HomeMy WebLinkAbout02-08-37 Council Meeting MinutesMINUTES Be it remembered that the Common Council of the City of South Bend, Indiana met in'- the Regular Session in the Council Chambers of the City Hall, Monday evening, February 8th, 1937 at the hour of 9:10 P.M. All members were present. President Fish presided. Councilmen Goetz moved that thezeading of the minutes for the last meeting be dispensed with. Councilmen Rasmusse seconded the motion. Motion carried. REFORT OF THE .00MMITTEE OF THE WHOLE To the Common Council of the City of South Bend: #3200 Your Committee of the Whole to whom was referred en Ordinance providing for the adm- inistration and enforecement of the regulations governing traffic upon the Public Streets of the City of South Bend establishing a C4ty Traffic Engineer and setting forth his duties, also est- ablishing a treffic division end bureau and setting forth the membership And duties of -such bureau, and repealing such perts of ordinances that may be in conflict herewith only insofar P's the conflict and supplementing the traffic ordinances, but in no way repealing the intent.or pur- poses of said. ordinances. Respectfully report that they have examined the matter and that in their opinion should be re- ported favorable, as ?mended. Geo. W. Goetz, Chairman. ORDIY41�TOE NO. 3198 An Ordinance emendinp7 ordinance no. 2331 commonly known es the.Zoning Ordinance-in so far as it applies to the use of certain property in the City of South Bend. The ordinance was given its third reading by title and was lost by the following vote: Hull, Goetz, Bierwagen, James, Kerner, Fish, Chembers, Rasmussen and Pplicki. 0 eyes. 9 nays. Ordinance not recommended. ORDINANCE NO. 3201 An Ordinance appropriating the sum South Bend to certain accounts under the Milk Inspector, providing P car for him 1937• An Ordinance was given its first reddig by title, its second reading in full and. on motion of Councilman Hull was referred to the Committee of the Whole end also that a public hearing be held February 22nd, 1937. Councilman Chambers seconded the motion. Motion carried. of $2,325.00 from the General Fund of the City of Board of Health for the employment of an additional and pay for the gasoline for the balance of the yepr RESOLUTION BE IT RESOLVED by the Common Council of the City of South Bend to regular meeting assembled that immediate consideration and action be given to ways and means of improving the transporta- tion service now being furnished the city of South Bend. WHEREAS, the Meyor and the members of the Boerd of 'forks have already designated certain streets to b e.r econditioned under a project which is now being approved by the Federal Govern- ment, and . WHEREAS, this project does not include all of the streets that have Street Car Track Right of Ways, it is the opinion of this Council that all streets having such Street Car Track Right of Weys be included in this project, and that ell Street Car Tracks on these streets be either removed, or allowed to remain and the Right of Ways be resurfaced to conform to the level of the streets, and that the Ncr thern Indiana Railway Compeny be asked to immediately apply for permission from the Public Service Commission. to discontinue the operation of their present Street Car System and operate in its plsce an all modern system of Bus Transportation. WHEREAS the Northern Indiana Railway Company is now serving only part of the City with Bus Transportation, with this change the City would be given a 100% Bus Service which is much needed at this time. FURTHER; many of the sections of this City that are not now being given proper transporta- tion service, will be benefited, end, also, those districts that in the future increase in populption could'-be easily served as the Bus,Service could be quickly extended to those district and FURTHER, with the elimination of the Street Car Tracks many traffic hazards would be immed- iately minimized, ie., mith Street Car Tracks in the middle of our streets all Street Cars are required to stop,Pt cross streets to load end unload passengers and these passengers must walk to and from the center of the street and the curb, thus exposing themselves to the danger of be- ing struck by other moving vehicles, and FURTHER, as Street Cars are waiting at cross streets to load end unload passengers, all other moving traffic is required to come to a ,stop and wait until the Street Car has started to move again, and, also, as Street Care make all turns on the Go (Green) Light ceusing all other moving traffic to halt, we have serious congestion on the busiest streets and corners I'M our downtown district. WHEREAS, with the elimination of Street'Cars by substituting a Bus Service these hazards would be eliminated, as the Buses would follow the lane of other traffic and when necessary to load and unload passengers would draw up to loading zones located on the curbs at each cross street to serve both for Bus and Taxi services, thus making it convenient for the psople of this City to use either Bus or Taxi service without exposing themselves to the hazerds of other mov- ing traffic. FURTHER another dangerous hezerd would -be eliminated by this proposed change, ie, the hazprd of sk'dding eutomobile�s and trucks caused by slippery rails and the wheels of autos and trucks dropring on the street car rails that Pre imbedded in raided pavements on either side of the rails thereby oftimes throwing an auto or truck out of the control of the driver end ceus- ing propertycbmage ps well as injury and possible death to persons. FURTHERS removal of the Street car System would also mean that in addition Pll the over- head trolley wires end poles end other appurtenances, which are at best unsightly and hpzardous to P certain extent, would also be removed. WHEREAS, this proposed plan of rehabilitation of our Street Car System in South Bend will necessarily effect the City of MishawakV, it therefore shall be FURTHER RESOLVED, that a joint Citizens Rehabilitation Committee consisting of s.t lenst twelve members be appointed as Follows; three members to be appointed by the Mayor of the City of South Bend, three rembers to be appointed by the Mayor of the City of Mishawakp, three member+ to be appointed by the Directors of the South Bend Association of Commerce, and three members to be appointed by the Chamber of Commerce of the City of Mishawaka.. Said Committee to be call e� together as soon as possible by the Mayor of the City of South Bend for its first organization meeting a.nd to consider ways and means of meeting the situation as proposed in the foregoing resolution_, and to formulate plans to cooperate with officials of the Northern Indiana Railway Company and the Public Service Commission and other State and Federal Officials, thereby finding ways and meens of financing and further carrying out this plan of rehabilitating our transporta- tion system, the reconditioning of the City's streets, and aiding in the solution of our ever increrb ng traffic proble$.
