienapolis on March 15th. Great importnr_ce to South Bend, and councilmen that are able to attend should do so. There being further business Councilman Hull moved to Adjourn. Councilman Fish seconded the motion.
