REPORT OF THE CITY TRAFFIC EYGINrER CIT -Y OF SOUTH BEND- INDIANA POLICE DEPARTE�TT Board of Public Safety South Bend, Indi -.n � Gentlemen: Niovember 15- 1937 I have investigated the need for an automatic traffic stop and go signal at -the intersection of Portege Avenue inhere it intersects with Angella. Boulev ~rd., Blaine Avenue wnd_ Diafflond .Avenue, as requested by residents in th ^t vicinity, through e petition presei)ted to the City Council, dated October 1�, 1937. I find after investigation that in spite of the approximately 2710 increase in vehi_cula.r traffic at this intersection since the improvement of Portage Avenue, there still is not r sufficient volume of traffic to wtl rrt the instnll^tion of an automatic traffic stop and go sign ^1, Th-e Tat rl volume of, vehiculrr traffic entering the intersection from, -,11 five; approeches i�verap�ec but ?06 vehicles per hour for the sverr-ge day. However, the traffic signal is not the solution to the problem. Isolated. traffic signals in genern.l were designed to regulpte traffic nt intersections where the volume of tr ;ffic is so heavy that some sort of reguletion is absolutely necessrry for the safe mcvement of vehicles ?nd. pedestri'?ns using the intersection. That is, if vehiculhr trs.ffi for example on Port^,e Avenue wee so dense thpt motorists rrd redestri ;ns on the crops streets found it rr8cti.celly impossible to sxfeiv cross this Avenue after a rerscn =.ble wait, then of coarse some Dort of regulation would be necessary. At this loc,�tion, however, no such condi- tion exists. The instalia.tion of 2 treffic signal at this intersection mould hove no control whptever over the speed of motorists on Portage Avenue. As a matter of feet, speeds through the intersection are nery often' mere; sed After the ir.•sta.11etio-. 1 of traffic signrle. This fact hPP been -proven many_ times in recent years. For example, on Jefferson Blvd. At Ironwood Drive the o�rerhead treffic si.�•nal was removed on June llth, 1937 because of the high speeds through the inter= section on Jefferson end because of the low volume of traffic (328 rer hour) and high accidert experience. Since the remcvzl of the treffic signal there has been a reduction of-approximately in the number of vehicles traveling above the speed limit of 30 miles rer hour end no record ed accidents since the removal five months ego. The installation of a traff is signal st Portage and Angella,, in ny opinion, wcul.d increase the hazard end result in 2n increase in accidents. So, therefore, my recommendation would be to encouragenrr;ore patroling of this highway by the police ' department to keep the speed of motorists within the .limits. Through the method of selective enforcement being used by the police department, Portage Avenue without question will receive its proportionate �ha.re of the enforcement' in the city to eliminate the c-uGes of rcci- dents on this highway.
