M. All members were present .a: President Fish presided. Councilman Go eta moved that the reeding of the minutes for the last meeting be dispensed with. Councilman Bier- - wa.gen seconded the motion. Motion carried. CERTIFICATION OF POSTING NOTICE TO TAXPAYERS In the Vatter Determining Additional Appropriations for extra funds for installation of traffic lights on North Michigan Street at Angella end.North Shore Drive, and for-salaries for vecatio ns of electrical employes. And to prohibit the parking of cars on the streets between 1:00 and 5:00 o'clock A.M. South Bend, Indians May 25th, 1937 I, Mary B. L. Taylor, City Clerk of the City of South Bend, Indiana, do hereby certify that a copy of the attached notice was published in the South Bend Tribune and the South Bend News - times, two daily newspapers, on the 14th end the 21st day of May, 1937, both published in the City of South Bend, Indiana, also theft I have posted notices in the following places: towit: In the Corridor of the City Hell, Sol.-Ith Bend, Indiana. REPORT.OF THE COMMITTEE OF THE WHOLE #3209 To the Common Council of the City of South Bend: Your'Committee of the Whole to whom was referred An Ordinance amending section 41 of e Ordinanc#3146 with reference to the schedule of perking on the street of the City of South Bend to prohibit the parking of cars on the streets of the City of South Bend between one (1:00) and five (5:00) A.M. Respectfully report that they heve examined the matter and that in their opinion should be re- ported favdrable as amended. Geo. W. Goetz, Cheirman The report was accepted by the Council and ordered to be placed on file. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE #3210 To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred An Ordinance appropriating the sum of seventeen hundred fifty dollars ($1750.00) from the General Fund of the City of South Bend.to the Electrical Department, one Thousand dollars ($1,000.00) of same being for .installation of new traffic lights on North Micbiger_ at Angella and North Shore Drive, and. Seven H.:,ndred Fifty Dollars ($7%0'0) beinv for salaries for vacations of electrical employees. Respectfully report that they have examined the matter and that in their opinion should be re- ported favorable. Geo. W. Goetz, Chirman The report was accepted by the Council and ordered to be placed on file. Motion carried. Councilmen Chambers moved that the comm unicetions be tabled till the next regular council meeting. Councilman Rasmussen seconded the motion. Motion carried. The ordinance was given its third reading by title end was placed upoh its passage and passed by the following vote: Hull; Goetz, James, Kerner, Fish, Chambers, Rasmussen, and Palicki, 9 ayes. Bierwagen, 1 nay. Ordinance adopted. ORDINANCE #3211 An Ordinance appropriating* the sum of Three Hundred Sixty Dollars (#360.00) to Account I-7, the same being the account for tires and tubes for the Street Department, for the Purchase of four (4) new tires for the flusher of the Street Department. An Ordinance was given its first reeding by title, its second reading in full and on motion of Councilmen Goetz was referred to the Committee of the Whole and also that a public hearing be held June 14th, 1937. Councilman Chambers seconded the motion. Motion carried. ORDINANCE #3212 An Ordinence appropriating the. sum of Two Hundred Dollars ($200.00) for the Special Judge Account under the office of City Judge. An Ordinance was given its first reading by title, its second reeding in full and. on motion of Councilman Goetz was referred to the Committee of the Whole and elso that a public hearing be held June 14th, 1937. Councilman Bierwcgen-_seconded the motion. Motion carried. ORDINANCE NO. 3213 An Ordinance approving the action of the Board of Public Works and Safety under date of May 17 in purchasing said described Real Estate for the purpose of obtaining gravel for the City Sponsor's share of works project 165 -52 -1130 and further authorizing controller to draw creeks out of the fund established for the City Sponsor's share for the purpose, of paying for said Real Estate. An Ordinance wee given its first reading by title, its second reading in full. , Councilman Goetz moved to suspend the rules, end that said Ordinance to to third reading. Councilman Bierwagen seconded the motion. Motion carried. The rules suspended and ordinance goes to third breading. The Ordinance was given its third reading by title and placed upon its passage and passed by the following vote: Hull, Goetz, Bierwagen, James, Lerner, Fish, Chambers, Rasmussen and Palicki. Ayes 9. Nays 0. Ordinance adopted. ORDI'•'ANCE NO. 3214 Ordinance to repeal Ordinance No. 1203, adopted August 13, 19031 and to provide for warn- ing signs at the crossing of Washington Street over the track of the New York Centre.l Railroad Company in the City of South Bend, Indiana. The Ordinance was given its first reading by title, its seconde reading in full and on motion of Councilmen Chambers was referred to the Traffic Committee and that they report beck to'the Council on June 14th, 1937. Councilmen Rasmussen seconded the motion. Motion carried. RESOLUTION Pertaining to the rerouting of the new Bus Service on the Portege Avenue line as well as the Notre Dame and Madison Street Car Lines. WHEREAS the City has requested that the Northern Indiana Railway Company eliminate it's present Street 6a.r Service, and that a modern Bus Service be provided in it's steed, and IHEREAS, with the elimination of the Street Cars, the present tracks will be removed from the streets nova having the Street Car right of way, i.e., on Portage ,Avenue, Nave.rre Street, and, North Michigan Street from Navarre to LaSalle, end. WHEREAS; the tracks on North Michigan Street between LaSalle and Washington are now being used by the Portage, Madison, and Notre name lines, but with the elimination of the old St. Marys end the-- Portege Avenue lines, the north bound Madison street end Notre Dame Street Cars will be the only Street Care that will use these tracks, and WHEREAS, the Street Car right of way on North Michigan Street between LaSal7;e' and Washington Is-in a very bad condition and also has an obsolete switch which was used for the St. Marys _ line thereby creating a traffic hazard that shoo ld be removed by the rerouting of the north- bound Madison Street and Notre Dame Street Cars, in which case North Michigan Street could then be reconditioned ell the way to Washington Street instead of just to LaSalle Avenue. tHEREFORE BE IT RESOLVED, that the Ncrthern Indiana Railway Company be requested to reroute it,a northbound Madison Street and Notre Dame Street Cars over the tracks serving the Mishawaka lines, and that the tracks be removed from North Michigan Street between Navarre Street and Washington Street, thereby greatly improving the appearance of our main business street as well as greatly lessening the traffic hazard to both our vehicle drivers and pedestricans. Guy A. Fish Councilmen Goetz moved said resolution go to the Board of Public Works and City Attorney for consideration. -Councilman Bierwegen seconded the motion. Motion carried. RESOLUTION A RESOLUTION APPROVING THE ACTION OF THE BOARD OF PUBLIC WORKS AND SAFETY IN PURCHASING ONE BUFFALO- SPRINGFIELD MODEL "VT -21" TANDEM ROAD ROLLER POWERED WITH A MODEL "DJXC ".SIX CYLINDER HERCULES DIESEL ENGINE; TWO SPEEDS FORWARD AND TWO REVERSE; SPRING ACTUAT'E19 SCRAPERS ON BOTH ROLLERS; COMPLETE, WITH GRAVITY TYPE SPRINKLER SYSTEM AND COCOA MATS ON EACH ROLLER, PRICE B.O.B. SOUTH BEND, INDIANA $4350.00, ELECTRIC STARTING AND LIGHTING EQUIPMENT WILL BE FURNISHED ON ANY OF THE ABOVE ROAD ROLLERS AT AN ADDITIONAL PRICE OF $125. wiTH EQUIPMENT FOR AN AGREED PRIME OF $4475.00. BE IT RESOLVED, by the Common Council of the City of So-)th Bend, Indiana.: That the action of the Board of Public Works and Safety under date of May 21, 1937, in purches- ing One Buffalo - Springfield Model "VT -21" Tandem Road-Roller-powerea with a Model "DJXC" six cylinder Hercules Diesel engine; two speeds forward and two reverse; spring actuated scrapers on both rollers; complete with gravity type sprinkler system and cocoa mats on each roller, Price f.o.b. South Bend, Indiana, $4350.00, Ilectic starting and lighting equipment will be furnished on any of the above road rollers at an additional price of 125.00 with equipemant for an agreed price-of $4475.00 be in ell things ratified and confirmed by this body. AND-IT FURTHER is the sense of this-body that this amount is not an additional appropriation but is an amount ppyeble to Account I -12 previously appropriated by this body for the .purpose of paying the Sponsor's Share of Works Project L65- 52— ;130, and the Controller of the City of South Bend is authorized and directed by the terms of -this resolution to pay for the said roller and equipment out of the funds eppropriated by this body for the purpose of paying the Sponsor's Share of said project. Motion carried. Councilman Hull moved that a copy of the Portage bus line resolution be sent to each Councilmen. Counci.Imar. Chambers seconded the motion. Motion carried.
