An Ordinance fixing the salaries of certain City officials and employees of the Municipal City of South Bend and repealing all ordinances and parts of ord- inances in conflict therewith. The Ordinance was given its first reading by title, its second reading in fall and on motion of Councilman Hull was referred to the Committee of the Whole for June 22', 1936. Council man Rasmussen seconded the motion. Motion carried. ORDINANCE NO. 163 An Ordinance emending Ordinance No.. 22.43, adopted by the Common Council March 27, 1922, .and signed by the Mayor March 30, 1922, commonly known as the Building Code of the City of South Bend, Indiana. - 4 The ordinance was given-its first reading by title, its second reRdin�^ in full and on motion of Councilman Hull was referred to the Committee of the Whole. The Building Commissionerll to -be present, the Fire Chief and also the Board of Public Safety. Councilman James seconded the motion. Motion carried. Councilman Rasmussen seconded the motion. City Attorney, Mr. Hunter, said a public hearing is not necessary. Councilman Goetz withdrew his motion. Councilman 'Hull moved said ordinance be referred to the Committee of the Whole for June 22nd, 1936. Councilman Goetz seconded the motion. Motion carried. RESOLUTION: RESOLUTION WITH REFERENCE TO CIVIL SERVICE FOR POLICE AND FIRE DEPARTMENTS OF SOUTH BEND. BE IT RESOLVED by the Common Council of the City of Scxath Bend,in a regular meeting assemb7 that : C: • �J .I L (CONTINUED FROM PAGE 394 WHEREAS, it is the belief of this. Council that the establishment of a merit system of-civil service for the appointment, advancement and retirement of all employees, below tank of chief, of the Police end Fire Departments in this city would greatly improve the morale and increase the efficiency of such Departments by removing the same from the sphere of partisen politics, and Influence, and WHEREAS, this Council desires to record itself as favoring the establishment of a civil ser- vice system for the Police and Fire Department+sfor all cities of second class. WHEREAS, this Council desires to set in motion the machinery necessary to make the esta.blis ment of such a civil service system possible. THEREFORE, BE IT RESOLVED that this Common Council now records its belief that an adequate merit system- of civil. service for-the appointment, advancement and retirement of all employees below.the rank of chief of the Police and-Fire Departments of this city should be estpblished as soon as may be done consistently with the laws of this state, and to that end,•there is now end hereby created a special committee consisting of six members to be known as the Civil Service Committee. Three of such Committee shall be appointed by the President of the Council and three by the Mayor and not more then four members thereof shell be of the same political faith of the Mayor. It shall be the duty of such Committee to- thoroughly investigate the Metter, confer with interested persons -and to prepare P Bill for presentation to-the next regular session of the Indiana. State Legislature,, providing for or permitting the establishment of a merit'system of civil service for the appointment, advancement- and retirement of all employees-, below the rank of chief, of the Pole and Fire Departments in cities, of. the second class. It shell further be the duty of such committee to conver -with the municiple League of the State of Indiana, which League meets in convention at South Bend, Indiana this fall, and to endeavor to procure their cooperatInr in the preparation end passage of such legislation: The mayor is requested to procure copies of civil service laws of other states for the Information of the committee. Said Committee shell select its own chairman and shall within one month from the date of the doption`of this resdltition and at least monthly thereafter, report to this council its doinvs .nder this resolution. BE IT FURTHER RESOLVED thet each second class city in the state of Indiana is hereby invited nd earnestly solicited to cooperate with the Common Council of this city and its co-nrnittee in the doption of the civil service plan suggested by this resolution and to that end the Common Council f each such city is invited to eppoint a similar Committee to meet with and cooperate with the ommittee of this Council in formulating the proposed Bill and procuring its introduction In and iessage by the State Legislature, BE IT FURTHER RESOLVED that a copy of this resolution duly certified by the City Clerk be ent to the Common Council of each second class city in Indiana. Howard L. Chambers. ouncilman Hull moved for-roll cell. The Resolution was passed by the following vote: Hull, oetz, Kerner, Chambers, end Rasmussen voted aye. Bierwagen, James, Fish and Pa_licke voted nay. here being no further business Councilman Kerner moved to adjourn. Councilmen Goetz seconded he motion. Motion carried.. Council adjourned at 9:35 P. M.
