M. All members were present. President Fish presided. Councilmen Hull moved that the reading of the minutes for the last meeting be dispensed with. Co-inciiman Goetz seconded the motion. Motion carried. COMAxl?NICATIONS: C I T Y O F C L E V E L A N D OFFICE OF THE COUNCIL 216 City Hall May 5, 1937 The Honorable City Council City Hall Gentlemen: On Mary 3, 1937, *e addressed a letter to the City Councils of several hundred cities of the United States advising them that we had adopted a resolution memorializing Congress to enact the "United. States Housing Act of 193711 being S 1685 and HB 5033. We requested that your honorable body do likewise end ask your Senators and Representatives to support this worth - while measure. The response has been most gratifying. Many cities endorsed the measure and in strong language urg.ed%the President, their Senators and Dongressmen to support the bill. To date I have not been informed whether or not your body has endorsed the bill. I would appreciate it, there- fore, if:you would advise me of the action taken by your city council. If you have not yet signigied your support of this measure, we would be grateful to yo if you would do so now. This legislation is absolutely essential if me ere to improve the housing conditions of the low— income group of the population of our American cities end if we a rec=to eliminate the expensive and socially undesirable slum areas which blight so many of our cit ies. To the Common Council City of South Bend Gentlemen: B U I L D I N G D E P A R T M E N T CITY OF SOUTH BEND, INDIANA APRIL 29, 1937 This department -hps made observations of the smoke emmission at the National Dairy Co. plant .and_tat the South Behd Toy Co. according to the petition of the residents in those viciniti� These observations disclose that the dairy company produces very little smoke during the greater portion of the day. Their emission of dense smoke is only for very short end infrequent intervals -a.nd well nrithin the ordinance limits. Their boilers are provided with mechanical unde feed stokers ?nd I can see no readon for complaint from their stack. The officials of the South Bend Toy Co. realize that they are offenders in the matter of smoke and have been ezperimenting with installations of "smoke consumers" for a year or more. Due to the fact that they must consume the refuse from their wood- working me- chinery;, their smoke problem is more difficult to handle. At the present time the Toy Company is about to discard the smoke consumers which have proven unsuccessful end install underfeed stokers, which in all probability will bring_ about a satisfactory correction. REMONSTRANCE: South Bend, India.ne, M&fy lst, 1937 We, the undersigned property owners of the frontage in the district; bounded on the South by Lincoln Way West, in the West by Diamond Avenue and on the North by VenBuren St., and on the East by Blaine Aire. All in the City of South Bend, Indiana, hereby object to and remonstrate against the changing of said district from "B" Residence, to Commercial District or any other. district except "B" Residentiel district, for the purpose of locating filling stations at the North West Corner of Lincoln Way West and Cleveland Ave., in the above described district. (35 signers) Councilman Hull moved that said remonstrance be referred to the Zoning Board. Councilman Goetz seconded the motion. Motion carried. ORDINANCE NO. A20 An Ordinance amending Section 41 of Ordinance #3146 with reference to the schedule of, parking on the streets of the-City of South Bend to prohibit the parking of cars on the streets of the City of South Bend between one (1:00) and five(5:00) A. M. The Ordinance was given its first reading by title, its second reading in full and on motion of Councilman James was referred to the Committee of the Whole end 61so that a public heating be held May 24th, 1937, and that the Street Commissioner and the head of the Safety Council be present. Councilmen Goetz seconded the motion. Motion carried. ORDINANCE NO.- 3210 An Ordinance appropriating the sum of seve, teen hundred fifty dollers ($1750.00) from the Generel Fund of the City of_South Bend to the'Electrical Department, one thousand dollars ($1,000.00) of same being for insta1lat9on of new traffic lights on North Mtchigan At Angella and North Shore Drive, and seven hundred fifty dollars ($750.00) being for salaries for vaca- tions of electrical employees. The Ordinance *ns given its first reading by title, its second reading-in full and on motion of Councilmen Chambers was referred to the Committee of the Whole and also that a public hearing by held. May 24th, 1937. Councilman Kerner seconded the-motion. Motion carried. Councilman James moved that the City Attorney-draw up an ordinance transferring the balance in the Aviation Fund to the General Fund. Councilman Bierwagen seconded the motion. Motion carried. Councilman Kerner moved that the communication received from Ernest J. Bohn, Chairman of the Housing Committee be referred_ to the Mayor. Councilman Goetz moved that said communication be investigated by the Mayor and the Board of P,ubl is Works and that they report back to the Council. Councilman James seconded the motion. Motion carried. There being no further business, Councilman Rasmussen moved to adjourn. Councilmen James seconded the motion. Motion carried. Council adjourned at 8 :20 P. M.
