Be it remembered that the'Common Council of the City of South Bend, Indiana, met in -the
Special-Session in the Ccu ncil of the City Hall, Monday evening June lst, 1936, at the hour of
8 :00 o'clock P. M. A117members were present except Councilmen Fish and Councilman James. Counei
man Hull presided.

CITY OF SOUTH BEND COMMON COUNCIL
TO THE MEMBERS OF THE COMMON COUNCIL
OF THE CITY OF SOUTH -BEND, INDIANA:
You are hereby - notified that under end by virtue of the authority by law vested in my Ps
Mayor ,of the City of South Bend; of-the State of Indiana, a special meeting of the Common-Council
of said City is hereby called to be held at the hour of 7:30 o'clock P. M. or a.s soon thereafter
as convenient; on Monday evening June 1st, 1936, in the council Chambers in said City, for the
purpose of considering the f --.11owing ordinance:
"An Ordinance authorizing and permitting the Department of Publ is Parks to grant to
the'Indiana and Michigan Electric Company the right to overflow two certain tracts of
Real Estate situate in section 26, Township 39 north, Range 2, east, St. Joseph County
Indiana, and to make conveyances therefor as provided by law."

ed to be placed--'.on file. Motion carried.
ORDINANCE NO.- t16i
An Ordinance- sauthorizing and permitting the. Department of Public Parks to grant to the
Indiana °and Michigan Electric Company the right to overflow- taro certain . tracts of -Real Estate
situate In section 26, township 39 North, Range 2 East, St. Joseph County, Indiana, and to make
conveyances therefor as provided by law.
The Ordinance was given its first reading by" °title, its second reading ft full and on motion
of Councilmen Chambers the Rules were suspended by the following vote: Hull, Goetz, Bierwegen,
Kerner, Chambers, Rasmussen and.Palieki. Ayes 7 Nays. Rules suspended end ordinance goes to
third read -:ng.
The Ordinance was-given its third reading by title:; and placed upon its passage and passed
by the following vote: Hull; Goetz, Bierwagen, Kerner, Chambers, Rasmussen and Palicki. Ayes 7
Nays 0. Ordinance adopted.

TO- THE MEMBERS OF THE - SOUTH BEND CITY COUNCIL:
Since 1922 the support of the League of-Women voters has been for the merit system in
every,.brarch of government - Federal, State, and local.
We Tish to commend the City Council upon its initial effort to place police and fire-
men and- other -city-officials under such a merit system and t rust that this action shall be ratifi
at an early meeting of your Council. Such public service must be safeguarded, and - efficient admi.
i:stretion -of these, as well as all other governmental positions, should depend upon a personnel
chosen and sustained upon a merit basis without regard to political affiliations.
We should be very glad to discuss the matter with your committee if it is your desire.
Assuring you of our interest in good government and thanking you for your attention, we beg to

Councilman Goetz moved said letter be -olaced on file. Councilman Biprwagen seconded the motioll.
Motion carried.
There being no further business, Councilmen Goetz made a motion to adjourn. Councilrla.n,.Resmussei
seconded the motion. Motion carried. Cauncil adjourned at 8:20 P. M.
