COMMITTEE OF THE WHOLE MEETING
DECEMBER 6th, 1937
MENUTES
Be it remembered that the Common-Council of the City of South Bend,,Indiena, met in the
Committee of the Whole in the Council Chambers of the City Hell, Monday evening, December.6th,
1937, at the hour of 7:40 P. M. All members were present. Cheirman'Goet2 presided.
ORDINANCE NO. 323
-An Ordinance transferring the sum of Nine Hundred Fifty -Six Dollars and Twenty -Five cents
($956.25) from the Municipal Airport Fund of the City of South Bend to the General Fund of
the City of South Bend end to abolish the fund known as Municipal Airport Fund.
Councilman Chambers moved that said ordinance go to the Council favorably. Councilman
Hull seconded the motion. Motion carried.
ORDINANCE NO. 3239
An Ordinance transferring the sum of Five Hundred Ten Dollars and Seventy Cents ($510.70)
from one department under the Board of Health to another department-under the Board of.Health.
Councilman Chambers moved that said ordinance go to the Council favorably. Councilman
Hull seconded the motion. Motion carried.
ORDINANCE NO. 3240
An Ordinance transferring the sum of Seven Hundred Dollars ($700.00) from one account
under the City Engineer's office to another account under the City Engineer's Office for the
purchase of a new truck.
Councilman Chambers moved that said ordinance go to the Council favorably. Councilman
Hull. seconded the motion. Motion carried.
ORDINANCE NO. 3241
An Ordinance transferring the sum of Two Hundred Dollars ($200.00) from one account under
the City Judges to spother account under the City Judges for the payment of Special Judge's.
Co,.incilman Hull moved that said ordinance go to the Council favorably. Councilman Chambers
seconded the motion. Motion carried.

On the 10th day of November, 1937, the State Housing Board transmitted to you copies of.the
recently Enacted state end federal housing laws. While I we.s.still with the Public Works.
Administration, I recall that you evidenced considerable interest in the prospect of municipal.
ly aided housing construction. The enactment of the federal and state 'laws previously trans -
mjtted to you indicates that some hope may be held that federal assistance will now be rendered
in the furnishipg of decent'and .senitary dwellings for pe sons,of low income.
Most of the- lerrger cities of the state are now contemplating the creation of a, municipal. hous-
ing authority, as provided .in the Indiana statutes. The State Housing Board would appreciate
informetion relative to any action which the City of South Bend is taking.

Councilman Chambers asked the Clerk to advise the mayor that the housing committee has rendered
a report and are still waiting for the mayor to

WHEREAS, the Supreme Ruler of the Universe, in his all knowing wisdom has seen fit to cell Fred
Woodward, from the ranks of Citizenry of South Bend, and
WHEREAS, the Woodward family have always pleyed 'a leading part in our civic. affairs, and the
late Fred Woodward has spent practically all his life in the City, where he was known and
loved, by many friends and where he was prominent in matters pertaining to Civic Welfare.
THEFUEFORE -, be it resolved by the Co -ninon Council of the City of South Bend, Indien2, that we
deeply regret the passing of the deceased and extend to the bereaved family its expression of
sorrow. And that a- copy of this resolution be spread on the minutes of said council.

Councilmen Chambers moved 'that said resolution be adopted by a rising vote. Councilman Rasmussen
seconded the motion. Motion carried..
There being no further business Councilmen Hull moved -to adjourn. Councilman Rasmussen seconded
the motion. Motion carried. Committee of the Whole adjourned at 8 :13 P.M.
