COMMITTEE OF THE WHOLE MEETING
MINUTES
FEBRUARY 7th, 193,5
Be it remembered that the Common Council met in the Committee of the Whole Meeting it the
Council Chambers of the City .Hall, Monday eveing Februe.ry 7th, 1938 at the hour of 7 :51 P. m.
All members were present. Chairman, Goetz presided.
ORDINANCE NO. 3243
An Ordinance defining end prohibiting dishonesty and offensive conduct in the streets
and public places in the City of South Bend end providinU; e penalty therefore and fixing a
time for same to take effect.
Councilman. Chambers moved that the word dishonesty in the heading be cha.nFed to the ,cord
disorderly, €a?so the word condition after the words "City cf South Bend, and upon," in Section
II be changred to the word conviction_. Councilman. Rasmussen seconded the motion. Motion carried
Councilman Chambers moved. that said ordinance go to the council favor;5ble. Councilmen Ras- mussen
seconded the motion. Motion carried.
ORDINANCE NO. 3242
An Ordinance fixing the sn.l,riFs of certain City Officie.is of the rAunicipCl City of South
Bend for the period of time from January 1, 1039 to December 31, 1939, both inclusive.
Council�mpn James moved that said ordinance be referred to the Fees end. SalF;.ries Committee.
Councilman Rasmussen seconded the motion. Motion curried.
RESOLUTION
BE IT RESOLVED-by the Common Council of the City of South Bend:
That offtcinl recognition be m ^de of the outsttndin.g bravery and remarkable capability shown
in line of duty by Captain Bert Olmstead, Sergeant Fdward. Detzler end Patrolman SS lvester Zell
in the performance of their duties as ►police officers of the City of South Bend on Saturday',
February 5th, €,rd that this body- express their a.rnreci.ntion of the efforts displayed by these
men in promoting the safety pnd general welfnre of South Bend's citizens, and. that a copy of
these resolution, duly authenticated under the seal of the Clerk of this body be forwarded to
the officers herein mentioned.

Councilman Hull moved that sni_d resolution be adopted. Councilman Fish seconded the motion.
Motion carried.
The St. Adalbert per.ishoners complained about sewer gas on Olive and Grace.Stre•ets, some com-
plaint as in September of last. year.
Councilman Hull moved that said complaint be referred to the Bearers and Drain Committee for
investigation and th ^t they report back to the Council. Councilman Rasmussen seconded the
motion. Motion carried.
Councilman Goetz suggests thnt the Sewers rnd Drain Committee, Assistant Street, Commissioner,
City Engineer, Representative`fnom the Gar Company and also a committee from the -parishoners
make this tnvestiFntion Tuesday afternoon, February 8th =t 2 :00 P. M.
Councilman Chambers mzvrests that the Bo,-,rd of Safety make a report as to the cost of two TP..y
rsdios in Police Cars.
There being ho further business Councilman Kerner moved to- adjourn. Councilman Resmussen
seconded the motion. Motion carried. Committee of the Whole adjourned nt 8 :45 P. M.
