A.R. All members were present except Councilmen James and Goetz. Pres- ident Fish presided. Councilmen Hull moved to dispense with the reading of the minutes for the least meeting. Councilmen Bierwagen seconded the motion. Motion carried. Councilman Chambers moved thet•the following amendments be, made as follows. Councilman Bier - wagen seconded the motion. Amendments are as follows: SECTION I - Line 5 - striking out Lincoln Way West and inserting (LaSalle Avenue then westerly in the intersection of Lincoln Way Vest;) SECTION 2.:- Line 4 - s'tr'iking out Lincoln Way West end inserting (LaSalle Avenue'then nest -I brly to the center intersection of Lincoln Way West;) SECTION 4 - Ltne 10 - striking out Indiana. Avenue; thence east and northeast through the center of East and West Indiana .Avenue to the center of Clyd.e Street; thence north along the center of said Clyde Street to the center of the St. Joseph River; and inserting ( Broadway; thence east along west snd'east Broadway to the center of intersection of East Broadway and Sc :ith- High Street; thence south along the center of South High Street to the center of East Broadway; thence east on East Broadway to the center line of South Miami Street; thence north nn South Miami Street to the center of East Broadway; thence east on East Broadway to the center line of South Marine Street; ektended; thence northeasterly along said center line to center of St. Joseph River;) SECTION 6 - Line 11 - strik' '-ng out Indiana: Avenue; thence ea.st along the center of East and West Indiana Avenue to the center of Clyde Street; thence north along the cent- er of Clyde Street to the center of the St. Joseph River; end inserting ( Broad way; thence east along west and East Broadway to the center of intersection of Erst Broedway Pnd South High Street; thence South along the center of South High Street to the center of East Broadway; thence east or_ East Broadway to the center line of South Miami Street; thence north on South Miami Street to the center of East Broedwayl thence east on East BroPdwey to the center line of South Marine Street; extended; thence northeasterly along es-id center line to center. of St. Joseph River;) SECTION 7 - Line 10 - after the word city, insert ( at Farnemen Street;) REPORT OF THE ELECTION COM14ITTEE ON ORDINANCE J=2 To M.77 : ?B!YRS of the CITY COUNCIL: October 11th, 1937 This Committee wishes to make the following report with reference to Ordirar_ce #3232 which Amend Ordinance #3039 establishing councilmanic districts in the City. We find that Section 9 of the Acts of 1933 was amended in the 1935 Legisldure to reed as follows "Provided, that in cities of.the secor.d.class there shall be elected. in each of the councilmante' districts herein provided one councilmen, and the whole city shall elect three councilmen at large. The num er of. councilmanic districts of the cities of the second class shall. be six. Each district s a.11 contain as nesrly es possible an equal num: Councilman Kerner moved thet the following amendments be made be follows.: I the undersigned member of the Election Committee wishea,.to make the following amendment to-Ordirence #3232, which amends Ordinance #3039, establishing Councilmenic Districts in the City. It is found that said. Ordinance #3232 Ps proposed shows that there were approximately fourteen hundred (1400) more voters in the lest election in the proposed District No. Six (6)'ever and rbove the number who -voted in the proposed District Nc. Five (5). In order to equalize said vote it is the undersigned's recommendetion that Sections Six (6) and Sever. (7) of said. propose Ordinance be amended to reQd ss follows: SECTION VI - The Fifth District shall be bounded as follows: Beginning at the inter.sect'_on of the center of the St. Joseph River end the center cf Ironwood Drive; thence south along the center of Ironwood Drive to the intersection of the southerly limits of the city; thence West along the southerly and westerly limits and. thereafter following the course of the southerly and westerly limits mainly in a southerly, westerly end northerly direction to the intersection of the said southerly limits with the center lire of South Chapin. Street projected; thence north along the -center line of Bhppin Street projected south and South Chapin Street to the center of West Sample Street: thence East along_ the center line of West Sample Street to the center line of South Lefeyette Boulevard; thence South along the center line of south Lafayette Boulevard to the center line of West Indiana Avenue; -thence East slong the center of East and West Indinn2 Avenue to the center of Clyde Street; thence North along the center of Clyde Street to the cent- er of the St. Joseph River; thence easterly to the center of the river at Ironwood Drive the place of beginning. VII - The Sixth District shell be bounded as follows: Beginning at the intersection of the westerly limits of the City of South Bend with the center of the New York Central Railroad ripht of way; thence running easterly end southerly along the center of said right of wey to the intersection of said right of way of Walnut Street at Western Avenue; thence easterly along the center of -Western Avenue to the intersection of South Lafayette Boulevard with the center of Western Avenue; the southerly along the center of said South Lafayette Boulevard to the center line of Sample Street; thence west along the center of Sample Street to the center line of Chapin Street; Thence south along the center lire of Chapin Street and Chapin Street project- ed to the southerly limits of the City; thence west following the course mainly north and vest along said southerly limits to the intersection -of the said southerly limits with the westerly limits of said City; thence north along said westerly limits to the place of beginning. Councilman. Kerner's emendment lost. Roll call on Councilman Chambers' motion on amended Ordinance: Hull, Bierwagen, Fish, Chambers and Palicki. 5 ayes. Kepner. and Rasmussen - 2 nays. ORDINANCE N0. -?3232 as aataended. An Ordinance amending Ordinance #3039 establishing councilmanic districts in the City of South Bend be dividing seid City into six such.councilmanic districts, and fixing their bound- aries, and providing for the use of voting machines in elections for nominating and electing officers of -eeid City, and repealing all ordinAnces and pa rts of ordinances in conflict there- with.,' The Ordirence was given its third reading bl. title and was placed upon its passage and gassed by the following vote: Hull, Bierwagen, Fish, Chambers and Palicki. - 5 ayes. Council- men Kerner and, Rasmussen walked out of the meeting during the third re?.d.ing after being a, stied by Councilman Chambers to stay. Ordinance adopted as amended. ORDIATANCE NO. 3233 An Ordinance ch2nging the names of certain described. streets in the City of South Bend. The Ordinance was given its first reading by title, its second reading in full. Council- man Hull moved to suspend the rules, rind that said ordinance go to third reading. Councilmen Bierwegen seconded the motion. Carried. Roll call - Hull, Bierwagen, Kerner, Fish, Chambers, Rasmussen and Palicki - 7 ayes. 0 nays. Rules euspended.and ordinance goes to third reading. The Ordinance was given its third reading by title and placed upon its passage and passed by the following vote: Hull, Bierwagen, Kerner, Fish, Chambers, Rasmussen and Palicki - 7 ayes, 0 .npys. Ordinance adopted. ORDINANCE NO. 3234 An Ordinance emending Ordinance #2331, passed by the Council_ June 25, 1923, end commonly known s the Zoning Ordinence. The Ord.inence was given its first reading by title, its second reading in full and on motion. of Councilman Hull`°wasrreferr.ed =:to the Comp +ittee of the.4hole for further consideration- and public hearing on 25th of October. Councilman Chambers seconded the motion. Motion carne COUNCILMAN HULL GAVE REPORT OF THE TRAFFIC COMVITTEE ON REROTTTING TRUCKS THRU CITY: The tref.fic committee has gone over rerouting carefully and will heve to get the coopera tion of Mishpwske. It will take some time before the route will be in affect. The Traffic Committee will cell in Mishewake nand. * "r. Keller will notify the state men when we are to meet.
