Councilmen Chambers seconded the motion. Motion carried. COMMUNICATIIONS: CITY PLAN COMMISSION South Bend, Indiana To the Common Council City of South Bend, Ind. Gentlemen: 10 -5 -36 Petition for change of zoning classification of lots 27, 2L5, 29 and 30 Leepers 2nd. add. was considered at the meeting of the City Plan Commission Oct. 1, 1936 and this change is not recommended. STATE OF INDIANA OFFICE OF THE STATE BOARD OF TAX COMMISSIONERS In the matter of additional appropriations for the city of South Bend, St. Joseph County, Indiana. No. 1066. October 10, 1936. A petition having been filed by the proper legal officials of the City of South Bend, St. Joseph County, Indiana., in the matter of additional appropriations in the sum of $36,493.00; and; This matter having been set for hearing on October 7th, a,t 10:30 A. M., report having been made and this board having fully considered all the facts does now afirm said additional appropria- tions in an amount not to exceed $25,000.00, as follows: ' The sum of $25,000.00 from the General Fund of the Park Fund, as provided in Ordinance No. 3155 is effirmed*on condition that the natatorium shall be made available at specified times each week for the exclusive use of the colored inhabitants of South Bend, the proper City officials and members of the Park Board to agree to such provisions before any money is expended under th3it appropriation. The sum of $11,493.00, as provided in Ordinance No. 3156, is hereby denied. Hull, Aldermen let, Ward, City Hall, City Dear Sir: Sept. 18, 1936 I wish to call your attention to the condition of the alley a.t the rear of my home. This alley has been filled in so that for the - past - two -years the -weter and cinders run directly into my yard ruining our gress end flowers beds as fast as we plant them. Our lawn is fast fil ing.up with cinder.s. Something must be done about this alley at once as it is badly damaging my property. Yours truly, I. R. Dear Sir: The Executive Committee of -the- United States Conference of Mayors has directed me to extend to the members of the City Council, through yao, a cordial invitation to attend the annual (Conference of the United States Conference of Mayors. The 1936 Conference will be held in Wash- ington on November 16 -18. At this time when so many common problems face the larger cities, it is urgent that effective interchange of information end experience covering municipal affairs take.pla:ce. The annual Conference serves as a medium for such interchange between the important cities of the country. Among the problems to be considered in November are those of Relief, Lew Enforcement and.Finance. Outstanding Federal officials are on the program and there will be ample time for discussion. No city can afford not--to be- represented -if it is to keep abreast of developments, especia.i. "y on the various Federal programs effecting the cities. September 24th, 1936 To: City Council of South Bend: Gentlemen: We, the undersigned owners of the real estate set-opposite our respective names, do hereby res- pectfully petition that you change the following described real estate, to -wits: Lots Numbered "N" and the Northwest one hundred forty (14011 feet of Lot "0" in Wenger end' A, Kreighbaun's Vistula Avenue Addition to the city of South Bend from C High Area Commercial District to an A•Residential High Area .District*. Reasons for same: 1. Our grope ty value• is, now decreased below the Residential District. ` 2. We have more Commercial District in our neighborhood now than is necessary. 3. We are not interested in any further change in property in this Addition, in the future, for any reason. Six signers. Councilman Goetz moved that said petition be referred to the Zoning Commission. South Bend, Indiana October 6, 1936 TO `THE HONORABLE VFXBERS OF THE SOUTH BEND CITY COUNCIL GENTLEMEN: - We, the•undersigned, the owners in fee simple of Lot 0 and,a•pe rt of Lot P. in Wenger and Kreighbaum's Vistula Avenue Addition to the City of South Bend, are desirous of having part of Lot P, as hereinafter more particularly described; zoned for Commercial purposes. It is now a.ened as Residential B. On said Lot 0, there is -a filling station of brick construction which is attractive and adds to the convenience and appearance of the surrounding territory. We are desirous of moving the said brick building now located on Lot 0 to a point epproximetely on the boundary line of Lots 0 end P -so that the said building can be rehabilitat- ed, enlarged and modernized as a complete up-to-date super - filling station. Part of . Lot P, as hereinbefore mentioned, is bounded generally as follows: Beginning as a point which -we will describe as the South East corner of Lot D;' thence.South_59 feet.3 inch es alongside and parallel with the hest boundary line of Miami Street-,,'thence in a South Westerly direction 160 feet; to a -point 26 feet South of the South line of Lot 0; thence West 26 feet; thence East to the place of beginning. ORDI ATANCE NO.-__3190 An,Ordi ~lance amending Ordinance #1SO8 adopted November-8, 1915, with reference to a plumb- ing Code for the Oity of South Bend providing for all matters concerning Plumbing, building drainage and building ventilating ° and weter" supply° and gas piping insofar as they effect the plumbing and building drainage and senitation in all buildings erected or to be erected in the City of South Bend, Indiana, and establishing--s examining - Board, a chief plumbing inspector and deputies,. and placing-all under the jurisdiction of the Board of Public Health of the City of South Bend, Indiana, The ordinance was given its first reading by title# Councilman Chambers moved that the second reading be dispensed with since wach councilman has a copy. Councilman James seconded the motion. Motion carried. Councilman Goetz moved that said ordira "nce go to the Committee on Ordinances, and that they report back to the council. Conncilma.n Rasmussen seconded the motion. Motion carried. Councilman James moved that the Plumbers organization furnish each councilmen with a, copy of the ordinanee -now in effedt or the list of changes made in this amended ordinance, Councilman Goetz seconded the motion. Motion carried. Appropriation of $1750 for triffic signals Councilman Goetz moved as a suggestion that the City Controller and someone from the Safety Council meet for further consideration. Controller explain to the Safety tonsil the financial condition of city etc. Councilman Bierwagen second- ed the motion. Motion carried. Merit system —'report by Councilmen James, letter have been written but have not received suf- ficient, informetion. Councilman Goetz reported that officers were elected as follows: Council- man James as chairman and Mr. Anderson , secretary. There being no further business, Councilman James moved to adjourn.
