HomeMy WebLinkAbout08-10-36 Council Meeting MinutesREGULAR MEETING MINUTES AUGUST 10TH, 1936 Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Regular Session in the Council Chambers of the City Hall, Monday evening, August 10th, 1936; at the hour of 9:50 P.-M. All members were present except President Fish. Vice President James presided. Councilman Hull moved that the readi r_g of the minutes for the last meeting be dis- pensed with. Councilman Bierwagen seconded the motion. Motion carried. CERTIFICATION OF POSTING•NOTICE TO TAXPAYERS In the matter determining addtional appropriations from the as intenance fund or operating bal- ance in the department of Public Works in the City of South Bend, Indiana, to certain subdiv- isions in said department of Public Parks -all as hereinafter set out.- South Bend, Indiane August 12th, 1936 I, Mary B. L. Taylor, City Clerk of the City of South Bend, Indiana, do hereby certify that copy of the attached notice was published in the South Bend Tribune and the South Bend News -Time two daily newspapers, on the 31st day of July, 1936 and the 7th day of August, 1936, both pub- lished in the City of South Bend, Indiana, also that I have posted notices in the following plec s to -wit: In the Corridor of the City Hell, South Bend, Indiana. REPORT OF THE COMMITTEE OF THE WHOLE: #3179 To the Common Council-of the City of South Bend: Your Committee of the Whole to whom was referred An Ordinance appropriating certain sums from the maintenance fund or ppersting balance in the Department of Public Parks in the City of South Bend, Indiana., to certain subdivisions in said department of Public Parks all as herein- after set out. Respectfully report that they heve examined the matter end that in their opinion should be re- ported favorable. Geo. W. Goetz, Chatman. The report was accepted by the Council and ordered to be placed on file. Motion carried. COMMUNICATIONS: South Bend, Indiana 7 -23 -36 Summer Playground. Mork To the Common Council of the City of South Bend We, the undersigned, as the representative youth of this city, have resolved that: Inasmuch as money is being appropraited to save the beauty spots in our city parks namely the Erskine Golf-course end the lawns and flowers in all parks, we will renew our petition this year for a swinnin' Hole in Leeper and Studebaker Parks deep enough and large enough to accom- modate those over 12 yrs of age, Inasmuch as this is the first season that golfers have petitioned for relief from their troubles we feel, this out third petition, should be given first consideration in all such beautifying efforts. Inesmuobas out Natatorium has been condemned and the wall put in by the W.P.A. in the locations where we`have petitioned for P Swinnin' Hole in our previous petitions, the construction cost would be e•rea!tly reduced to the city. :We enclose a sketch of what we deem necessary in Leeper Park. For this purpose we band ourselves. .together with signatures of more then 125 boys and girls to beg recognition of our needs in this matter. We call your attention to the logical spots in Studebaker and Leeper Parks, namely Bowman Creek in Studebaker and what is known as the Lagoon in Leeper Park. Necessary wells for these pools ere either built or in the process of erectiola, They are known as WPA projects. We call attention to the fact that several young men who signed our first petition in 1934 are now serving time in our state prisons. We believe if our first petition had been granted many of these rested lives might have been avoided, because idle hands and minds breed mischief. We believe our welfare to be of more importance to our right thinking parents and taxpayers than P11 the beauty spots and golf courses in the world. Please include wages for proper supervision of these swimming Pools, night and day, in your Yearly budget. (This is a copy of the petition presented to the Park Board. The signatures are in their hands. Please use your influence for favorable action on this.) Councilmen Goetz moved that said be referred to the Park Board with recommendation for consid- eretion. Councilman gasmuseeri seconded the motion. Motion carried. A letter end affirmation from the State Board of Tax Commissioners were read in regard to Ord - insnee #3177 for additional appropriations in the sum of $750.00, for the purchase of a new extention ladder. Councilmen Kerner moved that said letter be placed on file. Councilman Rasmussen seconded the motion. *Motion carried. CITY OF SOUTH BEND,INDIANA Office of the Mayor August 3, 1936 TO THE 001NION COUNCIL CITY OF SOUTH BEND, INDIANA Sirs: Much complatnt is being received by the Mayor from people who are not receiving lame salaries or pay, that they are unable td-rent houses to live in. Looking over the city it is noticed that meny houses are for rent. You honorable body is requested to eppoint a committee to study this matter in niew of presenting a. resolution correcting the situation if possible. Very reppectfully, George W. A. projects, could. take out-the soft sand -on -1100 block West Hancock Street, this city, end replace same with'GRAVEL and make this Street useful for all purposes used b-,y owners of home and others who ever is using this street. ORDINANCE N0. 3179 An Ordinance approprieting certain sums from the maintenance fund or operating balance in the department of Public Parks in the City of South Bend, Indiana. to certain subdivisions in said depertment of Public Parks all as hereinafter set out. The Ordinance was given its third reading by title and was placed upon its psssage and pass ed by the following vote Hull, Goetz, Bierwage, James, Kerner, Chambers, Rasmussen and Palicki. ORDINANCE ,NO._ An Ordinance fixing selaries and wages of certain appointees and employees of the depart- ment of Public Parks of the City of South Bend, Indiana, and repealing all ordinances and parts of Ordinances in conflict therewith. Councilman Hull moved to suspend the reading of the entire ordinance.- only the title. Councilman Hull moved said ordinance be referred to the Committee of the Whole for August 17th, 1936. Councilmen Chambers seconded the motion. Motion carried. ORDrNANCE NO. 3181 An Ordinance appropriating monies for the purpose of defraying the expenses of the several departments of the City of South Bend, Indiana, for the fiscal year bDeginning January 1, 1937, and ending December 31, 1937, including ell contractual obligations and fixing a time when the same shall take'?effect. Councilman Chambers moved for reading of ordinance by title only. Councilman Hull seconded the motion. Motion carried. Councilman Hull moved said ordinance be referred to the Committee of the "hole and also that a Public Hearing be held August 24th, 1936. Councilman Chambers seconded the motion. Motion carried. ORDINANCE NO. 3182 An Ordinance..fixing the Tex Levy for the year 1937 for the Municipal Civil City of South Bend, Indiana. The Ordinance was given its first reading by title, its second reeding in full and on motior. of Councilman Hull was referred to the Committee of the Whole and also that a Public Hearing be held August 24th, 1936. Councilman Chambers seconded the motion. Motion carried. Councilman Hull moved that a competition of each item be furnished (let four items) for public- ation. Councilman Chambers seconded the motion. Motiom carried. ORDINANCE NO . lam_ An Ordinance sppropriat ng monies for the purpose of defraying the expenses of the City Plenning Commission of the City of South Bend, Indiana, for the fiscal year beginning January 1, 1937, and ending December 31, 1937, including all contractual obligations and fixing .a time when the same shall take effect. Councilman Chambers moved for reading of ordinance by title only. Councilmen Hull seconded the motion. Motion carried. Councilman Chambers moved said ordinance be referred to the Committee of the Whole and also that a public hearing be held August 24th, 1936. Councilmen Hull seconded the motion. Motion carries ORDINANCE NO. 3184 An Ordinance appropriet.m g moneys for the purpose of defraying the expenses of the Park De- partment of the City Government of the City of South Bend, Indiana, for the Fiscal Year beginn- ing January 1, 1937, and ending December 31, 1937, including all outstanding claims and oblige - tions� and fixing a time when the some.shall take effect. Councilman Chambers moved to dispense with the second reading end each councilmen be furnish ed with copies. Councilman Chambers seconded the motion. Motion carried. Councilman Hull moved. said ordinance be referred to the Committee of the Whole and also that a Public Heari..ng be held August 24th, 1936. Councilman Chambers seconded the motion. Motion carri Councilman Chambers moved that in Estimates of Park Board Budget under (b) parngreph S increase 17,500 to 22,000 for publicetion. Councilman Hull seconded the motion. Motion carried. RESOLUTION: RESOLUTION OF THE COMMON COUNCIL OF THE CITY - OF SOUTH BEND, INDIANA. WHEREAS, The Department of Public Parks of the City of South Bend, Indiana, has asked this I. M 4to continued from Coi;ncil to request the Judge of the St. Joseph Circuit Court to appoint appraisers to appraise about 450 ranks of wood which has been out by W. P..A., forces on the Pin Hook Project. Now, therefore, be it RESOLVED, By this Common Council that we hereby request the Judge of the St. Joseph Circuit Court to appoint appraisers to appraise said wood pursuant to sale thereof by the Department of Public Parks. A.; has cut and placed in rank about 450 _ranks of wood; and WHEREAS, Said wood is not needed by the Department of Public Parks of the City of south Bend, Indiana, end can be sold to an advantage. Now, therefore, be it RESOLVED, By this Board tha.t•we request the Honorable Council of the City of South Bend, Indiana_, to request the Judge of the St. Joseph Circuit Court to appoint appraisers to appraise said wood.
