EEIND ) COMMON COUNCIL To the Members of the Common Council of the City of South Bend, Indie_ns : You are hereby notified that under end by virtue of the authority by law vested in me as Mayor of the City of South Bend, of the State of Indiana., a special meeting of the Common Counci' of said City is hereby celled to be held at the hour of 7:30 m'clock P. M., or as soon thereafte as convenient,•on-Mond2y evening October 5th, 1936, in the Council Chambers in said City, for th nurpose of considering a petition for a change of zoning of that part of a city block lying nort: 6f the New Y ®rk Centrsl right of way, south of Lincoln Way East, East of Miami Street and west o Marine Street, or any part thereof; a letter from the South-Bend Civic Safety Council recommend- ing the immediate installation of signal lights at Blaine Ave. and Johnson Street, and the ehang ing of overhead lights at Cushing, Wilber end Olive Streets to Standard curb- -type signals; end the fol7.owing ordinances, to -wtt : "An Ordinance appropriating certain sums.'from the General Fund of Operating Balance in the Department-of Public Parks in the City of South Bend, Indiana., to certain sub - divisions in said department and transferring certain sums from subdivisions in said department to other subdivisions in the same department, all as hereinafter set out." "An Ord nance appropriating the sum of three hundred eleven ddllars from the General Fund of the City of South Bend to account H -14 -A, the same being the account for renai of buildings, structures under the Board of Public Works." COKt.1TUNICATION: To Members of the Common Council City of South Bend Gentlemen: On September 16, 1936, the South Bend Civic Safety Council received a communication Vrom the department of public safety, stating that it would be impossible to make certain recommended changed in traffic signals at this time due to lack of appropriations for that purpose. The changes recommended were the replacement of 10 overhead traffic lights with standard curb -type signals. Also the installation of two additional signals on Lincolna Way West. The -Board of�??ub7.ic Wafety expressed hearty sympat:"?y Fri th these proposals which called for experdi- ture of �+P$10. The South Bend Civic Safety Council therefore wished et this time to petition your honorabla body to Wake such appropriations as ma.y be necessary to carry out thi's program, or at least a paz of it. In general the purpose is to provide uniformity of traffic signals to eleminate confusi_er. especially emong tourists motoring through' our�city. In the event that lack of funds prohibits appropriations for the full. amount of this pro- ject, we urgently request that you give consideration to that part of it rel 'Sting to Lincoln Way 'Nest between Willimn and Olive Streets. This is an important traffic artery, the route of U -.S. highway No. 20, and one of the most hazardous areas in South Bend. We recommend the immediate installsticn of signal lights at Blaine, avenue and Johnson Street, and the changing of overhead liehts at Cushing, Wilber end Olive Streets to standprd curb -type signals. The estimated cost is $1,750. This would give six signals in the mile and one half, each anproximptely five'blocks apart, thus permitting syncbronizaticn of the liwrts. It would mepn A positive speed control over the Area. A study of the accidents which are occ- urring on Lincoln Wey West with awful frequency shows that such control will beyond doubt reduce the n.ui►ber of accidents Appreciably. We respectfully submit that the loss being suffered by the community in traffic accidents on Lincoln Way West justifies every effort to reduce their number. This project carries our most urgent endorsement in the belief that the savings in property damage alone will pay South Bend for the improvement within a year. Attached is a summary of accident facts pertaining to Lincoln Way West which demonstrate that this improvement should -be undertaken without delay in the interests of public safety. Very truly, S.H. Councilrn.an Hull seconded the motion. Notion carried. PETITION: PETITION OF PROPERTY OWNERS TO THE CO1"IMON COUNCIL OF THE CITY. OF SOUTH LEND We, the undersigned, being the owners of fifty -per cent. (50%) or more of the lend in the District hereinafter described in the City of South Bend, present our petition duly signed and acknowledged to the Common Council of the City- of South Bend, requesting a change in the re- gulation prescribed District be changed from Residence District to "C" Commercial District. That part of a city% block lying north of the New York Central right of way, South of Lincoln Way East, East of Miami Street and West bf Marine Street, or any -pert thereof. for the follov trw reasons: Thet it mould preserve end increase the value of such property and would make it prefiteble for the erection of filling - s- tations and other small businesses of like character within such District. Councilmen Bierwa.gen seconded the motion. Motion carried. There being no further business, Councilman Hull moved to adjourn. Councilmen James seconded the motion. Motion carried.
