Be it remembered that the Common Council of the City of South Bend, Indiana, met in the
Regular Session in the Council Chembers of the City Hall, Monday evening, January 25th, 1937,
at the hour of 7:4o P. I.T. All members were present President Fish presided.

In view of -the nature of the work being done by the Milk Inspector it is recd; mended that the
City owned car used by him in his official capacity should not be marked nor peinted in any
way that-would disclose its identity. It is believed that any such marking or painting would
seriously hamper him in the performance of his duties.

TO THE HONORABLE COMMON COUNCIL
CITY OF SOUTH BEND INDIANA
HONORABLE SIRS:
Enclosed with this letter is the annual report of Street and 86wer Department activities
for the year 1936, which is a summery of the monthly reports you have received.
During the last twelve months it has been the aim and purpose of these departments to give
to the public of South Bend the most efficient service possible
The Winter of 1936 was unuselly severe and beside coating the Street Department a large
sum of money for snow removal, it ,was necessary for the department to spend a large amount for
the repair of pavements which were town open due to frozen water mains. The Water Department
installed new shut- off�va.lves throup -ITout the down town section on M chigan Street and new
mains on Wayne Street from Lafayette Blvd, to Lincolnway East, whicA cost a large part of our
appropriation to resurface.
Also during the year the Street Department continued the sponsorship of the-W. P. A. pro-
jects which included the grading and graveling of 30.15 :Hiles of streets and 11.4 miles of
alleys, construction of a new office building for Street Department use, cleaning of the river
banks and the construction of s river wall in Le$alle Park which was extended to join the wall
in Howard Park, and the repair and construction of sidewalks and curbs throughout the city where
such service was desired by the property owners. During the last two months of the years new
W. P. A. project was started which at the present time has completed the turning and relaying
of bricks on south Main Street which wi31 be continued to completion on said street end extended
to other thoroughfares.
My departments have cooperated with the W. P. A. to the extent of furnishing materiels,
tools, and labor to assist in the work on these projects and also, it has been necessary for
us to maintain the completed streets and alleys and endeavor to keep them in as good condition
as they were when the W. P. A. finished working on them.
It is our aim and desire that during the coming year we will again be able to serve the

The Ordinance wpb given its first reeding by title, its second reading in full and on
motion of Councilman Goetz was referred to the Zoning Commission. Councilman Chambers seconded
the motion. Motion •carried.
ORDIXANCE NO. 3200 __
An Ordinance providing for the administration and enforcement of the regulations governing
traffic upon the public streets of the City of South Bend establishing a city traffic engineer
and setting forth his duties, also establishing a traffic division and bureau and wetting forth
the membership and duties of such bureau, and repealing such parts of Ordinances that may be
in conflict herewith only insofar as the conflict and supplementing the traffic ordfnences, but
in no way repealing the intent or purposes of said ordinances.
The ordinance was given its first reading by title, Councilman Hull moved that since each
councilman has a copy to dispense with the second reading and refer said to.the Committee of
the Whole for consideration. That it be a public hearing, asking the traffic engineer, Police
Chief, Deputy City Clerk, Judge and Controller to present. Councilman Goetz seconded the motiox
Motion carried.
Councilman James reported that the Civil Service Committee which consists of three members of
the Council, end three outsiders all appointed by the Mayor, had several meetings.
Resolution and Preamble presented by the Civil Service Committee was read by Councilman James.
RESOLUTION
'WHEREAS, The adoption of civil service has been widely recommended.and urged for.stet(
and municipal employees throughtout the-United States, and
WHEREAS, A committee has been heretofore appointed by the Common Council of the City
of South Bend and by the Honorable Mayor of said -city for the purpose of studying suggested
civil service end personnel merit systems as applied to municipal employees, and
WHEREAS, Said committee has recommended that this Common Council memorialize the Gen-
eral Assembly of the State of Indiana, now convened in its eightieth regular session, to adopt

SECTION I - Now, therefore, be it resolved by the Common Council of the City of South
Bend, State of Indiana, that the General Assembly of the State of•Indiena, in its eightetth
regular session, be, and it is hereby, mem- rielized to adopt a. concurrent resolution for the
appointment of 2 commission to study civil servicd and personnel merit systems as affecting
state and municipal employees, and providing further for the rLport of such committee, with
recommendations of proposed legislation, to the Governor of the State of Indiana, not later then
October 30, 1939.
SECTION 2 The clerk of the Common Council is.hereby instructed to send a coty of thi
resolution to the Governor of the State of Indiana, to the Lieutenant- Governor and to the Spe+a.ke
of the House of Representatives of the General .Assembly and to each representative And senator
retrresentina St. Jose -ih County of Said General Assembly.

A CONCURRENT RESOLUTION RELATIVE TO
A STUDY OF CIVIL SERVICE FOR MUNICI -:
PAL EMPLOYEES OF THE STAVE OF INDIANA
PREAMBLE
WHEREAS 'Civil service and personnel merit systems have been proposed for various
classes of state and municipal employees in the State of Indiana,.and
WHEREAS, The study of.such systems is of great import to all of the citizens of the
State of Indiana and of such magnitude and importance that it cannot be made properly by un-
official or self- appointed committees, and
WHEREAS, That personnel system which will bring to the state and municipal government
of the State of Indiana the greatest amount of efficiency and ability is most desirable;
SECTION I BE IT RESOLVED By the General Assembly of the State of Indiana that a
commission of not less than five nor more then nine persons, to be known and designated as the
Indiana Civil Service Study Commission, to be selected and nppointed'b� the Governor of the
State of Indiana, one of which persons shall be designated as chairmen by the Governor, is here-
by created for the purpose of making a study of civil service and other personnel merit systems
for state and municipal employees in the State of.Indiana, including such matters hs said com-
mission may deem proper end more particularly but not in limitation of the foregoing the powers
end duties hereinafter enumerated:
1. To study all civil service and personnel merit systems for state and municipal
employees now in force and effect in other states or proposed for adoption by the legislative
bodies of other states or recommended by commissions, societies or org�aniza:tions which have mad E
a. < study. of sai.4 subiect,, with e view to determining whether such systems are prectical and
worthy.of enactment into 1nw in this state and determining further what state end municipal
employees, if any, should be included under said systems if the same are to be authorized by
statute to be eneoted in this state and recommending the enactment of such new laws as said
commission msy determine advisable qnd the repeal of such laws now in force and effect as may
become unnecessary and obsolete in view of the passage of laws so proposed by said commission.
2.I To prepare and submit to the next general assembly a statement showing in detail
the results of ` such study end survey, together with the forms of such bills and•acts as the com-
mission may find to be proper or advisable upon such subject, with its recommendations for the
enactment of said bills, tnd a list of such statutes now in force and effect in the State of
Indiana as may be rendered unnecessary and obsolete, if said proposed bills are enacted, with
recommendations for the repeal of such laws.
SECTION 2. No member-of such commission shall receive any compensation for his
services. Each member shall be reimbursed for his actual and necessrr y expenses incurred in
the performance of his duties as a member of such commission. The commission may employ such
assistants as it may deem necessary.
SECTION 3. Upon comrection of such study end survey such commission shall make and
.file with the Governor a report of its findings and recommendations as aforesaid, which report
shall be published for general distribution througha)t the state not later than October 30., 1938,
Such report shall be transmitted by the Governor, together with such recommendations as he may
see fit to make, to the regular session of the general assembly of the Stete of Indiana of 1939•
SECTION 4. The expenses incurred by the commission shall be paid out of the
fund end the expense incurred by it in the printing end distribution of
its report shall be paid out of funds eveileble for state printing.
Councilmen James moved that in the heading of the Preamble this correction be made "for str'te
and municipal employees." Councilmen Goetz seconded the motion. Motion carried.
There -!.being no further business, Councilman Chambers moved to adjourn. Councilman Bierwagen
seconded the motion. Motion carried. Council adjourned at 8:00 P. M.
